About this file

This Statement of Work (SOW) details a Phase 1 Environmental Site Assessment (ESA) and Hazardous Materials and Asbestos Survey for Indian Health Service (IHS) facilities in Kyle and Wanblee, South Dakota. The project requires a certified inspector to conduct comprehensive environmental assessments of multiple buildings, including testing for hazardous materials such as asbestos, lead-based paint, mold, mercury-containing materials, PCBs, CFCs, oil products, and household hazardous waste. The contractor must provide detailed reports for each building within 30 days of completing assessments, including site overviews, historical information, testing methods, findings, recommendations, and rough cost estimates for remediation.

The project is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside with a 90-calendar day performance period. Contractors must comply with Tribal Employment Rights Office (TERO) requirements and obtain all necessary federal and tribal permits. The assessment will cover 21 buildings across two campuses, including residential quarters, a health center, and various support facilities built between 1968 and 1990. Proposals must be submitted by July 17, 2025, with the government intending to award using a Lowest Price Technically Acceptable (LPTA) methodology, requiring all technical factors to be rated "ACCEPTABLE" for consideration.
