Attachment C
Proposal Instructions
A. Proposals shall be specific and sufficiently detailed to allow a complete evaluation of the methods for satisfying the requirements set forth in the Statement of Work (SOW).
B. The specifications in the Statement of Work represent the Government's minimum needs.
The proposals shall address all minimum requirements set forth in the SOW.
C. Evaluation of proposals will be based on the Technical Evaluation Factors identified in
Attachment B. For purposes of evaluation, "offeror" means the contractor or contractor team responding to the solicitation as an offeror. Information should be provided for each firm involved in the project, if applicable.
D. Submit your complete proposal electronically through FedConnect.net in accordance with
Clauses EPA-L-15-104, Electronic Submission of Proposals/Bids/Offers/Quotes and EPA-L-36-101, Proposal Instructions
E. The following instructions apply to the Technical Evaluation Factors as set forth in
Attachment B:
1. Technical Capability Subfactor 1.1: Products and Services:
a. Technical information shall be structured so as to parallel the format of the SOW as well as addressing all aspects of the SOW, i.e., Section 1.0 of the proposal shall address Section 1.0 of the SOW, etc.
b. Generic statements indicating the analyzer meets a SOW requirement are not considered acceptable. Specific information demonstrating how the proposed Laser Based N2O Analyzers Equipment for the CTF and HTTF meets each requirement is required.
c. Proposal shall include sufficient material (narrative, technical specifications, brochures, drawings) to permit the Government to determine that all components of the proposed Laser Based N2O Analyzers Equipment for sites HTF and CTTF meet each of the requirements set forth in SOW.
d. The contractor shall provide detailed information regarding measurement performance, comparing measurement system performance to associated requirements of the referenced portions of the Code of Federal regulations and the additional requirements set forth in the SOW. This information shall include accuracy, precision, drift, linearity and stability of required measurement and control systems which have a direct effect on test results and/or meeting associated regulatory requirements for testing.
e. The contractor shall describe any additional devices, displays, or controls that enhance the setup, operation, quality, safety, and efficiency of the Laser Based N2O Analyzers Equipment for sites CTTF and HTF.
Subfactor 1.2: Management Approach:
a. The offeror’s management approach shall be designed to meet or exceed the requirements to be performed under any resulting contract. In their proposals, offerors shall specifically address all minimum requirements set forth in the SOW. The technical approach shall be specifically tailored to the activities which will be conducted under the contract.
b. At a minimum, the offeror’s management approach shall include:
A comprehensive explanation of the management of the project, including a Gantt chart showing major milestones, and a plan for monitoring and managing all key activities, including installation.
- A Quality Assurance/Quality Control (QA/QC) plan which will be utilized to ensure consistent high quality of materials and workmanship. Include relevant details, such as information indicating compliance with or certification to ISO 9001 or ISO 14001 standards, an organizational chart showing the position of a QA/QC function or person within the organization, and a delineation of the authority and responsibilities of the QA/QC function or person. The QA/QC Plan should include how you will assure compliance with contract requirements and how the products delivered will support a system of on-going quality assurance. The contractor shall include its general approach to run time quality control. This shall include a description of run-time quality control tools, and post test validation.
- Identify any work that will be subcontracted, identify lines of reporting for subcontractors and explain how subcontracted work will be managed.
- The contractor shall include a plan for project communication and tracking, proposals for acceptance activities, project manager availability, internal communication, and an organization structure that evidences effective internal project tracking and a high level of commitment to the project.
Subfactor 1.3: Corporate Experience:
Describe relevant corporate experience demonstrating Laser Based N2O analyzers have significant acceptance in the automotive emissions testing industry. Describe evidence of a high level of equipment reliability, rapid resolution of equipment problems and ready parts availability. Additional information shall include the extent and quality of phone-in technical support, periodic maintenance and software support.
(a) Offerors shall describe relevant corporate experience on contracts and/or subcontracts completed within the last three (3) years, and all contracts and/or subcontracts currently in progress, which are similar in scope, magnitude, and complexity to the requirement which is described in this solicitation, i.e., experience with fabricating, integrating, installing, and commissioning the laser based N2O analyzer equipment for emissions testing, similar to the equipment described in the SOW. The contracts and/or subcontracts referenced may include those entered into with Federal, State and local governments, as well as commercial businesses. For each contract / subcontract cited, include the following:
- Name of Vendor. (i.e. EPA, GE, etc.)
- Contract number.
- Project title.
- Contract type. (i.e. Fixed Price, Cost-Reimbursement, etc.)
- Brief description of work and relevance to this requirement.
- Total contract value.
- Period of performance.
- Buyer, telephone number, and email address (if available).
- Vendor Project/Project Officer, telephone number, and email address (if available).
- List of subcontractors (if applicable).
(b) In this portion of the proposal, offerors shall not provide information regarding such factors as quality or timeliness of work on the identified projects, since those factors will be addressed by the Past Performance Questionnaires (which will be provided DIRECTLY to EPA by the offeror’s references, as set forth below).
2. Past Performance
(a) Offerors shall ensure that EPA receives a minimum of three (3) completed Past Performance Questionnaires (see Attachment E) directly from references by the closing time and date identified in the RFP Cover Memorandum. The references shall submit the completed Questionnaires to Contract Specialist, Greta Perry, via email at perry.greta@epa.gov. The completed Questionnaires should address contracts /subcontracts completed or in progress, with in the previous three (3) years that are similar in scope, magnitude, and complexity to the requirement which is described in the solicitation. References may be contacted by the Government for further information on ratings.

(NOTE: Before forwarding the Questionnaire to references for completion, please be sure to enter the Project Information at the top of the Questionnaire form to identify the specific project which the reference is rating.)
(b) If negative feedback is received from an offeror's reference, the Government will compare the negative response to the responses from the offeror's other references to note differences. An appropriate rating will be assigned to the offeror based on the information.
(c) If at least three (3) completed Past Performance Questionnaires are not received from the client references, the Government will make an attempt to contact another reference identified by the offeror, to contact a reference not identified by the offeror, or to complete the evaluation with those references who responded. The Government shall consider the information provided by the references, and may also consider information obtained from other sources, when evaluating an offeror's past performance. The offeror should provide points of contact in its quotation for the Government to contact in the event of at least three (3) completed Past Performance Questionnaires are not received.
(d) Attempts to obtain responses from references will generally not go beyond two telephonic messages and/or written requests from the Government, unless otherwise stated in the solicitation. The Government is not obligated to contact all of the references identified by the offeror.
(e) If an offeror has no relevant past performance history, the offer should so state. If an offeror has no relevant past performance history, it will not be evaluated favorably or unfavorably on past performance.
(f) Each offeror may describe any quality awards or certifications that indicate the offeror possesses a high-quality process for developing and producing the product or service required. Such awards or certifications include, for example, the Malcolm Baldridge Quality Award, other Government quality awards, and private sector awards or certifications.
(1) Identify the segment of the company (one division or the entire company) which received the award or certification.
(2) Describe when the award or certification was bestowed. If the award or certification is over three years old, present evidence that the qualifications still apply.
3. Price Evaluation:
Offerors shall identify pricing for each line item identified as a base item and an optional item as provided in the table contained in Clause B-1, Identification of Supplies and/or Services.
Proposals will be evaluated using the overall fixed total price of both the BASE and OPTIONAL items.
