Solicitation Amendment IFB 07815 – Heating Ventilation and Air Conditioning Parts and Supplies

Effect of the amendments:

All revisions or additional requirements detailed below are to be considered official and binding on the bidder for this solicitation and become official contract language upon execution of the contract, unless specifically amended later in time.

Purpose of the amendment(s):

· Revise Purpose of the IFB and Awardee methodology

· Revise Evaluation and Scoring methodology

· Revise Appendix B-Discount Worksheet

· Revise Appendix D-Bidder Profile and Ordering

1. Section 1.2 Purpose of IFB is revised as follows:

“The Department of Enterprise Services (DES) intends to award to multiple vendor(s) in six regions, up to a maximum of five (5) awards per manufacturer within a region.

The Department of Enterprise Services (DES) intends to award multiple vendor(s) in six regions, up to a maximum of five (5) awards based off the highest discounted list price from their company’s web page. A dated PDF of list prices may be attached to their company’s web page if necessary.”

2. Section 4.1 Evaluation and Scoring of the IFB is as follows:

“Scoring: The scoring criteria will be in three (3) steps as follows:

Step 1: Responsiveness, based on the bid Submittal. If it appears responsive, move to step 2.

Step 2: The bidder offering the highest discount based off each of the manufacturers catalog per region will become the Apparent Successful Bidder.

Step 3: Per region, up to four (4) additional vendors that bid within 20% of the highest manufacturers catalog discounted bid will also become Apparent Successful Bidders. DES reserves the right to expand the percentage to allow for up to four Apparent Successful Bidders per region.

Step 1: Responsiveness, based on the bid Submittal. If it appears responsive, move to step 2.

Step 2: Per Region, the bidder offering the highest discount based off their company’s web page list price for HVAC Parts and Supplies will become the Apparent Successful Bidder. Bidder may attach a dated PDF list price to their company web page if necessary.

Step 3: Per region, up to four (4) additional vendors that bid within 20% of the highest discounted company web page list pricing will also become Apparent Successful Bidders. Bidder may attach a dated PDF list price to their company’s web page if necessary. DES reserves the right to expand the percentage to allow for up to four Apparent Successful Bidders per region.”

3. Section 4.4 Evaluation and Scoring of the IFB is as follows:

“Bidder is to follow Discount Worksheet instructions identified on the Appendix B – Discount Worksheet. Bids received without following Worksheet Discount instructions may be rejected as non-responsive. Bidders will be required to provide a published catalog date and website link for each manufacturers catalog with discounts. Failure to provide a published catalog date and website link for each manufacturers catalog with discounts will be considered non-responsive and the bid will be rejected.

Bidder is to follow Discount Worksheet instructions identified on the Revised Appendix B – Discount Worksheet. Bids received without following Worksheet Discount instructions may be rejected as non-responsive. Bidders will be required to provide a company web site with a discounted percentage of list prices on their Revised Appendix B – Discount Worksheet. If necessary, a dated PDF may be attached to their company’s web site. Failure to provide a published catalog date and website link for each manufacturers catalog with discounts will be considered non-responsive and the bid will be rejected.”

4. Section 4.6 Evaluation and Scoring of the IFB is as follows:

“The responsive and responsible bidder that meet all of the IFB requirements, and has the lowest discount off of the Manufacturers list price as calculated in Appendix B: Discount Worksheet will be the Apparent Successful Bidder. In addition, up to (4) additional responsive and responsible bidders that are within 20% of the highest discounted bid for each manufacturer within a region will also be an Apparent Successful Bidder(s). DES reserves the right to expand the percentage to allow up to four Apparent Succesful Bidders per region.

Per region, the responsive and responsible bidder that meet all of the IFB requirements, and has the highest discount off of their company’s web page list price as calculated in Appendix B: Discount Worksheet will be the Apparent Successful Bidder (Bidder may attach a dated PDF list price to their company’s web page if necessary). Per region, up to (4) additional responsive and responsible bidders that are within 20% of the highest discounted bid from their company’s web page list prices will also become Apparent Successful Bidder(s). DES reserves the right to expand the percentage to allow up to four Apparent Successful Bidders per region.”

*NOTE*

Bidders are encouraged to submit their most competitive pricing, as pricing will be evaluated for market competitiveness and may be a factor in the award of the Contract. For formal audit purposes and for routine contract management, DES may check bidder’s web page list prices at any time.

Revised Appendices B and D attached with this solicitation Amendment.

5. Appendix B-Discount Worksheet is replaced in its entirety.

6. Appendix D-Bidder Profile and Ordering is replaced in its entirety.

Note to bidder: This amendment must be included in its entirety in a bid packet. All other Terms, Conditions, and Specifications remain unchanged.
