About this file
This document is a Scope of Work (SOW) for the Indiana Family and Social Services Administration (FSSA), specifically targeting a Learning Management System (LMS) procurement for the FSSA Privacy & Security Office and Division of Family Services. The solicitation seeks a vendor to provide a comprehensive LMS with 7,800 user licenses, supporting single sign-on access, customizable training content, and robust reporting capabilities. The contract is structured for a 3-year term beginning January 1, 2026, with six-month increments across fiscal years 2026, 2027, and 2028, ending December 31, 2028.
The LMS requirements include advanced features such as user notifications, course management, scheduling functions, assessment tools, and technical support during state business hours with 24-hour response times. Key technical specifications mandate the system's ability to track course completions, manage user roles, support various file types (SCORM, PDF, xAPI, video), and comply with IOT policies. While specific pricing details are marked as "TBD" (to be determined), the procurement appears designed to create a comprehensive training and compliance platform for state employees across multiple divisions, with a focus on privacy, security, and cyber-related training modules.

RFQ Purpose:
The purpose of this solicitation is to select a respondent that can satisfy the State’s need to provide a fully functional learning management system (LMS) to meet State and Federal requirements by administering numerous agency specific training courses for the FSSA Privacy & Security Office (PSO) and the Division of Family Services (DFR).
Deliverables:
1. LMS User Access and LMS User Accounts: The Awardee must provide a single sign-on platform for users to access the LMS. The State requires a minimum of 7,800 user licenses that can be reset and managed by FSSA staff at any time, with role-based access. The LMS must retain a complete user history to meet state and federal retention requirements. The LMS must have the ability to provide special permissions and roles to designated individuals (for example: admin, supervisors, staff).
1. LMS User Notifications: The LMS must be able to produce an email notification for users assigned to a training course. This email notification feature must be tailored to each training course and customizable by FSSA staff. The LMS must also be able to send unenrollment emails and mass emails.
1. Training Content: The Awardee must provide a library of privacy and security training courses that can be branded for FSSA and customized to meet FSSA business needs. The Awardee must provide the content for these privacy and security training courses with a range of cyber security related subjects. The Awardee must ensure the LMS is capable of loading training courses generated by FSSA staff using standard compatible file types (such as SCORM, PDF, xAPI, and video files).
1. Tracking and Reporting: The LMS must be able to track course completion, time spent on a lesson, certification, assessment scores, transcripts and compliance. Detailed and customizable reporting that is user friendly and intuitive.
1. Course Management: The LMS must have the ability to retain version history for computer-based training modules, to copy modules, to activate and deactivate modules, to organize modules into curricula, and to measure module completion.
1. Scheduling and Rollout Functions: Admin users must be able to mass enroll/unenroll in computer-based training and curricula both individually and via bulk enrollment, schedule deployment and enrollment dates, and assign coursework and due dates based on user role and learning pathways. The LMS must feature the ability to schedule and manage enrollment for instructor led training sessions. This must include the ability for self-enrollment/supervisor enrollment and the ability to restrict enrollment based on user role, session size, and registration dates.
1. Assessments: The LMS must either include software for proctoring multiple choice exams or be compatible with SCORM/xAPI assessment tools. The LMS reporting mechanism must be able to retrieve both individual user scores and question specific score results (i.e., 23% of assessment takers missed question 2).
1. Technical Support: Awardee must provide technical support for the LMS during state business hours and respond to initial requests within 24-hours.
1. Compliance with IOT: Must be able to comply with all IOT policies and procedures.
1. Timeline: 3-year contract, starting 1/1/2026.
