About this file

This document is a Sole Source Procurement Authorization form from the Arizona State Procurement Office, specifically for the Arizona Commission for the Deaf and the Hard of Hearing (ACDHH). The procurement involves the Arizona Center for Disability Law (ACDL), a congressionally mandated, legally-based disability rights agency that is part of the National Disability Rights Network (NORN).

The contract is for advocacy services, including legal services such as technical assistance, short-term assistance, direct representation, administrative hearings, court proceedings, system reform litigation, training, and public policy advocacy. The total estimated cost is $500,000 for a five-year contract term. The procurement is justified as a sole source because ACDL is a unique agency with specialized legal expertise in disability rights, and no reasonable alternative source was found after a three-day solicitation in the state's eProcurement system. The contract was authorized by the State Procurement Authority on 05/09/2023, with the contract number CTR065482.

Text6: Advocacy Services for ACDHH - Legal Services
Text7: Arizona Center for Disability Law (ACDL)
Text8: CTR065482
Text13: The provision of direct legal services and rights information to persons who are deaf or hard of hearing as well as advocating for the rights of the persons who are deaf and hard of hearing through systems reform. Legal services include: technical assistance; short term assistance; direct representation on behalf of individuals in negotiation, administrative hearings and court proceedings; bring system reform litigation; training in self advocacy and legal rights; providing comments to legislation and regulatory reform; and public policy advocacy.

The Arizona Center for Disability Law (ACDL) is part of a unique nationwide network (NORN-National Disability Rights Network) of congressionally mandated, legally-based disability rights agencies. An agency just like the ACDL exists in every U.S. state and territory.

NORN is the nonprofit membership organization for the federally mandated Protection and Advocacy (P&A) Systems and Client Assistance Programs (CAP). Collectively, the P&A/CAP network is the largest provider of legally based advocacy services to people with disabilities in the United States.

This is advantageous toward the State because ACDL is a unique agency. Its legal staff includes attorneys and advocates who are highly knowledgeable about the various legal rights, including the Americans with Disabilities Act and other federal and state disability rights laws, available to persons who are deaf and hard of hearing. In addition, Center staff have a wealth of experience in creating educational materials for persons who are deaf and hard of hearing. Currently, the Center has over 35 self-advocacy guides in circulation, covering topics ranging from employment rights under the Americans with Disabilities Act to how to obtain assistive technology and voting rights.

Text20: This page is a continuation of EPS's sole source request on behalf of ACDHH for advocacy services. The sole source was posted in the eProcurement System from 4/24/2023 until 4/27/2023 under BPM005364 - Advocacy Services for ACDH (See Exhibit A).
