STATEMENT OF NEED

NRMAF000 – 23 - 00275

1. PURPOSE:

Procure for scientific purposes two instruments: and Automated Spectrophotometric pH Analyzer and a Dissolved Inorganic Carborn Analyzer for HABs water sampling and processing.

2. SCOPE OR MISSION:

We are a multidisciplinary environmental research laboratory that provides scientific understanding to inform the use and management of Great Lakes and coastal marine environments. These two instruments are in support of the congressionally approved public law which states “NOAA HAS BEEN GIVEN

AUTHORITY AND HAS A FEDERAL MANDATE (HABHRCA LEGISLATION

S:1254; 2018 PL115-423) TO MONITOR HARMFUL ALGAL BLOOM

GROWTH AND TOXICITY IN THE GREAT LAKES”. This procurement request applies to the above public law.

3. BACKGROUND:

High quality pH measurements are needed to accurately describe and determine the inorganic carbonate system within freshwater systems. High quality dissolved inorganic carbon measurement to determine the inorganic carbonate system within freshwater systems.

4. TECHNICAL SPECIFICATIONS:

Automated spectrophotometric pH analyzer to provide highly precise (>0.001 pH units) and accurate (>0.003) measurements on freshwater samples. Dissolved inorganic carbon analyzer with an analytical range of 0.2 - 20mM capable of working in the lab or shipboard. Sample volume range between 0.1 - 1.8 mL with a fast analytical rate (~3 minutes) and a precision of +/- 0.15% or better.

5. DELIVERY SCHEDULE:

Request the items be delivered NLT 1 April 2023
