STATEMENT OF WORK

PAN TILT POSITIONER

23 JULY 2026

1. BACKGROUND: The Utah Test and Training Range (UTTR) operates precision camera systems in support of test and training missions on Dugway Proving Ground (DPG). These missions require accurate camera positioning to support camera housing systems. The existing Panasonic pan/tilt positioners supporting these systems have been in service for more than 20 years. The equipment has become obsolete, manufacturer support is no longer available or is significantly limited, and replacement parts are increasingly difficult to obtain. Continued reliance on the existing systems creates risks and increases the potential for loss of camera positioning capability during critical test events. The UTTR requires replacement pan/tilt positioners for reliable positioning and preset functions.

2. SCOPE: The Contractor shall furnish and deliver twelve (12) new TAA Compliant, Quickset MPT-50 Model 8-JA100-MW6 Pan/Tilt Positioners and components, outlined in SOW Attachment A with standard manufacturer documentation, firmware, operating manuals, accessories, and warranty information required for complete operational capability.

3. PERIOD OF PERFORMANCE: Delivery shall occur no later than 11 November 2026.

4. DELIVERY INFORMATION: The Government reserves the right to restrict access to any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, general well-being, safety, security, or operational mission of the installation and its population. A background check will be performed prior to installation access (requires 24 hours’ notice).

Employees/Visitors must be US citizens, possess a valid government issued driver’s license or government ID, and vehicles must have valid proof of insurance for access to installation/work locations.

4.1. Dugway (South Range): The vendor must provide driver’s license information to the UTTR/DET1 no less than one business day prior to delivery. Delivery shall take place at UTTR/DET1 South at 1010 Avery Road Dugway, 84022. Dugway is approximately 94 miles from Salt Lake City, UT (45 miles west then south 49 miles) off 1-80 at Dugway/Rowley Exit 77. Be aware that you will be traveling through open-range country with horses and free-range cattle.

4.2. Delivery Date/Time: Contractor deliveries must be performed during normal duty hours, which are currently Monday through Thursday, 7:00 A.M.

to 4:00 P.M., no Friday, Saturday, Sunday, or Federal Holidays will be accepted. The contractor shall arrange and schedule deliveries with range personnel outlined in this SOW. A minimum of 24 hours’ notice is required prior to delivery. The contractor shall arrange a time of arrival with the staff outlined in this SOW for deliveries.
