About this file

This document is a sole source justification for the acquisition of downhole logging consulting and equipment services. The United States Geological Survey's California Water Science Center Research Drilling Program requires GEEC to provide consulting services, manufacture specialized downhole monitoring equipment, and provide initial training on installation. The services are needed to install GEEC's proprietary magnetic ring extensometer technology in boreholes in California's San Joaquin Valley to measure aquifer compaction at multiple depths. With an estimated value of $136,000, the proposed sole source award to GEEC is justified as they are currently the only known provider of this downhole magnetic extensometer technology worldwide. An RFI was previously issued with no acceptable alternative responses received. Future requirements will be competed to the maximum extent practical pending the availability of new technologies.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1).

2. Nature of Action Being Approved. New contract

3. Description of Supplies or Services. The California Water Science Center (CAWSC) Research Drilling Program (RDP) requires consulting services and specialized equipment to be provided by Green Environmental Engineering Consultant Co. LTD (GEEC). Services (manufacture of equipment and initial training on installation) are required in order to install magnetic ring extensometer technology in California's San Joaquin Valley As well as magnetic rings and a custom downhole monitoring probe to measure location of rings within a borehole.

4. Estimated Dollar Value.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) – only one source reasonably available.

6. Rationale Supporting Use of Citation in No. 5. GEEC has developed and deployed methods to measure aquifer-system compaction, including the use of magnetic ring extensometers. These extensometers use magnetic rings that are attached directly to the aquifer formation at multiple depths and allow direct measurement of compaction of the aquifer system at multiple depth intervals.

GEEC is currently the only known company in the world to have successfully deployed a technology to meet the Government’s needs.

Currently, only one other method is known that reports to have similar capabilities to the magnetic ring extensometers developed by GEEC. This method uses fiber optics. However, because the fiber optic cables do not lock into the surrounding formation, the technology is not expected to be well suited for areas susceptible to large magnitudes of subsidence. Our study area is the San Joaquin Valley (California Central Valley). This valley has very rapid rates of subsidence.

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Request for Information (RFI) 140G0324Q0002 was posted to SAM.gov for 12 days with one response received which was determined not to be technically acceptable.

9. Future Plans to Permit Competition.

Future requirements for same/similar needs will undergo market research and be competed to the maximum extent practical. The Government anticipates new technologies may be

available in the future to meet this need.

10. Recommendation and Certification from Program Office

Based on the above, I recommend this acquisition be conducted on a sole source basis and certify the above statements are true and accurate.

11. Certifications from the Contracting Officer:

a. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) – only one source reasonably available. The Government anticipates receiving a fair and reasonable price by basing it on one or more of the allowable options indicated in FAR 13.106(a)(2)

b. This justification is accurate and complete to the best of my knowledge and belief.
