About this file
This statement of work describes technical support services required for the DSCOVR Faraday Cup solar wind detector. The contractor will perform instrument operations and calibrations in flight, process ground data, and develop calibration tables and algorithm documentation on a monthly basis. Deliverables include operation plans, status reports, calibration tables, and updates to the algorithms document. The work will be performed over one year with options to extend for additional years. NASA/NSSC has issued a special notice for a sole source contract to the Smithsonian Institution to provide these services for the DSCOVR Faraday Cup Instrument in support of NASA and NOAA space weather research efforts. Responses to compete the effort were due by February 15, 2024. The performance location is NASA Goddard Space Flight Center.

1.0 PURPOSE AND SCOPE
This Statement of Work (SOW) defines tasks for the Deep Space Climate Observatory (DSCOVR) Faraday Cup (FC) solar wind positive ion detector in-flight instrument calibrations along with technical support for ground data processing activities under contract to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GFSC). The activities are intended to ensure the continued operation of the FC instrument and the successful ground processing of level 1 data products.
1.1 SCOPE
The activities of this order are limited to the work described herein.
The described work will be performed for a 1 year duration (May 1, 2024 to April 30, 2025) with options to extend twice to an additional year.

3.0 DESCRIPTIONS OF WORK/DELIVERABLES
Background. The National Aeronautics and Space Administration (NASA)/National Oceanic and Atmospheric Administration (NOAA) DSCOVR/Faraday Cup (FC) solar wind thermal ion detector has been designed and built by a Massachusetts Institute of Technology (MIT) and Harvard/Smithsonian Astrophysical Observatory (SAO) team for the NASA Triana mission in 1998- 1999. The completed instrument has been fully tested and calibrated and was delivered to the spacecraft at NASA Goddard Space Flight Center (GSFC) for a 2000 launch. With the Triana mission demanifested from its Space Shuttle ride, the spacecraft and its instruments remained in clean storage at GSFC till 2012. At this time, the mission has been renamed Deep Space Climate Observatory (DSCOVR) and the spacecraft and its instruments were refurbished. DSCOVR was successfully launched in February 2015 to its Sun-Earth first Lagrange (L1) orbit to measure the incoming solar wind. The original FC instrument team provided the instrument refurbishment/recalibration along with data reduction algorithm development. Currently, the real-time FC data production takes place at the NOAA Space Weather Prediction Center (SWPC) in Boulder, Colorado with the FC instrument team providing updates of in-flight calibration constants.
3.1 FC IN-FLIGHT INSTRUMENT OPERATIONS AND CALIBRATIONS
The Contractor shall support the FC instrument activities associated with the following activities:
- Continue to independently analyze DSCOVR FC Level 0-1 data in order to characterize noise and removable backgrounds.
- Analyze internal calibration data collected on-orbit to assess the FC instrument health.
- Provide ongoing expert technical consultation and recommendations for FC instrument commanding.
Deliverables:
- Instrument operation plans for anomaly resolution as events dictate via e-mail to the NASA DSCOVR Project Scientist and to the NOAA MOC.
- Instrument status document once every 6 months as a pdf file to the NASA DSCOVR Project Scientist
3.2 FC GROUND DATA PROCESSING
The Contractor shall participate in the continued refinement of the FC ground data processing algorithms that takes spacecraft telemetry data to calibrated, level 1b data products. Contractor shall support the generation of updated instrument calibration tables.
Deliverables:
- Monthly FC calibration tables to NOAA SWPC
- Updates of the FC Algorithms and Theoretical Basis Document (ATBD) once every 6 months that includes description of the modifications in the algorithms to generate the Level 1b data product to NOAA SWPC and to the NASA DSCOVR Project Scientist.
4-1
4.0 NON-CONFORMANCES
- Notify the NASA/GSFC Project Scientist of all non-conformances.
- Manufacturing Review Board (MRB) / Failure Review Board (FRB) authority is retained by
GSFC.
