Statement of Work Blue Ridge Parkway

Rehabilitation of the Doughton Park Visitor Center and Bluffs Restaurant’s Septic

Tank / Lift Station

1/4/2024

1. GENERAL

The National Park Service (NPS), Blue Ridge Parkway National Park (BLRI), the

Doughton Park Visitor Center and Bluffs Restaurant’s septic tank/lift station that supports visitor restrooms and the restaurant needs rehabilitation. See Attachement A for project vicinity map.

This project shall consist of constructing repairs and improvements to the existing concrete block septic tank / lift station located at the Doughton Park Visitor Center / Bluffs

Restaurant septic tank/lift station located along the Blue Ridge Parkway near mile post 239

(45338 Blue Ridge Pkwy, Laurel Springs, NC 28644). The tank is behind the visitor center and restaurant. The tank is approximately 33 ft. by 10.5 ft. in plan view and 10 ft. deep. It holds approximately 28,000 gallons of liquid effluent. It is used throughout the summer and fall season to treat and pump the wastewater from the visitor center and restaurant

(from around May 1st through November 30th) to the leach field which is up hill about half a mile away. The original construction date is unknown, however maintenance staff estimate it was constructed in the 1980s. There are no drawings available.

2. SCOPE OF WORK:

All work to be as specified below and/or on any drawings attached to this document and will follow all applicable codes associated with federal work and the locale. This project shall consist of designing and constructing the improvements. The design portion of this project is expected to be minimal and will be associated with the concrete top of the tank.

Any design that is required will be reviewed/approved by the Contracting Officer’s

Representative (COR) prior to proceeding to the construction phase. The construction portion will cover all the necessary improvements shown on the approved drawings or described in this document and any support work to complete the project.

The scope of the work is limited to repair of the tank and its pipes, valves, replacement of pumps and controller, and other equipment associated with it within its immediate vicinity.

Some minor excavation will be necessary to expose the tank’s walls.

3. TECHNICAL REQUIREMENTS

Contractor shall provide all labor, materials, supplies, and tools to perform the following work, at its sole cost and expense unless otherwise noted:

0100. Demolition

1. Dispose of all demolished materials off NPS lands. The job site shall be left in a tidy condition at the end of each work day. There are black bear and general wildlife mitigations measures that shall be followed to prevent harm; bears and wildlife are attracted to trash and the site must be kept clean at all times.

2. Remove any surface vegetation needed to excavate fill along walls. Stake this area and gain approval from COR before work occurs.

3. Remove concrete top slab and equipment associated with it.

4. Remove spalled and deteriorated concrete from walls of the tank, as a required step to prep the surface for repair and waterproofing.

5. Expose concrete block walls of the tank by excavating the least amount of material around its perimeter as approved by the COR.

6. Remove the items/equipment within the interior of the tank that are listed below

(Section 0200) for replacement.

7. Remove the items/equipment outside the tank that are listed below (Section 0200) for replacement.

0200. Installation and Improvements

1. Repair/patch/rebuild the concrete block walls where they have been demolished at the same dimensions that they were previously.

2. Modify or replace the concrete topping slab in kind (6”, non-traffic rated, 4000 psi concrete reinforced per ASTM C1227 “Standard Specification for Precast Concrete

Septic Tanks”) with improved access/hatchways to facilitate monitoring and future maintenance. The improved access/hatchways will be lockable 3’x5’ aluminum access covers to replace the existing manholes; aluminum access covers will be pedestrian rated (300 psf) hinged covers. If replacement is selected rather than modification, the contractor shall provide all specifications and drawings to the Park to keep with the construction record. The NPS is open to consider a pre-fabricated topping system (consistent with ASTM C1227) as an alternative (as reviewed and approved) if detailed as an option in the cost proposal. Selection of this will be based on its benefits and cost.

3. Replace in kind all the items and equipment associated with the concrete topping slab with equal to or greater quality of materials.

4. Replace in kind the items/equipment removed from outside the tank.

5. Apply a water protective sealant (approved by COR) on the entire interior and exterior of the concrete tank. Backfill material previously removed.

6. Epoxy inject cracks at the inside face of wall.

7. Clean exposed faces of walls to remove efflorescence and repair spalls.

8. Route and seal cracks on exterior of walls.

9. Replace ladder rungs at wall(s) in most appropriate location to align with penetrations/manholes for access.

10. Apply protective coating to steel at all manhole covers.

11. Complete the tasks for the following items/equipment after verifying quantities, sizes, dimensions, and specific parts:

5. SOW Bluffs Septic Tank 01.04.2024.docx Page 3 of 4 1/8/2024

a. Replace the Hydromatmatic Aurora/Hydromatic Pumps Electrical Controls box and alarms (both audio and visual) (Panel Model Number 8.0-BA6-

BN1-PB3-PQ1, 62019-037-7). The contractor will be required to complete electrical wiring under the manufacture’s specification and NEC.

b. Replace septic tank filters between basins (install no less than two filters at each baffle wall to provide for redundancy; note that the new concrete septic tank lid should have access to check and clean/replace filters).

c. Replace a total of approximately 24 linear feet of 2” graduating up to 4” diameter piping within the septic tank, from each pump inside the tank and to the discharge and bypass outside the tank; to include valving and seating as necessary.

d. Replace 4 roof hatches. New hatches should be integrated with the new lid.

New hatches may be fewer so long as they provide the required access for monitoring and maintenance. New hatches should be larger to accommodate confined space entry, monitoring and maintenance.

e. Replace both pumps inside tank along with piping and float switches (230

Volt duplex pumps, Model # SPD100MH2-2, each 1 HP, single phase 230

Volts, 60 Hertz).

f. Provide a new slide/guide railing system compatible with the new pumps inside the septic, to facilitate maintenance without confined space entry; 1-

¼ inch flange or larger to be compatible with the pump and 2” discharge piping, 16-gauge 304 stainless steel guiderail, with intermediate bracing and with mounting kit for preexisting concrete basin with stainless steel hardware. The sump pump guide rail systems allow large and heavy pumps to be installed and removed from a sump pit without having to enter the sump pit. The new sump pump guide rail system shall use a guide rail and a chain or rope to pull sump pumps up and out of the sump pit for maintenance or inspection, then lower pumps back down into the sump pit.

The system shall come with a guide rail that is attached to the outlet pipe at the bottom of the sump pit. An adapter is mounted on the pump’s outlet and a flanged U-fitting is attached to the outlet pipe and check valve. The pump slides down the guide rails and when it reaches the bottom of the sump pit the adapter on the pump's outlet and the U-fitting on the outlet pipe come together for a proper seal.

0300. Work Products & Specifications

1. Obtain all necessary permits prior to beginning work (if any).

2. Provide cutsheets/specs on products for review and approval prior to work beginning or scheduling.

3. Minor areas of concrete deterioration outside the replacement areas can be repaired using a trowel-grade repair mortar (BASF Emaco S88 CI). Follow data sheets for preparation and application requirements.

4. A high-pressure epoxy, low viscosity injection installation can be used for cracks

(Sikadur 52). Follow data sheets for preparation and application requirements.
