About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a 138th SCIF Door Replacement project at the 174th Attack Wing Hancock Field Air National Guard Base in Syracuse, New York. The project is valued between $25,000 and $100,000, with a site visit scheduled for 17 Sept 2025 at 11:00 AM at Building 674. All quotes are due by 2:00 PM Eastern on 24 Sept 2025, and payment bonds are required. The award will be made based on the lowest price, with the government anticipating funds availability prior to 30 Sept 2025. The project is on the National Guard priority list, contingent on fund availability and pricing within an awardable range. The wage determination general decision number is NY20250026, dated 08 Aug 2025.
The amendment includes modifications to the solicitation, such as adding the Availability of Funds clause and deleting certain small business program representation clauses. The contract includes provisions for various small business categories, including HUBZone, service-disabled veteran-owned, and women-owned small businesses. Contractors must represent their business status and comply with specific requirements related to size standards, ownership, and management. The document emphasizes the potential consequences of misrepresenting business status, including potential fines, imprisonment, administrative remedies, and program ineligibility.
