Amendment 2

1) As these solicitations will be awarded to the Lowest Price Technically Acceptable (LPTA) bid, it is important that all required contractor furnished equipment is specified in the performance work statement

(PWS) to ensure the Government’s requirements are fully met. During the Dover site visit there was mention made of a Contractor supplied bowser that is not mentioned anywhere in the PWS. Another example is snow removal equipment; which bases will the Contractor be required to remove snow from driveways? At McGuire, the COR stated that the Contractor was responsible for power washing the concrete dikes, which is not mentioned in the PWS. Can the Government either specify site specific

Contractor Furnished Equipment or more clearly define site specific requirements in the PWS?

Answer- It is up to the incoming contractor to demonstrate their ability to perform fueling operations for the contract. Site specific GFE’s have been provided for in the Revised Appendix D, which was posted on 18 OCT 2012. The specific details as to how to fulfill Government requirements are to be furnished by the offeror in their proposal. The contractor should have all necessary equipment to perform operations at whichever location they are at.

2) During the Langley and Pope site visits the COR stated that the Contractor signs out radios from Fuels

Mgmt. on a daily basis. Please confirm and provide the number of radios available to the Contractor.

Answer- At Langley, the contractor can sign out three radios on an as-needed basis, not every day. This occurs approximately one to four times per month during barge receipts.

At Pope, the contractor can sign out one radio on an as-needed basis, not every day.

3) During the Langley site visit the COR stated that the Contractor is responsible for sealing cracks in the shockcrete dike walls. Please confirm and specify whether the material used for repairs is a reimbursable item? If not reimbursable, please provide material specifications and estimated annual quantity.

Answer: This is not a reimbursable item. Contractor should factor this expense into their monthly use charge. The sealant currently being used is Dow-Corning 890-SL. Estimated quantity is 12 tubes per year.

4) Please confirm that the base provides grounds maintenance inside the fence at Seymour Johnson? What is the Contractor responsibility for dike liner tears at Seymour Johnson?

Answer – The contractor will be responsible for the grounds with-in 100 Ft of their facilities. This is to include leaf removal, lawn litter pick-up, shrubbery pruning, plant bed weeding/spruce up, gutter cleaning on single story buildings, and special clean-ups.

The Contractor is expected to repair any minor tear or rips in the liner. Any large repairs would be handled through either the task order or SRM procedures.

5) During the Shaw site visit the COR stated that the AF escorts tank trucks on base. Please confirm if this is a Contractor or AF duty.

Answer - This is an AF duty.

Amendment 2

6) What after hours support for ground fuels is required at Shaw? The Appendix D is unclear on this matter.

Answer - After-hours ground fuels support is not required on weekends. It is required until 2300 hours, Monday through Friday.

7) Question - There was a Spill Contentment Over Pack Kit at McGuire and I believe a portable pressure washer seen on the site visit inside of the pump room. Are these two items GFE or CFE and will they be available for the new contractor to use?

Answer – The spill kit is GFE and is currently full but will need to be replenished by the contractor as needed. The power washer belongs to the Contractor.

8) Question – There was a fuel bowser at Seymour Johnson. Is it a joint piece of equipment belonging to the

Government or does this belong to the current contractor, and is it available on the new contract? If it is joint use, who performs the maintenance on this piece of equipment?

Answer- It is a joint use piece of equipment maintained by the Air Force. Yes, it will be available.
