About this file
This statement of need requests the purchase of replacement generators for two hydrographic survey launches operated by NOAA's Office of Marine and Aviation Operations. Specifically, it seeks two ONAN Model 5MDKBH-5567F diesel generators per vessel by January 15, 2024, with one unit to be delivered to Newport, Oregon and the other to Seattle, Washington. The generators will replace existing units to improve reliability and avoid lost survey days should a failure occur. As the survey launches conduct nautical charting operations out of Ketchikan, Alaska, a ready spare is needed. The point of contact for the procurement is identified as the COR for small boat repairs and technical support based in Newport.

STATEMENT OF NEED FOR SUPPLY OR SERVICE < $150K
NOAA OMAO Purchase of Generators for NOAA Ship Fairweather Survey Launches
PURPOSE: NOAA’s research and survey ships comprise the largest fleet of federal research ships in the nation. Ranging from large oceanographic research vessels capable of exploring the world’s deepest ocean to smaller ships responsible for charting the shallow bays and inlets of the United States, the fleet supports a wide range of marine activities, including fisheries research, nautical charting, and ocean and climate studies.
This Statement of Need (SON) is to provide a replacement generator for the hydrographic survey launches. The ship is homeported in Ketchikan, AK and her primary mission is to conduct hydrographic surveys in support of nautical charting.
SCOPE: Purchase a generator to replace existing generators on two of the four survey launches.
Brand name justification is included in procurement supporting documents.
BACKGROUND: NOAA’s Office of Marine and Aviation Operations (OMAO) purchased two survey launches from Willard Marine in 2016. Each came equipped with diesel powered AC generators per our requirements. It has since been demonstrated that having a ready spare that is interchangeable with the existing generators is essential for the reliability of the vessels to avoid loss of sea days in the event of a generator failure.
