Answer No, B-2 is to be used for future wage increases as a result of CBA or DOL Wage Determination changes.

Are biocides fed to the ice tanks? If so is there a specified biocide you require and is there a specified feed interval, once per year as an example.

Have there been any significant changes to the scope from the incumbent contract to this solicitation? If so, can the government please provide additional details on what has changed?

Answer Refer to Section M.4.4 of the solicitation.

The Above Standard Services do not provide for Custodial, Grounds, or O&M hourly rates. Will these be negotiated after award?

The Management Plan Baseline accounts for Holiday, Sick, and Vacation hours that may not be in-line with our FTE calculations. Can bidders make changes to ensure the Baseline matches our price and labor buildup as long as the total hours per FTE do not exceed 2080?

Answer Yes

Please explain in detail how Figure B-1 – Contractor Staffing Declaration and the statement in B-5, pg 4 of the solicitation can require set staffing levels and that the government is not dictating the means and methods by which the contractor chooses to fulfill the firm fixed price requirements of this performance based contract. If the government intends to hold the contract to set staffing then this contract should be classified as cost-plus rather than performance based fixed price as stated in the Introduction on page 5, “This is a performance Based Work Statement (PBWS).” If the government expects exact staffing levels from each bidder to remain for the entirety of the five-year contract period then they should provide the exact staffing levels expected or the incumbent contractor will have a significant advantage. They’ll be the only bidder who knows what, exact, staffing is needed and thereby create an unfair advantage.

Answer

The contractor is permitted and encouraged to propose a staffing level that will meet the needs of the government. The government provides a manpower baseline to provide the government's best estimate on the manpower requirement fulfill the requirement of the contract. However, the offerors have the flexibility to provide alternate staffing as long as they provide a narrative to demonstrate how they will fulfill the requirements of the contract. However, once a proposal is accepted, the government expects the contractor will provide the staffing level proposed.

Can the government please clarify the intent behind CM 5.11.2.1 Non Reimbursable Repairs where it states, in part: “A non-reimbursable repair is a repair or replacement requiring no more than $2500 in cost for repair parts and materials ONLY but no labor cost is included (including any approved subcontracting costs.” As the government is aware, labor (whether in-house or subcontracted) is often the most expensive portion of any repair and by not allowing these costs to be calculated into the $2,500 liability limit the government is placing significant unknown liability on the contract. For instance, a realistic repair of $12,000 with $2,000 in parts and $10,000 in labor would be completely non-reimbursable to the contractor. Would the government please consider including labor in the $2,500 liability calculation, as is seen in the majority of other facility service contracts, to reduce unforeseen liability burden by the contractor which will help lower overall proposal pricing?

Answer No, this level is dictated by the national specification level.

Can the government please explain how the contractor is to provide fixed staffing per Figure B-1 as part of the FFP, and cover an unknown quantity of repair service call Work Orders with non-reimbursable in-house staff? Contractors can easily bid the fixed price, routine preventative maintenance but not open-ended service calls with no limit to the required labor. Since this does not meet the intent of firm fixed price contracting would the government consider limiting the total service calls required each option year under the FFP?

Answer The government provides a historical level of Work Orders for contractors to use in their cost proposal.

Section CM.5.13.2.2 discusses “labor categories and rates from the price schedule in this Contract.” Can the government please identify this price schedule and provide if necessary?

Answer Labor rates will be priced at the Task Order level.

Per Section CM.5.14.2 how will the contractor be reimbursed for Miscellaneous Work in excess of the 20 hours and $50 in parts? Does all non-routine escorting, room set-up, spot cleanup, furniture removal and replacement, etc. that is not part of the fixed price maintenance scope count as Misc. Work? It appears from the Building Library of CMMS Work Orders provided with this solicitation that the government is using WOs, which are subject to the $2,500 liability limit for performance of Misc. Work.

Can the government please clarify how they will be differentiated under this contract?

Answer Miscellaneous work should not be used for WO's that are subject to the shared liability.

Is there currently a WO Backlog in the CMMS and does the government anticipate the gaining contractor inheriting WOs from the prior contractor? If so, will these be 100% reimbursable to the gaining contractor?

Answer no more than 2% 109 How will the contractor be reimbursed for overtime work as there are no preventions in the current pricing?

Answer No overtime is required per the contract during normal working hours

Section CM.5.11.2.3 Fully Reimbursable Repairs makes no mention of items outside of those assets provided in the building inventory included with the solicitation. Will the government please confirm that any repair or maintenance to any asset NOT included in the provided inventory will be considered fully reimbursable? The contractor cannot be expected to include pricing for preventative maintenance or repair liability on items not identified in the contract or after identified and modified into the contract after the Existing Deficiency Report.

Answer Any equipment found that is not on the provided inventory is required to be added to the equipment inventory and maintained.

If equipment is added, the contractor is entitled to request an adjustment in price to cover the additional equipment.

Can the government please confirm that per Section HM.1.1.6 the contractor is required to provide an Administrative Function rather than any specific administrative staff? The only requirement is for the work to be completed, not specific staff to be in-place to complete the work?

Answer staffing is preformanced base

Section HM.1 Personnel Qualifications mention a Chief Engineer, Onsite Supervisor, and Chiller and Boiler Plant Operator. In most buildings there is one Chief Engineer and Stationary Engineers only. Are all three of these required to be separate positions or can they be combined, as there appears to be significant crossover in their duties and skill set?

Answer Staffing is a reviewed deliverabe proposed by the contractor. However, a single individual may be able to cover more than one position if they meet the required skill-sets

113 For Chiller and Boilers – is the warranty is just on the parts? Is someone providing routine maintenance currently Answer The equipment is out of warranty, and PMs are being conducted in-house or by a manufactue's factory trained technician

Is there a Child Care Center in the building and will the contractor have any responsibilities in the space?

Answer No

Currently proposals are due March 30 yet questions have not been answered as of this date. To ensure timely submittal, offerors will need to ship their proposals no later than March 26. Does the government anticipate answering questions and extending the due date to permit offerors time to review and revise proposals?

Answer Proposals will be accepted via email. See Amendment 0002.

Regarding proposal submittal: with the restrictions on businesses and individuals currently in effect, there may be unforeseen delays on postal or package deliveries by FedEx, UPS, and the US Postal Service. Will the government consider permitting email submittal for this proposal to ensure timely delivery? This would also comply with the telecommuting and social distancing requirements currently in force nationwide.

Answer Yes, email will be acceptable and is included with this amendment.

117 Can we receive Photo's from the mechanical tags and equipment on the site visit March 18, 2020 ?

Answer Yes, they will be sent to the CO for distribuition this week
