Statement of Work R/V Chesapeake (R5502) – Hose Inventory and Partial Replacement
1. Introduction
The NOAA Cooperative Oxford Laboratory (COL) operates a 55-foot research vessel R/V
Chesapeake. This is a 33-ton vessel with a 17-foot beam. The COL is seeking firm fixed price quotes for the inventory, identification (ID number, hose ID, installation date, purpose, type, length, end fittings and re-order ID information) tag and label, and catalog the vessel’s 144 combined propulsion, hydraulic and coolant hoses and replace 20% of the hoses (29 total). Five sub-groups of the hoses
(20% each) will be tagged and color coded to facilitate replacement per NOAA Small Boat Program
(NSBP) and US Coast Guard (USCG) requirements. Concurrently, a subset of hoses (20%) will be identified for renewal and replaced. For further information, contact the Vessel Operations Coordinator
(VOC) and government point of contact, Dr. John Jacobs (see contact information provided below).
2. Background
The vessel is a previous USCG Aid to Navigation Boat (ATON) built in 1977 and a 58’4” LOA thirty-seven-ton aluminum hull research vessel with a 16’9” beam, and 5’2” draft. Vessel hoses (fuel, lubrication, oil distribution, oil drain pan, cooling, raw water, hydraulic, drivetrain, high pressure) are currently recorded in datasets by number and type; however, a consistent nomenclature has not been established. Hence, it is difficult to identify hoses in need of replacement during the cyclic maintenance schedule where 20% subgroupings are replaced every 2 years in order to meet the requirement for
100% replacement of all hoses in a ten-year period.
3. Site Visit
Contractors are encouraged to contact Mr. Gary Culver, (vessel captain and technical point of contact), to arrange a date and time to visit the vessel R/V Chesapeake located in slip B-9 at Campbell’s Jack’s Point Boatyard, 106 Richardson Street, Oxford MD 21654 and review project components, tasks, and existing site conditions pertinent to this statement of work for the purposes of formulating a quotation. The vessel captain or their designee shall accompany Contractor employees during their site visit and onboard work. It is the Contractor’s responsibility to confirm existing conditions and evaluate requirements listed in the Statement of Work herein. Failure to attend a site visit to determine existing site conditions will not be considered a basis for granting additional compensation. Offerors wishing to schedule a site visit shall contact Mr. Gary Culver (Vessel Captain and Technical POC):
