Psychology Services Branch Anger Management Research Project

Statement of Work

1.0 GENERAL

1.1 BACKGROUND

The mission of the Federal Bureau of Prisons (Bureau) is to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens. The Bureau has 122 prisons of various security levels, offering programming in many different areas including drug treatment, trauma services, and other evidence-based psychology groups such as Anger Management.

Section 3631 of title 18 of the First Step Act of 2018 (2018) directs “ongoing research and data analysis” be conducted on:

“(A) evidence-based recidivism reduction programs relating to the use of prisoner risk and needs assessment tools;

“(B) the most effective and efficient uses of such programs;

“(C) which evidence-based recidivism reduction programs are the most effective at reducing recidivism, and the type, amount, and intensity of programming that most effectively reduces the risk of recidivism.”

Currently, the Bureau requires Anger Management be offered as one of its evidence-based treatment groups at all institutions. Group facilitators are doctoral-level psychologists. The group structure consists of 10-12 sessions using a cognitive-behavioral treatment (CBT) approach. Facilitators provide group participants with a workbook that is standard across all Anger Management groups at all facilities.

The purpose of the current project is to conduct research exploring the effectiveness of the Anger Management group on anger and violence reduction.

1.2 SCOPE

The Reentry Services Division (RSD), Psychology Services Branch (PSB), requires the services of a Contractor with a doctoral-level education and a demonstrated body of research related to anger. The Contractor must possess expertise in the field of anger management programming and must have experience in conducting studies on program evaluation. Variables of interest in include symptom reduction, institutional adjustment of participants, and misconduct/criminal recidivism. The Contractor shall propose the research design, obtain approval from BOP’s Institutional Review Board (IRB), collect data, conduct analyses, and report findings and recommendations.

1.3 OBJECTIVE

The goals of this research are to (a) maintain compliance with the First Step Act of 2018 by conducting efficacy research on the Bureau’s programs, (b) determine the effectiveness of the Bureau’s Anger Management group on outcomes of anger and violence, and (c) inform future revisions and updates.
