Project Title USNA Radio Communications System Replacement
General Information
1.0 Background and Purpose
The United States National Arboretum (USNA) current radio communications system has reached it End of Life (EOL) and End of Service (EOS) stages, which means that the system is no longer functioning properly and is no longer supported by the manufacturer. This presents significant challenges for the staff to communicate over the 450 acres on campus, presents operational risks for weather notifications, critical events, and safety protocol, is difficult to maintain/repair, and an absence of critical software updates and hardware replacements. The purpose is to contract services to access the current Very high Frequency (VHF) system coverage through a site Propagation study using Radio and Propagation Tools Repository (RAPTR). The goal of the study is to evaluate effectiveness of the VHF radio system accounting for environmental factors, topography, and other relevant parameters that could impact signal strength and coverage quality. Based on the study findings make recommendation for the purchase of a new radio communication system to include Radio equipment, programing and testing. The other services include Engineering, Design, Installation, Testing and Commissioning.

The contractor shall have the following:
1. A minimum of five (5) years’ experience in engineering and installing complex radio communications systems.
2. The ability to work on Government Facilities.
3. Have staff qualified in engineering, installation, programing, testing and commissioning of radio communication systems.
4. Registered in SAMs
5. Be certified by the system manufacturer for installation, testing, commissioning and repair.
