Capabilities statements from potential sources are requested by May 18, 2020 to be sent to Military Sealift Fleet Support Command. The solicitation for this repair and overhaul dry docking is expected to be issued on or about June 8, 2020.

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time.

Military Sealift Command is seeking eligible businesses for the Repair and Overhaul Dry Docking (ROH/DD) on the USNS RICHARD BYRD (T-AKE 4) commencing on or about 26 October 2020. The USNS RICHARD BYRD has a length of 698 Ft, a Beam of 105 Ft 7 in, a Draft of 30 Ft in ABL, and is 43,758 tons. Work to be performed at Contractor's facility on or about the above-mentioned dates. Area of consideration is WEST and GULF Coast. Major work items will include but are not limited to: General Services, Fore Peak Tank Preservation, Flight Deck and Hanger Deck Non-Skid Renewal, T-AKE CSI Propulsion Motor and Cooler Cleaning Inspection and Maintenance (2.5 YR), T-AKE Main Engine Flexible Connection Replacement, T-AKE CSI Main Engine 8 Cylinder Service (42k HRS), T-AKE CSI Main Engine 9 Cylinder Service (42k HRS), T-AKE CCSI Woodward Governors (24k HRS), Cleaning Main Generator and Propulsion Control System, T-AKE CSI High Voltage, Ship’s Service, and Emergency Switchboard Inspection and Cleaning, Hydra Radio Upgrade (T-ALT 472), TVDTS Upgrade (T-ALT 452), Anchor Windlass Repair, T-AKE CSI Sewage System Piping Cleaning, T-AKE CSI LTFW Cooler Cleaning and Inspection (2.5 YR), T-AKE CSI HTFW Cooler Cleaning and Inspection (2.5 YR), VCHT Pipe Replacement with CUNI (T-ALT 518), T-AKE CSI Magazine Sprinkler Valve Overhaul ClaValve (10 YR) (SCSI), Sprinkler Controller Isolation Valves Replacement, Engines HT, LT Isolation Valve Replacement, Exterior Hull Vent Screens Material Replacement (T-ALT 425), Laundry Exhaust Duct Cleaning, Cargo Reefer Brine System (valve Replacement), T-AKE CCSI Annual Galley Ventilation and Gaylord Hood Cleaning, Bilge Keel Repair and FW Stern Tube Lubrication System Modification (T-ALT 403)- Retrofit.

Successful offeror must possess a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR) or have submitted an application for approval prior to contract award. Estimated issue date of this solicitation is on/about 8 June 2020. After issuance, solicitation may be obtained on the FBO website.

All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government’s best interest. This office anticipates award of a contract no later than 05 October 2020. The appropriate NAICS Code is 336611. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to, and will not pay for any information received from potential sources, as a result of this synopsis.

It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status; (2) The facility where the work will be performed; (3) Partnership agreements with any large businesses.

Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
