B.1 Introduction

The Executive Office for United States Attorneys (EOUSA) is issuing a competitive small business set-aside Request for Proposal (RFP) to solicit contractors for training services and materials to support a NetDocuments solution.

B.2 Agency Mission/Background

There are 94 United States Attorneys’ Offices (USAOs) districts that are comprised of approximately 250 staffed offices located throughout the United States, Puerto Rico, the Virgin Islands, Guam, and the Northern Mariana Islands. The Executive Office for United States Attorneys (EOUSA) provides administrative support for the USAOs. Such support includes legal education, administrative oversight, technical support, and the creation of uniform policies. EOUSA’s Office of the Chief Information Officer (OCIO) provides information technology (IT) systems, services, and support to USAOs.

Stakeholders within the USAO community have identified a need for a legally focused DMS. USAOs have cited a need for a DMS system that will enable USAOs to (among other things): (i) store common productivity files and emails in a centralized, case-centric paradigm; (ii) create, store, and track iterative versions of documents; and (iii) search for documents using both simple and more advanced text and metadata-based searching techniques.

The USAOs do not have an enterprise-wide document management system (DMS). The USAOs are piloting a DMS, NetDocuments, currently. At present, the vast majority of USAOs store the common productivity files (e.g., Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Adobe PDF) they create and modify in connection with their cases and certain case-related emails on Microsoft Windows-based shared drives. The pilot group is storing those same files in NetDocuments.

The USAOs are implementing NetDocuments. EOUSA and the USAOs have worked with a Document Management Consultant to select a legally focused DMS that meets USAOs’ requirements, design and develop an enterprise storage structure and associated templates and develop an integration between NetDocuments and the USAOs proprietary case management system, CaseView.

EOUSA and the USAOs require training services and materials to support their NetDocuments solution. EOUSA requires a knowledgeable, experienced, and skilled NetDocuments training provider to provide the training services and materials detailed in this

RFP.

Section C Description of Services/Statement of Work

The contractor shall meet the following EOUSA requirements:

-20+ years of software training/education experience;

-3+ years of expertise in in-person and/or virtual training of law firms and/or government agencies on NetDocuments software;

-Certified NetDocuments Sales & Services Partner;

-Staff that are certified NetDocuments software trainers;

-Experience with multi-site document management deployments and training at multiple geographic locations simultaneously;

-Staff and expertise in designing and creating instructional media and other promotional and instructional materials;

-Staff geographically dispersed around the United States to minimize travel requirements;

-A learning library that can be delivered in either SCORM or other video formats that are Section 508 compliant for on-demand educational instruction;

-Ability to create on-demand videos to deliver in either SCORM or other video formats that are Section 508 compliant;

-Staff who have a Tier 4 security clearance;

-Prior experience training with Federal Government agencies.

-USAO prefers contractor’s staff hold the following certifications: Certified Technical Trainer (CCT+), Modern Classroom Certified Trainer (MCCT), PROSCI Certified Change Management Practitioner, Kirkpatrick Certified Professional and Langevin Certified Training Developer.

The contractor shall provide the services below:

Multi-Location Simultaneous Training: Depending on timing and budgeting, USAO may require Contractor to train at two or more Districts simultaneously. Alternatively, USAO may require the contractor to perform two or more (parallel tracking) trainings in one or more Districts simultaneously. All the information below is on a per District basis. The contractor shall ensure sufficient resources for training at up to two to four Districts simultaneously.

Assumptions for Pricing Estimate General: For purposes of estimating resources and number of hours/days, Contractors should presume:

1) training classes of up to 20 people per class (regardless of whether training is remote or in-person); 2) that training will be provided to up to 450 users per month for 12 months; 3) the number of users includes both Power Users and Standard Users; 4) all Users, Power and Standard, will be required to attend all initial deployment training courses; 5) follow up training will need to be provided; and 6) unless specified differently below.

15JA0521R00000075 Page 13 of 47 Assumptions for Pricing Estimate Floor Support: In addition to providing training, Contractor shall use trainer personnel to provide assistance to USAO users as they apply the skills learned in training - “floor support”. Floor support for initial deployment will be provided for up to five (5) days on a rolling basis in relation to the completion of the initial deployment training days. Final determination of the number of Floor Support days and the level of Floor Support offered on each day, for each District, will be determined based upon EOUSA’s observations of, and feedback from, the Districts.

Floor support, commencing on the first day after initial training, will be for a rolling period of up to five (5) days after the last of the initial deployment training days. For example, if deployment training is provided on Monday to Friday, Floor Support will start on following the completion of the first session on Monday and may continue through the following Friday after initial deployment training is completed.

The number of trainers provided by Contractor for floor support shall be one trainer per approximately 45 USAO trainees, based on consultation between Contractor and EOUSA.

Charges for Remote Training: Charges (for Price Estimation) should be limited to actual hours taught for each class session with an additional allowance of up to 30 minutes per class session to be used for prep or clean-up functions. Remote training classes, for initial deployment training, will be up to 20 Users, Power or Standard, at a time.

C.1 Power User Initial Deployment Training

For each of the USAOs, EOUSA will identify a group of Power Users. Power Users will consist of Management Team members, Assistant United States Attorneys, USAO support staff, and USAO Information Technology (IT) staff. Power Users for each USAO will be given access to NetDocuments before the power user training to enable them to use the system in advance of deployment at their

USAO.

When the USAO community returns to an in-person work protocol, Contractor may be required to provide on-site, classroom style training to the Power Users at each of the USAOs, at a centralized location for multiple USAOs, to provide a blended approach of remote and on-site training, or purely remote training.

With respect to the requirement for Power User training, contractor shall assume:

Number of Power Users: Between 10 and 40 Power Users per District. The average will be approximately 15 to 20 per District. This number may vary based upon EOUSA’s discussion with each District regarding its needs.

Timing: On-Site Power User training will be scheduled about one (1) to two (2) months before NetDocuments is made available to all users in each USAO.

Remote Power User training will, typically, be scheduled about one (1) to two (2) months before all users in each USAO are trained on NetDocuments. NetDocuments will be made available to all Power Users in each USAO approximately two weeks prior to the Power User Training.

Training Length and Training Resources: On-site Power User training for USAOs will be conducted for five (5) or more consecutive business days (depending on the number of users to be trained in each District) and will require one (1) or more trainers with in-depth NetDocuments expertise. Days will consist of an 8-hour period including a non-billable hour for lunch occurring between the following start/end times: 8:30 AM – 4:30 PM; 9:00 AM – 5:00 PM; 9:30 AM – 5:30 PM; 10:00 AM – 6:00 PM local time. If multiple trainers work at the same training location on the same date, EOUSA shall have the right to stagger Trainer Day start and end times for each trainer (i.e., trainer 1 starts at 8:30 AM and ends at 4:30 PM local time, while trainer 2 starts at 9:30 AM and ends at 5:30 PM local time).

Training will require trainers with in-depth NetDocuments expertise.

Remote training will consist of two Contractor personnel per training session. Trainings will generally be scheduled between the hours of 9:00 AM – 8:00 PM EST. Training at other times will likely be required to accommodate USAO offices in Alaska, Hawaii, Guam/Northern Marianas.

Each Power User remote initial deployment training consists of multiple classes of up to 480 minutes total covering topics including basic skills, searching, security functions, document options, email integration, and customization. Up to twenty students will attend each class session. Multiple class sessions and/or class types may be required per day depending on the number of Power Users requiring training. It is expected that deployment training will take multiple days for each student to complete.

Training Curriculum: EOUSA and contractor will agree on the training curriculum for each USAO in advance of each Power User training. The training curriculum is expected to include numerous hands-on exercises to the extent practicable should remote training be utilized. Segments of the curriculum may involve training sessions for only a portion of the Power Users. For example, the curriculum may include some sessions to be taught to only USAO IT Staff. In addition, the curriculum is expected to be designed to allow Power Users time to work with NetDocuments to perform common tasks to help them identify areas that may require further training or clarification while the trainer is on-site. EOUSA expects that the curriculum will be modified and refined based on feedback from each Power User training.

15JA0521R00000075 Page 14 of 47 Training PCs – Configuration and Setup: EOUSA will supply all training PCs and provide all pre-training configuration and setup.

Remote training shall be provided by use of either a Virtual Training Classroom environment, provided by EOUSA, or via a screenshare instructional demonstration model with hands-on practice by students on their own computers, depending the method that is best suited for the Trainees as determined by EOUSA with input from Contractor.

C.2 Standard User Training at Time of Deployment

At the time NetDocuments is deployed to Standard Users at each of the USAOs, Contractor shall provide remote training or on-site, classroom-style training.

With respect to the requirement for remote or on-site training and floor support at the time of deployment, contractor shall assume:

On-Site Training at Time of Deployment – Resources: On-Site training will be for the number of days required to provide initial deployment training for each of the Standard users within a District. The specific numbers will be provided upon identification and determination of the next group of Districts.

Remote Training at Time of Deployment – Resources:

Contractor shall provide two Trainers per training session. If multiple training sessions are performed simultaneously, to one or more Districts, Contractor shall sufficiently staff each remote training session.

Timing: The exact dates and timing for training for each district has yet to be determined. Trainings will generally be scheduled between the hours of 9:00 AM – 8:00 PM EST. Training at other times will be required to accommodate USAO offices in Alaska, Hawaii, Guam/Northern Marianas. NetDocuments will be made available to all Standard Users in each USAO approximately two weeks prior to the Standard User Deployment Training.

Training Resources: Training will require trainers with in-depth NetDocuments expertise.

Each Standard user remote initial deployment training consists of multiple classes of up to 480 minutes total covering topics including basic skills, searching, security functions, document options, email integration, and customization. Up to twenty students will attend each class session. Multiple class sessions and/or class types may be required per day depending on the number of Standard Users requiring training. It is expected that deployment training will take multiple days for each student to complete.

Training Curriculums: EOUSA and contractor will agree on the training curriculums for each USAO in advance of deployment to each USAO. Training is expected to include multiple hands-on exercises to the extent practicable should remote training be utilized.
