About this file

This is a Sole Source Justification document for a follow-on interim task order issued by the U.S. Coast Guard (USCG) to Deloitte & Touche, LLP for Enterprise Integration Modernization Support Services.

The USCG is issuing a Firm Fixed-Price (FFP) interim task order valued at $9,800,009.15 for the period July 28, 2026 through January 27, 2027, funded through Operations and Support (O&S) appropriations in Fiscal Year 2026. The order is being placed on a sole source basis under GSAR 538.7104-3(b)(iii) as a logical follow-on to the existing FFP Task Order No. 70Z02325F43000001 (expiring July 27, 2026), which was originally awarded competitively on the General Services Administration Federal Supply Schedule (FSS). The contractor will provide professional services supporting the USCG Office of Civil Engineering and Logistics (CG-SHORE) and other initiatives including Rapid Response and Prototyping (RAPTOR), Surface Forces Logistics Center (SFLC), and Accessions Service Center Recruiting modernization. Services include implementing customized Power Platform technical applications and automation solutions, maintaining operational dashboards, updating real property inventory, identifying capital assets, sustaining Force Design initiatives, supporting leasing activities, integrating legacy processes into modern applications, and enabling data integrity for the USCG's $80 billion infrastructure portfolio. The justification cites the urgency of supporting the One Big Beautiful Bill Act (OB3A) mandate, delays caused by government shutdowns affecting recompete milestones, and the incumbent contractor's institutional knowledge, security clearances, and proven ability to sustain mission-critical customized solutions to prevent service interruptions and operational disruptions.

FAR 8.401(b) (FAR Class Deviation 25-20 R1 for FAR Part 8), GSAR 538.7104-3, HSAM 3008.401-71(a)

(f) Solicitation number: 70Z02326Q43000003

(g) Background information about the requirement:

The contractor maintains operational dashboards, update real property inventory, identify capital assets, sustain Force Design initiatives, and support leasing activities. This effort is currently being performed under FFP Task Order No.

70Z02325F43000001, which expires 27 July 2026.

3. Description of Supplies/Services.

This requirement is to provide professional services in support of the USCG Office of Civil Engineering and Logistics (CG-SHORE). The scope includes planning and implementing customized Power Platform technical applications and automation solutions, integrating legacy processes into modern applications, supporting software sustainment, prioritizing capital projects, and enabling data integrity. These efforts are essential for the USCG’s $80 billion infrastructure portfolio and are aligned with executive and legislative mandates.

The requirement covers enterprise integration, modernization, and program support for CG-SHORE, Rapid Response and Prototyping (RAPTOR), Surface Forces Logistics Center (SFLC), and Accessions Service Center Recruiting modernization initiatives. The contractor will maintain operational dashboards, update real property inventory, identify capital assets, sustain Force Design initiatives, and support leasing activities—functions vital for real-time operational visibility, compliance, and effective asset management.

Surge requirements, driven by OB3A, necessitate increased automation, enhanced data integration, and accelerated deliverables. The contractor must deploy advanced analytics, automate asset tracking, and expedite Force Design and leasing outputs to meet compressed timelines and evolving mission needs.

These services are critical for rapidly increasing capacity to meet unplanned demand or time-sensitive mission needs, supporting the modernization of enterprise applications and processes such as SharePoint Workflows, PDF approval forms, shared inboxes, shore asset management (SAM), technical information management system (TIMS) for real estate, BUILDER enterprise management system (EMS), and Coast Guard Business Intelligence

(CGBI).

4. Identification of Statutory Exception and Rationale.

The statutory exception is found at GSAR 538.7104-3(b)(iii): The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.

Rationale: The services are essential to prevent interruptions in direct support of OB3A, as codified in Public Law 117-263, which mandates accelerated execution of critical Coast Guard initiatives. The increased workload and shortened timelines under One Big Beautiful Bill Act (OB3A) require a surge in specialized services to ensure timely and effective mission support.

This follow-on task order is necessary to maintain adequate procurement milestones for a new five-year competitive requirement. Although comprehensive acquisition planning was conducted, recompete milestones were adjusted due to multiple government shutdowns, ultimately affecting the overall timeline of award. Key stakeholders, including Surfaces Forces Logistic Center (SFLC) and Accessions Service Center (ASC), experienced significant staff furloughs, which impacted their ability to support the alignment of the Performance Work Statement (PWS). This justification and approval will support the continuation of critical services, as any disruption would adversely affect government operations by compromising the USCG ability to deliver essential services.

Furthermore, a lapse in service will delay contract support for construction contract lifecycle management—including Construction in Progress (CIP) tracking, inventory management, maintenance of a comprehensive funding dashboard with precise OB3A appropriation tracking, and real property management. This would severely jeopardize the Coast Guard’s ability to meet the annual Inspector General (IG) and Government Accountability Office (GAO) audit, due to insufficient oversight and accountability in financial and asset management processes.

5. Demonstration of the Proposed Contractor’s Unique Qualifications to Provide the Requirement.

Deloitte & Touche, LLP, is uniquely qualified to provide these services due to their institutional knowledge, experience, and qualifications. As the incumbent, it has maintained customized technical solutions, process automations, and integrations currently in-use and possess in-depth familiarity with USCG’s operational environment, data structures, and mission-critical workflows. Its personnel have already undergone required background investigations and possess the necessary clearances to access sensitive systems, ensuring immediate and secure support. Mobilizing specialized personnel across multiple labor categories, including those with security clearances, is essential for supporting highly specialized USCG systems and methodologies. Transitioning to a new contractor at this critical juncture would result in significant delays and increased risk due to the learning curve, the need for new personnel to obtain clearances, and the complexity of the USCG’s legacy and modernized systems. Deloitte & Touche’s proven record and ability to sustain customized Power Business Intelligence (Power BI) and other solutions ensures uninterrupted services and support during this period.
