Part 3 Execution:

General:

1. All onsite work shall be coordinated with the Technical Point of Contact prior to start of mobilization. The work area is located within a public recreation area on federal property at the Cape Cod Canal Project.

2. Although work is not specifically shown or specified, contract shall include miscellaneous items, appurtenances, devices, and materials obviously necessary for a sound, secure and complete installation.

3. Contractor shall provide, erect, and maintain all necessary fencing, signs, and barriers for public safety. Work shall be performed in a safe manner that protects both workers and the public from hazards. The work area is used extensively by the public for recreational activities that occur 24 hours per day. At the end of each workday the Contractor shall ensure that the work area is left secured from public access. Contractor shall maintain at least one (1) single lane access on Freezer Road at all times.

4. The Contractor shall employ ample personnel and sufficient equipment to accomplish the work of this contract in the least amount of time and be sequenced to minimize impacts on the public recreation area. Once power is shutoff by the government, contractor shall maintain an active daily presence onsite, prosecuting work continuously, without delay, and shall not demobilize nor vacate the work site until the project is complete. Contractor shall provide schedule which minimizes the duration of time from when the power is shutoff, the new building is installed, and all services returned to full operation.

5. All work areas are considered environmentally sensitive. Contractor shall inspect all equipment and materials used to prevent the release of any contaminants to the environment.

Prevent any sediment laden runoff from entering waterbodies, drainage inlets, and drainage areas from the pavement. Sediment controls may include, but are not limited to, entrenched staked straw bales, entrenched sediment (silt) fence, or catch basin sediment filter socks.

Remove all temporary sediment controls during final clean-up and prior to demobilization.

6. Existing Conditions: Contractor shall verify that actual site conditions are consistent with the existing conditions depicted within this statement of work. Discrepancies, omissions, and errors shall be reported to the government prior to the start of construction. Contractor shall be responsible for the protection of all existing structures, equipment, and areas from damage during construction. Any items that are damaged or altered during construction shall be restored to their pre-construction condition at the contractor’s expense and verified as such by the Government TPOC. Any disturbed areas at the work site, to include Freezer Roads, shall be restored to the minimum of pre-existing conditions.

7. Location of underground utilities shown are approximate only and not all underground utilities may be shown. The contractor shall protect all underground utilities from damage throughout the duration of construction and be fully responsible for any and all damages.

The contractor shall call Dig Safe at 811 or 1-888-dig-safe not less than 72 hours prior to the start of any excavation for verification of underground utility locations. Contractor shall "Dig Safe" the work area prior to any subsurface work. Physically verify underground utility locations, including utility depth, by hand digging using wood or fiberglass handled tools when any adjacent construction work is expected to come within 3 feet of the underground system. The government will disconnect power to the existing building and be available to confirm the disposition of any underground utilities found.

8. There is an existing tower located next to the building work area. There are existing underground grounding rods, rings, and connections around the existing tower. Contractor shall take care when excavating in these areas. Any damage caused to the existing grounding system shall be repaired by the contractor.

Demolition:

9. The existing black security fence shall be removed as necessary to complete the work. Any portion of security fence removed, shall be safely stored, and reinstalled to pre-existing condition at the completion of the project.

10. Prior to the contractor demolishing the building, the government will remove all active and salvageable equipment. All remaining miscellaneous items shall be demolished and disposed of by the contractor.

11. Contractor shall demolish the existing building, frost wall footing foundation, tree, interior existing nonfunctioning Propane Onan 35EK emergency generator, remaining miscellaneous wall mounted equipment, electrical service connections, service panels, disconnect switches, air conditioner, mini-split heat pump unit, equipment pads, light pole foundation base, and associated exterior underground conduits and conductors. The government will remove the existing light pole.

12. Lead-Based Paint Building Demolition: The existing building wall and roof construction is metal clad with internal insulation on a frost wall foundation. The building’s exterior wall white paint, exterior wall mauve paint, interior grey floor paint, teal interior wall paint, interior grey door paint was found to be positive for lead based paint. Contractor shall provide a site-specific Lead Compliance Plan to be submitted and accepted by the TPOC prior to initiating the demolition tasks involving any of these materials. An Industrial Hygienist shall provide 100% onsite project monitoring/oversight during demolition activities. Prior to disposal, construction waste suspected to contain lead must undergo Toxic Characteristic Leaching Procedure (TCLP) sampling for lead. Since the building is slated for demolition and much of this building is painted metal, the structure should be considered recyclable and the building with the painted components can be safely recycled without requiring lead remediation. Worker protection shall be used to be compliant with the OSHA requirements. Note, in 2021 the exterior asbestos grey caulking material on the electrical LB’s was abated. There are no known asbestos materials on this project. (See attached Environmental Consulting and Management Survey Report dated 10/15/2021).

Site Work Improvements:

13. Contractor shall provide and maintain erosion prevention and sedimentation control measures.

14. All fill required under this contract, beyond what is available from onsite excavation, shall be obtained from an approved source and furnished by the contractor. Onsite suitable fill shall be reused to the greatest extent possible. Outside the building frost wall foundation footprint, suitable onsite soil may be reused as backfill, compacted at 6” lifts. Any excess soils shall be removed and relocated by the contractor to an onsite designated area approximately 4 miles from the work site. Inside the new building frost wall foundation footprint, contractor shall provide all new gravel borrow/crushed stone backfill. Finish grade material shall be level to the surrounding area with slope for positive drainage. All disturbed grass areas outside the fence shall receive min. 6 inches of topsoil and seed. All disturbed areas inside the fence line shall receive top layer of 6” crushed stone bed. Provide a 3% slope away from the new and existing building to ensure a well-drained and graded area, to prevent the retention of standing water.

Building:

15. Frost Wall Footing: Contractor shall provide a frost wall footing for the new precast building (See Photo 19). After demolition and removal of existing frost wall footing, contractor shall compact in situ soil prior to installing new frost wall footing. Contractor shall install new concrete frost wall foundation on top of 6” crushed stone. Inside the wall, backfill with gravel borrow, compacted at 6” lifts and provide a top 6” thick layer of 3/8” minus aggregate crushed stone base compacted at 3” lifts. Clean crushed stone shall be 3/8" or smaller and must be screeded level within ¼" in both directions.
