The SCDE seeks to contract with an established freight carrier to provide pickup and delivery services for textbooks and instructional materials to approximately 1,200 schools throughout South Carolina. The materials are shipped from publishers to a central depository managed by R. L. Bryan Company in Columbia and include return shipments of surplus materials from schools. The solicitation is open to competitive bidding with potential awards to primary and secondary vendors. The deadline for submission is October 16, 2026, at 11:00 a.m., with questions due by September 17, 2026. No pre-bid conference is scheduled. Award notification will be posted on October 23, 2026. The contract term begins November 1, 2026, and expires November 21, 2033, with automatic annual renewals unless the state provides thirty days' notice of non-renewal. The solicitation requires bidders to submit unit pricing calculated as a flat rate per 100 pounds for shipments ranging from zero to 25,000 pounds, with deliveries required within forty-eight hours (excluding weekends and Sundays) at no additional charge for rural locations. The successful contractor must be an asset-based freight carrier with multiple operating terminals within or near South Carolina, excluding freight brokers and third-party logistics providers. In lieu of an automatic extension, an Amendment may be issued to reschedule bid opening. If state offices are closed at the time a pre-bid or pre-proposal conference is scheduled, an Amendment will be issued to reschedule the conference. DISCLOSURE OF YOUR BID / PROPOSAL and SUBMITTING CONFIDENTIAL DATA (FEB 2021)
(a) According to Section 11-35-410, any person submitting a document in response or with regard to any solicitation or other request must "comply with instructions provided in the solicitation for marking information exempt from public disclosure. Information not marked as required by the applicable instructions may be disclosed to the public." IF YOU IDENTIFY YOUR ENTIRE RESPONSE AS EXEMPT FROM PUBLIC DISCLOSURE, OR IF YOU DO NOT SUBMIT A REDACTED COPY AS REQUIRED, THE STATE MAY, IN ITS SOLE DISCRETION, DETERMINE YOUR BID OR PROPOSAL NONRESPONSIVE AND INELIGIBLE FOR AWARD. (b) By submitting a response to this solicitation or request, Offeror (1) agrees to the public disclosure of every page, or portion thereof, of every document regarding this solicitation or request that was submitted at any time prior to entering into a contract (including, but not limited to, documents contained in a response, documents submitted to clarify a response, and documents submitted during negotiations), unless the page, or portion thereof, was redacted and conspicuously marked "Trade Secret" or "Confidential" or "Protected", (2) agrees that any information not redacted and marked, as required by these bidding instructions, as a "Trade Secret" is not a trade secret as defined by the Trade Secrets Act, and (3) agrees that, notwithstanding any claims or markings otherwise, any prices, commissions, discounts, or other financial figures used to determine the award, as well as the final contract amount, are subject to public disclosure. (c) If your offer includes any information that you claim is exempt from public disclosure, you must submit one complete copy of your offer from which you have removed or concealed such information (the redacted copy). Except for the information removed or concealed, the redacted copy must be identical to your original offer. (d) Do not mark your entire response (bid, proposal, quote, etc.) as confidential, trade secret, or protected. If only portions of a page are subject to some protection, do not redact the entire page. The redacted copy must reflect the same pagination as the original and show the empty space from which information was redacted. The Procurement Officer must be able to view, search, copy and print the redacted copy without a password. If your response, or any part thereof, is improperly marked as confidential or trade secret or protected, the State may, in its sole discretion, determine it nonresponsive. (e) On the redacted copy, you must identify the basis of your claim by marking each redaction as follows: You must separately mark with the word "CONFIDENTIAL" every page, or portion thereof, that you redacted and claim as exempt from public disclosure because it is either (1) a trade secret as defined in Section 30-4-40(a)(1) of the Freedom of Information Act, or (2) privileged and confidential, as that phrase is used in Section 11-35-410. You must separately mark with the words "TRADE SECRET" every page, or portion thereof, that you redacted and claim as exempt from public disclosure as a trade secret pursuant to Section 39-8-20 of the Trade Secrets Act. You must separately mark with the word "PROTECTED" every page, or portion thereof, that you redacted and claim as exempt from public disclosure pursuant to Section 11-35- 1810. All markings must be conspicuous; use color, bold, underlining, or some other method in order to conspicuously distinguish the mark from the other text. (f) In determining whether to release documents, the State will detrimentally rely on your redaction and marking of documents, as required by these bidding instructions, as being either "Confidential" or "Trade Secret" or "Protected". By submitting a response, you agree to defend, indemnify and hold harmless the State of South Carolina, its agencies, officers and employees, from every claim, demand, loss, expense, cost, damage or injury, including attorney's fees, arising out of or resulting from withholding information by the State of South Carolina or any of its agencies, that you have redacted or marked as "Confidential" or "Trade Secret" or "Protected". (All references to S.C. Code of Laws.) [02-2A125-3]

The contractor shall be an asset‑based freight carrier with its own owned or leased fleet and terminal infrastructure. Freight brokers, third‑party logistics providers (3PLs), or entities operating with only a single tractor‑trailer or limited equipment capacity shall not be considered responsive to this solicitation.
1. Commodities:
The contractor shall transport textbooks and other instructional materials as required by the South Carolina Department of Education. The quantity, weight, and value of individual shipments may vary based on program needs and distribution cycles.
2. Drop Trailer Requirements (Peak Periods):
During peak delivery periods (June through September), the contractor shall provide a minimum of two (2) drop trailers at the Central Depository at all times. The SC Department of Education (SCDE) Office of Instructional Materials may reduce the number of required drop trailers during non-peak months (October through May).
3. Trailer Pickup and Replacement:
During peak periods (June through September), the contractor shall pick up loaded drop trailers within twenty-four (24) hours of notification and shall deliver additional drop trailers as necessary to comply with Requirement #1.
4. Equipment and Pallet Specifications:
The contractor shall provide 48” x 40” wooden shipping pallets, conveyors, and any other equipment necessary for loading and shipping materials. Textbook cartons vary in size and shape; a typical carton measures approximately 18” x 12” x 8”. Pallet height will vary based on order size but will generally not exceed 48”. Textbooks will be boxed and shrink-wrapped by warehouse staff prior to pick up. Pallets will not be strapped by warehouse staff; securing pallets is at the contractor’s discretion.
5. Initial Pallet Supply:
At the commencement of the contract, the contractor shall provide a minimum of two hundred fifty (250) 48” x 40” wooden shipping pallets. Pallet requirements are H-1218 and H-1260 and must meet standard GMA specifications. Thereafter, pallets should be replaced on a weekly basis or as needed by the Central Depository. The Contractor shall supply pallets on an as‑needed basis throughout the contract term. Pallets shall not be delivered all at once unless otherwise authorized in writing by the Agency.
6. Pallet Height:
Pallets prepared by the Central Depository will generally be loaded to a height of approximately 48 inches; however, in some instances, pallet heights may reach up to 60 inches. The contractor shall ensure that equipment and handling methods can safely accommodate pallets within this height range.
7. Delivery Requirements:
The contractor shall provide delivery to all locations within South Carolina within forty-eight (48) hours, excluding Saturdays and Sundays, at a flat rate per 100 pounds for shipments ranging from 0 to 25,000 pounds. No additional charges shall apply for rural deliveries. Instructional Materials will be billed based on weight. During non-peak periods, trailers may contain multiple shipments destined for various locations across the state. Airlift capability is not required. Warehouse pickup hours are 7:00 a.m. to 4:00 p.m.
8. Packaging of Commodities:
All commodities transported under this contract must be packaged and stacked on pallets by the Central Depository prior to pickup.
9. Delivery Locations and Methods:
Deliveries under this contract will be made to a variety of school and facility locations with varying dock and access conditions. Some locations are equipped with loading docks and can accept deliveries from 53‑foot trailers, while other locations do not have dock‑high facilities. The contractor shall be prepared to perform deliveries using hand trucks or pallet jacks as necessary and provide inside delivery when required. Pallets are not required to be broken down unless access limitations at the delivery site necessitate such handling. The contractor shall ensure that appropriate equipment, including liftgate‑equipped trailers when needed, is available to successfully complete deliveries to all locations regardless of site limitations. There may be some locations that require final delivery by hand truck. Any size or trailer combination with or without lift gate as required is acceptable for use based on the application and delivery location. The contractor must ensure that all equipment used is suitable to protect materials and meet delivery requirements under this contract.
10. Freight Classification and Weights:
All freight transported under this contract shall ship as NMFC Class 60. Shipment weights will vary by school and order and shall be reflected on the applicable shipping documentation.

The contractor shall provide pickup and delivery of surplus materials returned from schools to the Central Depository within five (5) business days (Monday through Friday).
12. School Coordination:
Prior to delivery or pickup, the contractor shall schedule an appointment with school office personnel to ensure staff availability, particularly during summer months. If an appointment is not scheduled and documented, any required redelivery shall be at the contractor’s expense.
13. Delivery Confirmation:
All deliveries shall be made in the presence of school personnel. School personnel must sign for the correct number of cartons/pallets at the time of delivery.
14. Inside Delivery and Pickup:
Inside delivery and pickup are mandatory. Shipments must be hand-trucked (if required) by the contractor to or from the school’s instructional materials storage area. Failure to comply may result in loss of payment for the delivery and replacement charges for any missing or damaged items. The contractor shall be responsible for the return of surplus materials from schools to the Central Depository, regardless of whether the materials are palletized or loose. Any returns generated or assembled by school or depository staff shall remain the responsibility of the contractor to transport back in full, and such returns shall not be deemed an improper pickup due solely to pallet condition or configuration. Additionally, the SCDE Office of Instructional Materials may assess a handling fee of up to $750 for improperly delivered or picked-up shipments.
15. Web-Based Returns Request System:
The contractor shall provide a web-based form for the SCDE Office of Instructional Materials to request pickup of returned materials from schools. The form shall be preloaded with school contact information, accessible by entering the school identification number. The Central Depository will provide the contractor with an electronic file containing school identification numbers and corresponding contact information.
16. Shipment Tracking:
The contractor shall provide web-based, daily shipment tracking compatible with the Central Depository’s web-based ordering system. Tracking shall utilize the SCDE requisition number for outgoing shipments and the SCDE return number for incoming shipments. Proof of delivery must include the delivery time and the name of the individual who signed for the shipment.
17. Insurance:
All freight transported under this contract shall be insured as Freight of All Kinds (FAK), NMFC Class 60, at a coverage rate of twenty‑five dollars ($25.00) per pound.
18. Pricing:
