QUESTIONS AND ANSWERS

Question1: Section L.13 Volume III (page 106) defines the percentage of Task breakdown per year for cost estimating purposes. The SUPPLIES/SERVICES SCHEDULE – PRICING WORKSHEET (Attachment 2) includes guidance on providing pricing for Task 3 under the Statement of Work.

Specifically, Attachment 2 sets forth assumptions regarding the number of Superfund sites for which records will be collected and the number of documents to be collected. Does the government intend that 10% of labor hours per year (2,475.50) should be estimated to complete Task 3 to accomplish all specified Task 3 subtasks?

Answer: Yes, the Government intends that 10% of labor hours per year should be estimated to complete Task 3.

Question 2: Section L.13 (page 104) defines Sub-Factor #4: Quality Management Plan. Please confirm that the Quality Management Plan is not included in the 75-page limit for Volume 1.

Answer: QMP plan is not included in the 75 page limit for Volume I. However, the contractor is expected a QMP plan that is not more than 30 pages and in accordance with the requirements on

FAR 52.246-11.

Question 3: Section L.14 (page 106) requires submittal of an Organizational Conflict of Interest (OCI) Plan. In what volume should the offeror’s OCI Plan be submitted? If included in Volume I or II, does the OCI Plan count toward the Volume page limit?

Answer: OCI Plan is part of Volume 3 and does not count towards volume page limit.

Question 4: Section L.13, Subfactor #3 (page 104) requires commitment letters and resumes for key personnel. Are commitment letters and resumes included in the 75-page limit for Volume I?

Answer: Yes, commitment letters and resumes for key personnel are included in the 75 page limit for Volume I.

Question 5: Who are the incumbent Superfund Enforcement Support Services contractors in EPA

Regions 7, 8, 9, and 10?

Answer: The incumbent for the current Enforcement contract is Toeroek Associates, Inc.

Question 6: Page 1 of the Statement of Work (Attachment 1) states that Regions 8 and 9 will be the

“primary users” of the contract to be awarded. Could the government provide an estimate of the percentage of work that will be conducted for each region?

Answer: Yes, Regions 8 and 9 will be the primary users of the contract. No additional information can be provided at this time.

Question 7: Section B-3 (pages 9-12) of the above-referenced solicitation sets forth labor categories for the contract to be awarded. Section B-3 A (5) (page 13) states that “[t]he employee must meet the qualifications set forth in the contract for the labor category being performed.” Further, Section I-60 (a)(3) (page 62) requires certification that labor on the contract meet labor qualifications specified in the contract. The solicitation and attachments do not appear to provide those minimum qualifications for the labor categories identified in the solicitation. Will the government provide labor qualifications (education and experience) for all labor categories, including the key personnel in Section H-21 (page 38)?

Answer: The answer to this question will be posted as a separate attachment on Thursday 1/28/16.

Question 8: Section L.13 (page 106) provides guidance on completing the SUPPLIES/SERVICES SCHEDULE – PRICING WORKSHEET (Attachment 2) by stating what the pricing worksheet must include in terms of ODCs. Specifically, Section L.13 states that the “Government anticipates about $77,000 per year in other direct costs (ODCs)” and further states that “[f]or evaluation purposes, the

Government will provide this figure of $77,000 per year for ODC.” However, Attachment 2 itself includes 5 years of annual ODC values ranging from $75,968.69 (Year 1) to $77,875.64 (Year 5) which the offeror must include in its price proposal. Could the government please clarify which ODC numbers should be used for cost estimating purposes?

Answer: The SUPPLIES/SERVICES SCHEDULE – PRICING WORKSHEET has been revised.

The ODC numbers that should be used for cost estimating purposes are $77,000 per year.

Question 9: Section L.13 (page 105), Factor # 4: Relevant Technical Performance & Contract

Management, the offeror is directed to address its past performance on contracts performed in the past five years. In Section M (page 113), the evaluation criteria for Factor 4: Past Performance states that the offeror’s past performance will be evaluated on contracts performed in the past three years.

Could the government clarify which length of time applies to past performance information?

Answer: The length of time that applies to past performance information is 5 years.

Question 10: Can the proposal include 11x17” pages for graphics, such as organization charts? If so, how many pages does an 11x17” count as? Is there a limit on the number of 11x17s that can be included in the proposal?

Answer: 11 x 17 ca ne be used for graphics. An 11 x 17 will count as 2 pages.

Question 11: Is the Quality Management Plan excluded from the 75 page technical page limit? If yes, is there a page limit on the Quality Management Plan?

Answer: Quality Management Plan is NOT included in the 75 page limit in Volume I. However, the contractor is expected a QMP plan that is not more than 30 pages and in accordance with the requirements on FAR 52.246-11.

Question 12: Is the Conflict of Interest Plan excluded from the 75 page technical page limit? If yes, is there a page limit on the Conflict of Interest Plan?

Answer: The Conflict of Interest Plan is excluded from the 75 page limit. There is no page limit for the Conflict of Interest Plan.

Question 13: Are the following items excluded from the 75 page technical page limit?

o Front matter o Cover page o Table of contents o Acronym list o Resumes o Letters of Commitment

Answer: With the exception of the Cover Page and Table of Contents, the rest is included in the Page limit.

Question 14: Section L: Sub-Factor #2: The title, p.103 states Organizational Structure/Partnering Approach/Management

Section M: Sub-Factor #2: The title p. 111 states Organizational Structure/Planning Approach/Management.

The description, (p.111) appears to indicate that the section is being evaluating on describing partnering.

Should the wording in Section M read with the word “Partnering?”

Answer: Yes, the wording in Section M should read with the word “Partnering”.

Question 15: Can you confirm as is stated Section L – Past Performance that past performance on contracts should based on contracts in the past five years (p. 105)? Section M has a statement: “The offeror’s past performance will be evaluated…., performed in the past three years.” (p. 113)

Answer: Yes, past performance is based on contracts in the past five years.

Question 16: Can you confirm, as stated in Section L that just a QMP is required for submission with the proposal? In the SOW: P2, there is a statement that “Contractor shall develop a QMP and a QAPP.”

Answer: Only QMP is required for submission with the proposal. QAPP may be requested once awarded at the task order level.

Question 17: Can you confirm that the proposal is to be submitted electronically through FedConnect as stated in Section L (p. 102)? SF33 has notations that 1 original and1 copy shall be submitted in Box 9.

Answer: Yes, only proposals submitted through FedConnect will be considered.
