About this file

This Scope of Work document is issued by the City of Houston Parks and Recreation Department for tree installation, staking, mulching, and watering services across two parks within Council District H. The project involves planting 211 mixed native 15-gallon trees total: 150 trees at Dodson Lake Park (4107 Laura Koppe Rd, Houston, TX 77093) and 61 trees at Shady Lane Park (10220 Shady, Houston, TX 77093). Vendors must select from an approved park tree list comprising 41 species (including large trees such as various oak species, magnolias, and pecans, and small trees including Eastern Redbud and Roughleaf Dogwood), with a minimum of eight different species required for the project. Services include tree installation, staking with minimum two posts per tree, application of 4-inch mulch layer within 24 hours of planting, and weekly watering of 10 gallons per diameter inch for two years, with no watering required during weeks when the site receives at least 1 inch of rainfall. The contractor must complete all work within 30 calendar days from the notice to proceed, during normal business hours. The contract includes a two-year warranty period beginning at planting; any trees dying during this period must be replaced at the vendor's cost. Site visits are encouraged and should be coordinated with Kelli Ondracek at kelli.ondracek@houstontx.gov. Questions must be submitted in writing no later than 24 hours prior to bid closing.

The City will award the contract based on the Hire Houston First Program criteria outlined in Chapter 15 of the Houston City Code. For procurements of $100,000 or more for non-professional services including construction, a City Business bid within 3 percent of the lowest bid will be selected unless the award would unduly interfere with contract needs; for procurements under $100,000, a Local Business bid within 5 percent of the lowest bid qualifies. Interested bidders must obtain Hire Houston First Program designation by submitting the required affidavit to the Director of the Mayor's Office of Business Opportunities prior to award. The contractor is responsible for all labor, tools, safety equipment, supervision, transportation, insurance, and ancillary services. The contractor must comply with City of Houston insurance requirements, provide OSHA-approved safety equipment, secure all necessary permits at the contractor's expense, and maintain the site in a clean and orderly condition. The contractor is liable for all damage to private property, vehicles, and utilities encountered during work performance, with damages calculated using the Guide for Plant Appraisal 10th Edition standards. A minimum one-year warranty on all work, materials, and workmanship is required following full acceptance, and the City may terminate the contract with 30 days' written notice if materials or services do not conform to specifications.
