STATEMENT OF WORK

FOR

TDVG192586

Replace Flight Line Lighting with LED

Alpena CRTC, Michigan

The contractor shall provide all materials required to replace existing flight line lighting with LED at the Alpena CRTC in Alpena, MI. This shall include the proper installation of all new LED lights and brackets into the existing poles, and the removal of all the existing lighting system. Existing old lighting system shall be deliver to the CRTC/CE. The intent of this contract is to supply new LEDs to replace the existing flight line lighting.

This shall include but is not limited to purchasing and delivery of new LEDs to the Alpena CRTC. Contractor shall provide 79 units of Holophane LED lighting system to replace existing lighting system. The lighting system is breakdown as follows:

- 73 units in 45 ft poles (19 poles with 3 units and 4 poles with 4 units)

- 4 units at the hangars (Hangars 603, 604, 605 and 607)

- 2 units for spare

Contractor is responsible for all remaining work effort in order to provide an acceptable final product that meets the requirements of this Statement of Work (SOW), specifications, and drawings. All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws, regulations, and codes, ANG policies and regulations. The contractor is required to provide 79 LED lighting system with the following system requirements (two (2) alternates are provided):

- PLLED 9 5K 10A AH 66 1 K ZP TL Predator LED (PLLED): PLLED, 9 Modules, 5000K, 1050 mA Driver, Auto-Sensing (347-480V), 6X6 Prismatic Glass,Tenon Slipfitter Knuckle, Wet Locations, Bronze Superdurable with Epoxy Primer, Tool-Less entry with Latches.

Or

- ACP2LED 910A 480 66 5K TM BZ TL American Compact Floodlight LED Large (ACP2LED):

ACP2LED, 9 Modules, 1050 mA Driver, 480 Volt, 6X6 - Flat Glass, 5000K, Tenon Slipfitter (Knuckle), Bronze Superdurable Paint Over Standard Pretreat, Tool-less entry

1. The contractor is responsible to provide shop drawings to the Government.

2. As built drawings are provided.

3. Hardware and equipment shall be comprised of new products the manufacturer is currently manufacturing, have spare parts available for at least five years after completion of contract.

4. Contractor to provide complete installation instructions. In addition, Operation and Maintenance, Start-up and Troubleshooting Manuals shall be provided, to include (but not limited to) spare parts list and contractors’ contact information. Provided in electronic file and 3 labelled bound hard copies to contain all the information/ warranties.

5. Warranty: Contractor shall provide a one year warranty on materials of the entire project in addition to any manufacturer’s warranty on materials. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty.

The commercial warranty will be issued to the Government.

6. There will be a site visit, prior to award to allow for site investigation. Any site visits post award shall be coordinated with the Government.

7. The disturbance of Asbestos-Containing Building Material (ACBM) is not anticipated during this project. However, if suspected ACBM is encountered, work in the immediate vicinity must stop and notify the Government. After consultation with base personnel, the PM will direct further action to be taken. Work should proceed uninterrupted in unaffected areas of the project.

8. The presence of lead on painted surfaces is not expected.

9. Period of Performance for installation shall be 15 calendar days from notice to proceed.

10. ANTITERRORISM & OPERATIONS SECURITY: The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC- III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

The contractor will submit Contractor EAL’s for all contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training. AT Level I Awareness Training will be conducted when personnel report to Pass and ID to receive their base access credentials. Personnel will sign the awareness and a copy will be maintained with the Contractor EAL. The contractor is responsible for the contacting and coordinating contractor EAL’s directly with Pass and ID.
