About this file
This is a Sole Source Notice issued by the Oregon Department of Forestry (ODF) for the procurement of two (2) 8' x 8' walk-in RF shielded shelters from Pioneer Energy Products, LLC (Pepro). The notice details a specific procurement for shelters with unique requirements, including integrated Motorola R56 standards, a 52 ft articulated/folded tower meeting TIA/EIA222G standards, solar power capabilities, and specialized protective features like a faraday cage to protect against radio frequency interference, lightning, and electromagnetic interference. The sole source procurement is justified by ODF's market research indicating no alternative product meets their specifications, and potential protestors have until 5/20/2025 at 12:00 PM to submit a detailed protest proving they can meet the comprehensive technical requirements.
The procurement is specifically tailored for sites on federal land and a private ski resort, with ODF having completed the NEPA process with the U.S. Forest Service for this specific model and specifications. The shelters require complex technical features including UV resistant exterior coating, solar brackets, multiple lighting options, cable entry provisions, rack mounting capabilities, ventilation solutions, grounding pads, and support structures. The contract delivery deadline is set for September 30th, 2025, and protests must be emailed to the ODF Procurement Specialist Shannon LeClaire, with protests requiring extensive technical documentation proving equivalent or superior product capabilities.
