A metal deactivator, as per product specification, may be added to the fuel to counteract the effects of metals known to be deleterious to thermal stability. Typically 2.0 mg/L of metal deactivator will counteract up to 300 ppb of copper. When a metal deactivator is added to the fuel, the Contractor shall record on test certificates, for material on import or manufacture, the amount and name of the deactivator added to the fuel.
* Please see previous page for additional information B.2 Metal Deactivator Additive (MDA) The use of MDA shall be in accordance with the fuel specification, and the Contractor shall record on test certificates the amount and name of the deactivator added to the fuel. Mandatory additives shall be listed and reported.
(b) Fuel shall be filtered through an API rated water/separator filtration system or a suitable filtration equipment shall be installed in order that filtered aviation turbine fuel contain not more than 1 mg/L of solids and 30 ppm of undissolved water
(c) Provide the U.S. and Canadian Government and their quality assurance representatives access to conduct pre-award surveys of the suppliers' facility(ies) and related equipment used for fuel delivery.”
(d) Marine vessel employed to deliver aviation turbine fuel shall comply with the requirements of Energy institute HM50 Guidelines for the cleaning of tanks and lines for marine tank vessels carrying petroleum and refines products.
(e) The following requirements are complementary to clause E1 - Contractor Inspection Responsibilities (DESC Nov 2008)
(a) Quality Control Plan
(iv) TESTING
Contractor shall employ a testing laboratory that complies with the following:
A. a third party laboratory accredited by the Standard Council of Canada (SCC) or other nationally or internationally recognized laboratory accrediting body to conduct the tests identified in the product specification(s) or B. a third party laboratory which is registered to ISO 9001 or 9002, has implemented a calibration system to ISO 10012-1, and participates regularly in a recognized roficiency testing program for the contracted product(s).
(ii) BLENDING AND COMPOUNDING.
Test results shall be reported on a certificate of analysis to demonstrate that the blended fuel complies with the detailed requirements of the product specification. Mandatory additives shall be listed and reported.
(Viii) LOADING AND SHIPPING – TANK CARS, TANK TRUCKS, AND INTERMODAL.
(A) All aviation fuel shall be passed through strainers of 100 mesh or finer screens. Fuel shall be filtered through an API rated water/separator filtration system or a suitable filtration equipment shall be installed to ensure that filtered aviation turbine fuel contain not more than 1 mg/L of solids and 30 ppm of undissolved water.(ix) LOADING AND SHIPPING –

(A) For f.o.b. destination Contractor-supplied tanker/barges. The tanker/barges used for the delivery of aviation turbine fuel shall comply with the requirements of Energy institute HM50 Guidelines for the cleaning of tanks and lines for marine tank vessels carrying petroleum and refines products. Heating Coils made for copper-containing alloys can reduce the thermal stability of aviation kerosene due to copper dissolving into the cargo from the alloy. Copper concentrations in aviation kerosene fuel above 10 parts per billion (ppb) starts to affect thermal stability and 50 ppb invariably results in failure to meet specified requirements. For this reason, aviation kerosene shall not be carried in ships fitted with heating coils from copper containing alloys. Duel to strict limitations on biological contamination with components such as bio-diesel (FAME), requirements of para. 2.12.7 shall be observed.
(xi) The contractor shall provide in writing to the DND quality assurance representative his mitigation strategy to address any product specification issues.

Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint.
(3) Exchanges with offerors after receipt of a offer do not constitute a rejection or counteroffer by the Government.
