Dated August 25, 2026, the invitation seeks capability statements and preliminary market feedback from qualified commercial real estate developers, landlords, and industry partners interested in developing a modern, energy-efficient administrative and technology support facility in Amarillo, Texas. PXD is evaluating a developer-financed, build-to-suit commercial lease structure compliant with federal operating lease standards. The anticipated facility will support 425-450 personnel and include 105-115 hard-walled offices (minimum 100 sq ft each), 315-325 cubicles (minimum 48 sq ft each), eight conference rooms, a 200-250 person auditorium, breakroom space, file and supply storage, printer/plotter zones, restrooms, lactation room, and IT/telecom rooms, with provisions for VOIP telephones, internal hardwired unclassified network, building-wide public address system, and WiFi connectivity.

Responses must be submitted electronically in PDF format to Brian V. Haggard, Contract Administrator, at brian.haggard@pantex.doe.gov no later than September 14, 2026 at 5:00 p.m. CST. Required submissions include a capability statement addressing specified criteria and a completed respondent information questionnaire requesting primary point of contact information, company legal name and headquarters address, core capabilities, Unique Entity Identifier (UEI) number, company website, and documentation of any developer-financed leases executed for Federal, State, or Municipal tenants within the past ten years. This is a market research effort only and does not constitute a Request for Proposal; it does not obligate PXD or the government to issue a future solicitation or award a contract, and no reimbursement will be provided for response preparation costs. The project will utilize a phased procurement approach with Phase 1 covering design and Phase 2 addressing construction and lease execution.
