This Sources Sought supersedes the previously issued Sources Sought N6134020R0070 published 19
February 2021 at https://govtribe.com/file/government-file/n6134020r0070-sources-sought-navelsg-multi-crane-trainer-final-dot-pdf.
INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking information for potential sources to supply a reconfigurable multi-crane trainer, including site installation and testing.
The trainer will be reconfigurable to encompass the following cranes:
MacGREGOR-Hagglunds single pedestal twin crane (shipboard)
Appleton Boom Crane, Electro-Hydraulic, Model EB270-87-47 (shipboard)
Sun Shipbuilding and Dry Dock Company 30 Long Ton Container Gantry Crane (shipboard)
Link-Belt RTC 8090 Rough Terrain Telescopic Boom Truck Crane (pier side mobile)
To the extent possible, the reconfigurable Multi-Crane Trainer shall utilize Commercial Off The Shelf
(COTS) equipment, and must provide a trainer/simulator that is capable of providing comprehensive crane cab operator training for all four cranes.
PLACE OF PERFORMANCE: The preponderance of the effort can be completed at the contractor’s facility with training systems to be installed and tested at Navy Expeditionary Logistics Support Group
(NAVELSG) Cheatham Annex, Naval Weapons Station Yorktown, Williamsburg, VA.
QUANTITY: Two (2) full mission multi-crane trainer/simulators; each full mission trainer/simulator includes an Instructor Operator Station (IOS).
PROGRAM BACKGROUND:
NAVELSG is a vital enabler of Maritime Prepositioning Forces (MPF), Joint Logistics Over The Shore (JLOTS) operations, and maritime forces ashore providing expeditionary cargo handling services for surface, air, and terminal operations, tactical fueling, and ordnance handling/reporting in support of worldwide Naval, Joint, interagency, and combined forces/organization. NAVELSG supports numerous missions in Korea, Bahrain, Australia, Thailand, and Haiti, and training missions at their Headquarters, Cheatham Annex, Naval Weapons Station Yorktown, Williamsburg, VA.
Navy Cargo Handling Battalions (NCHBs) are Navy Reserve Commissioned Units tasked with loading and off-loading all classes of cargo, except bulk petroleum. They are a Selective Reserve Advanced Base Functional Component (ABFC) unit of NAVELSG, capable of worldwide deployment in its entirety or in specialized detachments. The NCHB is organized, trained, and equipped to load and off-load Navy and Marine Corps cargo carried in maritime pre-positioning ships and merchant or container ships in all environments.
Currently used crane trainers at Cheatham Annex consist of two full-sized twin crane, single pedestal cranes used to perform practical applications for existing Cargo Handling and Shipboard Pedestal courses. Existing trainers used to train crane operators have been determined to be inefficient due to their limited numbers and incapable of effectively training personnel on all desired platforms, which include:
MacGREGOR-Hagglunds single pedestal twin crane (shipboard)
Appleton Boom Crane, Electro-Hydraulic, Model EB270-87-47 (shipboard)
Sun Shipbuilding and Dry Dock Company 30 Long Ton Container Gantry Crane (shipboard)
Link-Belt RTC 8090 Rough Terrain Telescopic Boom Truck Crane (pier side mobile)
RESPONSE REQUIREMENTS: Responses by interested parties shall be written and should provide documentation on their firm’s Capabilities, Experience, Schedule, and Small Business Participation that demonstrates the ability to fulfill the detailed trainer requirements identified in Appendix A to this
Sources Sought.
CAPABILITIES: Interested parties should provide a brief company introduction and details on the company/organization, including any potential teaming approach.
EXPERIENCE: Companies should provide, no more than three (3) references, detailing experience in similar crane simulation work and any relevant experience on US Navy Surface trainer simulation projects. Identify the project, describe what was done, when it was done, where it is located, and who it was done for; of particular interest are projects done for the DoD and the completion of those projects including Authority To Operate (ATO).
COMMERCIAL-OFF-THE-SHELF (COTS): Companies should provide details showing how the proposed trainer/simulator are already in use elsewhere. Provide the history of the software version/development for each crane variant kit including how long it has been on the market and how many copies have been licensed. Likewise, provide the history of the haptics hardware for each crane variant kit, including how long they have been on the market and how many copies have been sold.
Companies should provide history of instances of reconfigurable crane sim/trainers, where a single 6
DOF motion seat platform and display screens are used in conjunction with multiple crane variant kits whereby the haptic kits from multiple crane types are swapped out and the software is selected to serve multiple cranes types on a single platform.
SCHEDULE: The Government anticipates the effort to require no more than 12 months for completion to include installation and test. Companies should provide comments as to their likelihood of satisfying the requirements within 12 months.
SMALL BUSINESS PARTICIPATION: Discuss any potential participation by small, HUBZone, small, disadvantaged, or woman-owned small business concerns.
If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed.
