About this file
This Scope of Work document pertains to a generator installation project managed by the Finger Lakes Developmental Disabilities Services Office (DDSO), an agency of the New York State Office for People with Developmental Disabilities (OPWDD). The project involves the removal of an existing 40KW Centurion propane generator and Dayton 400-amp transfer switch and the installation of a new 40KW Propane Generac generator and 400-amp Generac transfer switch at the Reed Corners IRA Facility located at 3777 Reed Corners Road, Canandaigua, NY 14424. The equipment will be supplied by OPWDD and must be picked up by the winning bidder at the Newark Site and delivered to the project location. A mandatory site visit is scheduled for August 7, 2026 at 10:00 am, and vendors who do not attend or arrive late may be disqualified from bidding. All work must be completed within 60 days of purchase order issuance and performed during business hours (9:00 am to 2:00 pm, Monday through Friday) in accordance with applicable codes, industry standards, and manufacturer instructions. All work is subject to verification and acceptance by the Plant Superintendent and carries a one-year warranty against defects in workmanship.
The bid price must include all labor, materials, disposal fees, third-party electrical inspections, and site cleanup. This is a New York State Public Works project requiring payment of prevailing wages. Bidders must provide valid New York State Department of Labor (NYSDOL) registration numbers and Certificates of Registration at the time of bid submission or face disqualification. The vendor must demonstrate a track record of competency or prior experience with similar work. Failure to complete the job satisfactorily will impact the vendor's eligibility to bid on future OPWDD jobs. All unforeseen conditions that may alter pricing must be reported immediately to the facility contact, Robert Vastbinder (315-573-3680). The quote must include a proposed start date expressed in days following purchase order issuance. To request an invitation to bid, prospective vendors should contact the Finger Lakes DDSO via fax at 585-461-8811 (Attention: Amy Gordillo-Torres) or by email at FL.Purchasing@opwdd.ny.gov.
