1.0 GENERAL

1.1 BACKGROUND

The National Weather Service (NWS), Data Collection Office Hilo (DCO) Hilo is located on the Island of Hawaii just northwest of the Hilo International Airport FAA Flight Control Tower. The construction of the DCO Hilo Operations building was completed in 2006. The building is a single story concrete masonry unit (CMU) and reinforced concrete structure, with a footprint of approximately 2,600 square feet. Air conditioning for the DCO Hilo Operations building consists of various non-ducted multi- and single-zone split system units, one of which is a Sanyo 32,000 BTU tri-zone air conditioning unit. The following units are in need of replacement at these locations: Electrical Room, Communications Room, and CPM Office.

1.2 SCOPE

NOAA seeks Contractor services to remove and properly dispose of the existing 32,000 BTU non-ducted tri-zone units split air conditioning system and all associated components that will not be reused including, refrigerant/condensate piping and the corresponding outdoor unit. The contractor shall install in its place, a new 32,000 BTU tri-zone high-wall ductless split air conditioning system and all associated components including the corresponding outdoor unit. If in acceptable condition, other system components may be reused including electrical safety disconnect switch, conduit, wiring and existing condensate drain piping.

1.3 APPLICABLE DOCUMENTS

The Contractor shall furnish any manufacturer warranty documents and system manuals to the Site Point of Contact (POC). All system tests shall be documented and included with the POC submittals.

2.0 SPECIFIC REQUIREMENTS/TASKS

Removal of Existing Air Conditioning Systems and Other Associated Items The Contractor shall carefully and professionally remove the existing Tri-zone split system servicing the Electrical Room (106), Communications Room (107), and CPM Office (108) without causing damage to the surrounding environment and property. Components that are removed shall be disposed of, off of Government property, and all items associated with the removal. The Contractor and its appropriately certified technician shall properly recover any remaining refrigerant. Removal work shall include, but is not limited to the removal and disposal of the following:

a. Indoor units;

c. Refrigerant lines;

d. Insulation;

e. Electrical conduits (if not suitable for re-use in “new” installation);

f. Conductors and control wires (if not suitable for re-use in “new” installation);

g. Safety disconnect (if not suitable for re-use in “new” installation);

h. Circuit breakers (if not suitable for re-use in “new” installation);

i. Condensate drain lines (if not suitable for re-use in “new” installation)

j. All other related components.

NOTE: All refrigerant lines run from the outside condenser units in/out of the building through exterior chases in false columns. Open false columns as necessary to remove/install lines.

When complete, re-enclose false columns. Repair as necessary to match original condition.

The Service Provider shall verify existing electrical service to ensure proper and safe installation of new air conditioning units. Installation work shall not cause damage to the surrounding environment and property. Any damage (e.g., hole in wall) resulting from removal and/or installation work shall be repaired by the Contractor.

Services shall include, but are not be limited to the following:

a. Provide new Tri-zone-zone high-wall split, air conditioning systems. Meeting the following criteria:

Tri-zone, 32,000 Btu, ductless split system

208 Volt, 60 Hz, single-phase, with single point power supply from the outdoor condensing unit (i.e., indoor unit electrical source coming from the paired outdoor unit);

Refrigerant shall be R-410A or other that is commonly acceptable for use during time of installation. Refrigerant must have an Ozone Depletion Potential (ODP) no greater than

0.0. CFC-based refrigerant is prohibited. HCFC is not permitted. Provide SDS sheet for refrigerant;

Outdoor unit - anti-corrosion treatment;

Ensure that the outdoor and indoor units are compatible with each other, as paired by the product manufacturer;

Wall mountable remote controls for each of the indoor units; and

Minimum of five year parts – limited warranty, for commercial usage;

b. Install air conditioning component units in the same location as the existing, except for the Electrical Room (106). The Electrical Room indoor unit shall be installed on the wall opposite of the existing unit (i.e., East wall) to prevent any condensate overflow/leakage from dripping on electrical equipment.

Provide and install new, refrigeration lines, condensate pump with high water level switch (if necessary), pipe coverings and required refrigerant.
