QUESTIONS AND ANSWERS PART 2

Question 18: To assure a level playing field and for pricing purposes only, should the offerors provide both on-site rates and off-site rates for each labor category specified in Section B-3 and Attachment 2?

Answer: No, The offeror should only provide one rate per labor category as stated in the solicitation.

Question 19: On revised Attachment 2, the Task 3 assumptions state that EPA may have 4 large Superfund sites with up to 100,000 documents and 9 smaller to medium size sites with up to 62,500 documents per year on average. However on the same Attachment, the number of small to medium sites to be priced per year is 18, not 9. Could EPA please clarify if the offeror should price 9 small to medium sized sites per year, or 18 small to medium sized sites per year.

Answer: This was a typo. The number of estimated small to medium sites is 18.

Question 20: On the revised Attachment dated 1/22/2016, labor hours for each of the SOW tasks are provided based on the percentage of work estimated on page 106 of 113 of the solicitation.

However, no hours are provided for Task 3. So as to provide a level playing field, should the offeror assume that only 10% of the 24,755 total hours per year will be needed to work on 4 large sites and 9 small to medium sites?

Answer: Yes, the Government intends that 10% of labor hours per year should be estimated to complete Task 3.

Question 21: Attachment 2, Supplies and Schedule Pricing Worksheet – Revised: the revised version of Attachment 2 published via Amendment 1 shows an escalation rate of 3% in one place and 2% in another. Please clarify the desired escalation rate.

Answer: It is 3%

Question 22: Attachment 2, Supplies and Schedule Pricing Worksheet – Revised: the revised version of Attachment 2 published via Amendment 1 appears to be missing the “header column” of information in Rows 105 through Rows 122. When column C was deleted from the original Attachment 2, it appears that this information was inadvertently deleted as well. Request that a corrected Attachment 2 be published re-inserting this missing information.

Answer: This has been corrected.

Question 23: Attachment 2, Supplies and Schedule Pricing Worksheet – Revised: the revised version of Attachment 2 published via Amendment 1 removed the Government provided ODC figures in their entirety. Please confirm that the $77,000 per year figure for ODCs applies and that the distribution of the $77,000 by task should be based on the percentage allocation set forth in in the table on Page 106 of the RFP

Answer: Per the solicitation document, The Government anticipates about $77,000 per year in other direct costs (ODCs) will be required for items such as travel. For evaluation purposes, the Government will provide this figure of $77,000 per year for ODC since those costs will be unknown at the time of placement of the contract.

Question 24: Section H-21 EPAAR 1552.237-72 (page 38) identifies three key personnel for the contract (Program Manager, Senior Scientist and Senior Engineer). Sections L.13 and M-2 (pages 104 and 112) also address key personnel in Sub-factor #3. Specifically, Sections L.13 and M-2 refer to “key positions” and require the offeror to discuss “the basis for designating them as key.” Please confirm that “key positions” is the same as key personnel as defined in Section H-

21. If key positions are not the same as key personnel, could the government clarify its intent in distinguishing between the two?

Answer: Key positions is the same as key personnel.

Question 25: Are tables and figures required to be in Times New Roman font, or is another font acceptable to improve readability?

Answer: As stated in the solicitation, each offeror shall use Times New Roman 12-point type on narratives, although smaller type size may be used for tables and figures. Margins shall not be less than one inch at top, bottom, and sides, excluding page number(s).
