1. Background: Air Mobility Command (AMC) requires passenger luggage x-ray machines to ensure AMC passenger service agents are not required to physically inspect/search all hand-carried items and checked luggage to meet United States Transportation Command (USTRANSCOM), Transportation Security Administration (TSA), and AMC passenger screening requirements. The 731st AMS Air Passenger Terminal intends to standardize the administrative and operational requirements to support all AMC Passenger Terminals in the 731 AMS Areas of Responsibility (AOR) (see appendix A), with the central management of passenger hand-carried and checked luggage screening resources.
2. Objectives: The objective of this project is to procure and install two x-ray machines to support the screening of checkpoint (carry-on) and cargo hold baggage (checked luggage). The x-ray machines must include a 12-month maintenance service contract and warranty after installation, as well as provide training for a minimum of four personnel at each location. Provide machine upgrades or system software updates when available
3. Product Description, General (Luggage X-Ray Machines):
3.1. Contractor employees must be trained and otherwise credentialled to operate the x-ray machines during installation and servicing.
3.2. The x-ray machines must be compliant with the most current Transportation Security Agency (TSA) Air Cargo Technology Screening List (ACSTL). The machines may not be on the Grandfathered Visual Image Technology list with expired dates of 2028 or earlier.
3.3. All x-ray machines must include:
3.3.1. TSA certification
3.3.2. Automatic detection of Explosives
3.3.3. Dual panel color monitors
3.3.4. Minimum conveyor load:
3.3.4.1. 220 kg, for checked luggage;
3.3.4.2. 60 kg, for carry-on luggage;
3.3.5. High Resolution sensor technology
3.3.6. Enhancement of Images
3.3.7. Dual-view x-ray system
3.3.8. Image Storage Capabilities
4. Product Description (Checked Luggage X-Ray System)
4.1. Check-in baggage system will require specific dimensions and tunnel size to accommodate the allocated space within the screening room (See Appendix A). The overall dimension restrictions are due to limited space between the fixed conveyor belt system. The x-ray machine requires the tunnel entrance and exit sizes to accommodate large luggage associated with non-standard and oversized luggage. The overall dimensions of the machine for the check-in screening room will be:
4.1.1. Length: No greater than 2,904 mm.
4.1.2.1. Machines shorter than 2,886 mm must include a roller extension system (see Appendix A.) The gap between the baggage conveyor system and the x-ray system must not exceed 13mm.
4.1.2. Width: No greater than 2,140 mm.
4.1.2.1. The width of the x-ray machine must allow at least a 711 mm (28 inch) walkway between the machine and the HVAC system in accordance with safety standards (See Appendix A.). The tunnel of the machine must be centered and aligned with the baggage conveyor system without exceeding the walkway requirements (See Appendix A.).
4.1.3. Height: No greater than 2,000 mm
4.1.4. Conveyor Height: Between 807.8 mm and 817.8mm (see Appendix A). If the conveyor height is less than this, vendor must provide platform in order to the x-ray to meet the required conveyor height.
4.1.5. Tunnel size: Tunnel size must meet the following dimensions to accommodate large military checked luggage.
4.1.5.1. Length: Between 1016 mm and 1117.6 mm
4.1.5.2. Width: Between 685.8 mm and 863.6 mm
4.1.6. Power Outlet: Must support a three-pronged American outlet of 120 volts.
5. Product Description (Carry-On Luggage X-Ray System)
5.1. Carry-on baggage system will require specific dimensions and tunnel size to accommodate the space allocated within the screening room. The overall dimension restrictions are due to limited space. The x-ray system will require a tunnel entrance and exit sizes to accommodate baggage no larger than 1143 mm.
The overall dimensions of the carry-on screening machine will be:
5.1.1. Length: No greater than 2,400 mm.
5.1.2. Width: No greater than 1,500 mm.
5.1.3. Height: No greater than 1,500 mm.
5.1.4. Tunnel Size: Between 600 and 700 mm wide, and 400 and 500 mm high.
5.1.5. Conveyor Height: Between 787.4 mm and 812.8 mm.
5.1.6. Power Outlet: Must support a three-pronged American outlet of 120 volts.
6. Contractor Support: The contractor shall provide all personnel, equipment, tools, materials, and replacement parts necessary to accomplish initial preventative/as-required maintenance for passenger luggage screening x-ray machines. Support will be for 12 months after installation of the luggage x-ray machines at each location.

6.4. The contractor shall identify additional hardware/software lifecycle options for future upgrades.
6.5. The contractor shall provide a copy of the initial radiation survey to the Passenger Terminal Point of Contact (POC), in contractor format, at each location as well as affix a copy to each machine.
6.6. Inoperable x-ray machines Help Desk. The contractor shall respond and provide technical support within 24 hours of initial notification of an inoperable x-ray machine, Monday – Friday 0730 – 1630 (site specific local time).
6.7. On-location Preventive Maintenance and Restoration Services. The contractor shall provide all services between 0730 to 1630 (site specific local time), Monday through Sunday, as coordinated with the Passenger Terminal POC.
6.8. The contractor shall coordinate site visits to restore inoperable x-ray machines upon notification by the Passenger Terminal POC. X-ray machine operability shall be restored within 120 hours (5-days) of notification by the Government.
