STATEMENT OF WORK

REPLACE 400KW GENERATOR.

The US Department of Agriculture (USDA), Agricultural Research Service (ARS), US Horticultural Research Laboratory (USHRL) needs a single Contractor who can provide materials, supervision, transportation, labor, work plan, schedule, and assure effective performance to replace and perform startup for a diesel engine driven 500KW 800 ampere emergency power generator. Generator skid mounted set wired for 277/480VAC Three Phase 4 wires 60 HZ located at 2001 South Rock Road, Fort Pierce, FL 34945.

1. SCOPE OF WORK

The general statement of work shall serve as general information only and shall not limit the Contractor’s responsibility or obligations to conform to all local, state, and federal labor laws necessary to furnish and install complete operable generator system including but not limited to generator, automatic controls system, sensors, enclosure, silencer, batteries, and charger to automatically provide emergency power when the normal power in interrupted. The intent of the Statement of Work is to provide the owner with a complete emergency generator system, double wall tank, and with weather/corrosive resistant generator enclosure requiring no additional in field modifications. This electrical project must be in compliance with the National Electrical Code (NEC), National Fire Protection Association (NFPA) and United Laboratories (UL) rated for clearance specifications there in and all applicable fire codes for structure and application of this type.

2. SUBMITTALS

A. Submit shop drawings and product data.

B. Engine generator submittals shall include the following information:

1. Provide standby power system for the location for supply of power in event of failure of normal supply, consisting of liquid cooled engine, an AC alternator and provide a fully automatic system controls with necessary accessories for a complete operating system.

2. Factory published specification sheet indicating standard and optional accessories, ratings, etc.

3. Manufacturer catalog cut sheets of all auxiliary components such as battery charger, control panel, enclosure, main circuit breaker, rupture sensor, fuel level sensor, interstitial sensor.

4. Weights of all equipment.

5. Interconnect wiring diagram of complete emergency system, including generator, battery charger, jacket water heater, remote alarm indications.

6. Engine mechanical data including heat rejection, exhaust gas flows, combustion air and ventilation air flows, noise data, fuel consumption, etc.

7. Generator electrical data including temperature and insulation data, cooling requirement, excitation ratings, voltage regulations, voltage regulator, efficiencies, waveform distortion, and telephone influence factor.

8. Generator resistances, reactance, and time constants.

9. Generator motor starting capacity.

10. Control panel schematics.

11. Oil sampling analysis, laboratory location, and information.

12. Manufacturer’s and dealers’ warranty.

3. MANUFACTURER QUALIFICATIONS

A. This system shall be supplied by a manufacturer who has regularly engaged in the production of engine-alternator generator sets and associated controls, so there is one source of supply and responsibility.

B. The manufacturer shall have a printed literature and brochures describing the standard series specified, not one-of-a kind fabrication.

4. GENERATOR MINIMUM SPECIFICATIONS

A. Engine System

1. Oil Drain Extension.

6. ENCLOSURE

The enclosure shall be formed steel construction as designed and Manufactured standard weatherproof Rhino Coat Textured Powder Coat paint finish enclosure. The design and construction shall have a minimum thickness of 14 gauge and be modular in that the entire enclosure construction can be able to with stand at least 200 miles/hour wind load.

The enclosure shall rigidly mount to generator main support frames.

A. Components: All components of the enclosure shall be assembled using all noncorrosive materials (nuts, bolts, and lock washers).

Watertight neoprene flat washers shall be used to secure exterior panels and flashings.

B. Sound Attenuation: Entire enclosure shall have sound attenuation and fire-retardant materials mechanically secured to the interior surfaces of the unit. The sound attenuation materials and fastening system shall apply to the enclosure roof as well as side panels and doors as required to achieve the 20 dba sound rating when measured at a distance of 30 feet from the exterior of the generator enclosure.

C. Doors: High Performance Sound-Absorbing Material (Sound Attenuated Enclosure). Large access doors shall strategically locate as to allow easy access to maintenance on generator set. Doors shall be fitted with stainless steel constructed type hinges. Stainless Steel Lift Off Door Hinges. Each door shall be fitted with stainless steel constructed flush mounted with lockable handles and key lock. Door must be with a watertight rubber seal. Rust-Proof Fasteners with Nylon Washers to Protect Finish.

D. Louvers: All louvers shall have sufficient free area to allow for at least 120% of total generator cooling requirements used for these applications. Louvers shall be made of corrosive resistant materials and shall be free moving when generator runs and closed when generator stops. All louvers shall be designed to prevent entrance of driving rainwater and drainable with bird screen.

E. Enclosure Screens: Enclosure shall be designed and constructed in such a manner to prevent entrance of rodents or any small animals.

F. Rain Skirt: The point where the exhaust pipe penetrates the roof of the enclosure, a suitable “rain skirt” and collar shall be provided to prevent the entrance of rain yet allowing room for expansion and vibration from the exhaust piping without giving stress to the exhaust system.

Drip rail at each door.

G. Lift Hooks: Enclosure shall have a 4-point lift hooks provisions.

H. Exhaust Silencer: Fabricate exhaust silencer bracket for installation.

Brackets shall be mounted such that its weight is not supported by the engine nor will exhaust system growth due to thermal expansion be imposed on the engine. Internally mounted hospital grade silencer preferred rated between 35 to 40 dba or higher.

I. Paint: All paints and primers, enamels, and other coatings to a dry film thickness not less than 1.0 mil each air spray coat. Color of the finish coat must match to the existing enclosure. Finished surfaces must be free of paint runs, drops, ridges, waves, laps, brush marks, and variations in colors.

7. WARRANTY

Standard 2-year warranty.

8. CONCRETE PAD

Location preferred to use the existing concrete pad measured 18” (216”) long x 6’-6” (78”) wide x 12” thick.
