This Statement of Work outlines training requirements for the State University of New York (SUNY) Maritime College to provide US Coast Guard-approved Marine Fire Fighting instruction to cadets. The vendor must deliver both Basic and Advanced USCG-approved Marine Fire Fighting courses consisting of approximately 4-hour and 6-hour sessions respectively, held at the vendor's facilities in New York. The Basic course includes hands-on fire-fighting techniques, marine fire mitigation, containment and extinguishment exercises with live fires, approximately 1 hour of classroom instruction, and simulation sessions, with cadets receiving STCW Assessments for Basic FF upon completion. The Advanced course similarly encompasses advanced applied principles, leadership training, practical assessments, team-based exercises with live fire, and simulation sessions aligned with USCG NVIC 08-14 and 09-14 guidelines, with cadets earning STCW Assessments for Advanced FF. The vendor must accommodate 20 to 24 cadets per session, provide up to 20 sessions (combination of Basic and Advanced) per academic semester including weekend and dual daily sessions, maintain US Coast Guard site approval, and ensure all training is conducted safely in compliance with CDC, USCG, New York State, and local authority requirements.

The vendor must provide 50 sets of bunker training gear with spot cleaning and disinfection after each session and deep cleaning at least twice annually, maintain and provide SCBA equipment for simulation training, and store all required equipment at the vendor's facility. SUNY Maritime requires the vendor to have 5+ years of expertise and maintain staff proficient in marine firefighting simulation with working knowledge of USCG assessment guidelines. Pricing for the courses and per-cadet fees for bunker gear usage are specified in the Cost Proposal (Exhibit C), with all costs associated with equipment use, storage, and maintenance allocated accordingly. The contract is subject to New York State Finance Law 139-j and 139-k (Lobbying Law), New York State Tax Law section 5-a, and Vendor Responsibility requirements. MWBE contracting goals are established at 15 percent for both Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with the Fire Department of New York noted as a business enterprise previously awarded an identical or substantially similar contract within the past five years.
