About this file
This document is a Questions and Answers file for Solicitation Number 75H70625Q00090, focused on Environmental Site Assessments and Hazardous Materials and Asbestos Surveys for Indian Health Service (IHS) buildings in Kyle and Wanblee, South Dakota. The Q&A provides critical details about the project scope, including building occupancy (health centers occupied 8am-5pm Monday-Friday, some quarters occupied and some vacant), sampling requirements for asbestos, lead-based paint, and hazardous materials, and expectations for reporting. Key technical requirements include collecting minimum three samples from suspect materials, using XRF testing for lead-based paint, potentially destructive sampling if needed for accurate results, and disassembling components to fully characterize hazardous materials.
The solicitation is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside, using Lowest Price Technically Acceptable (LPTA) evaluation methodology. Proposals must be submitted by July 17, 2025, with all non-price factors requiring an "ACCEPTABLE" rating. The contract aims to conduct comprehensive environmental assessments with the goal of complete remediation and renovation for buildings with hazardous materials. Reporting will involve one report per location (quarters and health centers), and cost estimates are desired for potential Phase II investigations if Recognized Environmental Conditions (RECs) are identified. The government intends to award the contract without discussions, emphasizing that initial proposals should represent the offeror's best technical and price terms.

Questions and Answers 75H70625Q00090
PHASE I ENVIRONMENTAL SITE ASSESSMENTS AND HAZARDOUS MATERIALS AND
ASBESTOS SURVEYS (Kyle and Wanblee, South Dakota)
1. Are the buildings occupied or vacant? Some of the quarters are occupied and some vacant. An accurate list will be generated after award. The health centers are occupied 8am-5pm Monday-Friday.
2. If the buildings are occupied, how will access be arranged? The Facility Manager.
3. If the buildings are vacant, is there door access, or are the units boarded up?
Door access via the Facility Manager. Not boarded up.
4. If the units are boarded up, will IHS employees be available to provide access?
N/A
5. Is there a list of above and below ground storage tanks? No below grade fuel tanks that we are aware of. Small above ground fuel tanks used for diesel and gasoline for equipment.
6. What owner documents will be provided in advance such as baseline site diagrams of each property? Plans of the buildings and campus can be provided.
7. Is the expectation to sample the roof materials for asbestos? Depending on age.
Wanblee has new metal shingles. Kyle has a couple units with metal shingles and the rest asphalt shingles, age unknown.
8. If yes, are there plans for the temporary roof repair patching we will do after sample collection be permanently patch later by another party? See above. How big of a sample would be taken if needed?
9. For asbestos bulk sampling, are there any requirements to point count samples after PLM analysis? Yes.
10. For asbestos bulk sampling, are there any requirements for TEM floor tile samples? Yes.
11. Is there a requirement to collect a minimum of 3 samples from each suspect material, even small quantity non-friable miscellaneous materials? To accurately identify a hazardous material if suspected, a minimum of three samples should be collected. However, more samples may be needed to ensure a thorough and accurate identification.
12. Does the contract require paint chip sampling or XRF testing for lead-based paints? XRF can be the primary but paint chip sampling may be needed in certain circumstances to ensure thorough and accurate identification.
13. Will the response to our questions be posted on SAM.gov? Yes.
14. The Request for Quotation Bid Schedule has 1 line for all the work in Kyle, 1 line for all the work in Wanblee, and a total of both facilities. If it was advantageous for IHS, would the work be awarded to more than 1 offeror (i.e. 1 award for Kyle, and 1 award for Wanblee)? One award with two CLINs, Kyle and Wanblee.
15. Which buildings are occupied? The health centers are occupied 8am-5pm Monday-Friday. Various quarters are occupied and some vacant. An accurate list will be provided after award.
16. Is destructive sampling (making holes to observe enclosed spaces) desired? If needed for accurate results.
17. Is bulk sample collection desired for flat roofs (we would temporarily patch the sampling locations, but are not able to warranty the patch)? If needed for accurate results.
18. Is repair of bulk sampling locations required? Depending on the location and how invasive the sampling is.
19. Will it be acceptable to assume a material has asbestos (i.e. not sample it)? Yes, this will be acceptable if the results are accurate.
20. For many hazardous material surveys, only items affixed to or part of the building are included. Does this work include occupant possessions/furnishings/items in inventory? No.
21. Disassembly of components/items may be required to fully characterize the hazardous materials (i.e. a light fixture may need to be disassembled to identify the number and PCB status of lamp ballasts, etc.). Is this expected? Yes.
22. Regarding mold, will visual observation be acceptable, or is bulk and air sample collection/lab analysis desired? Yes, this will be acceptable if the results are accurate.
23. Will the boundaries of the individual parcels be provided? Plans can be provided for the buildings and campus.
24. Would it be permissible to do one Phase I report that covers one or more groups of residential buildings in each of Kyle and Wanblee? Yes, one report that breaks out each building and its findings is acceptable.
25. Would it be permissible to do one Phase I report that covers the entire campus of all buildings/parcels in each of Kyle and Wanblee? Yes, one report will be acceptable. One report for all the quarters and one report for the health centers, for both locations.
26. While buildings often have asbestos or lead-based paint, the existence of such usually does not require immediate remediation. There can be materials in poor condition that may require immediate abatement. Usually however, if asbestos or lead-based paint building materials exist, they would need to be abated prior to renovation that would have potential to disturb them, or addressed as part of a building demolition. Likewise, buildings would be expected to have many hazardous materials, but remediation or disposal may not be necessary until renovation or demolition is conducted. What renovation or demolition is being planned for the buildings? No demolition is planned at either location. Complete remediation and renovation is the goal for each building that has hazardous materials.
27. A Phase I Environmental Site Assessment may identify a Recognized Environmental Condition (REC). If so, Phase II testing may be conducted to determine whether a release exists. If there is a release, further investigation may be conducted to determine the severity of the release. Regulatory agencies usually are the ones to require remediation. Are cost estimates desired for a Phase I REC? Yes, a proposal for the additional work is desired.
28. Are there any identified date and time restrictions for conducting surveys, including holidays, regular hours of operation, or other planned closures? The health centers operate 8am-5pm Monday-Friday. The quarters are occupied and some vacant. An accurate list will be provided after award. No work on Federal Holidays.
29. Should any estimates for remediation also include TERO related charges? Yes.
30. Will the Contractor have access to PII (employment records, etc) or other physical and electronics records related to the ESA investigative process? In past projects, this was not a requirement for the investigation process. I would rather not get involved in PII and HIPAA activities.
31. Please identify the total number of Service Unit IHS staff who may support the IHS project team? And could you identify the departments or positions of these proposed project unit members? The COR/Project Officer and facility managers at each location. Names and contact information will be provided to the eventual awardee.
