Amendment 03

Questions/Answers

These questions and answers were provided via Amendment 01:

Q1: Is there a Schedule of Deliverables available for this project?

A1: Equipment delivery within 6 months of award date. Installation, commissioning and submission of final acceptance report within 45 days of equipment delivery to site.

Q2: The SOW requires sampling for both continuous dilute analysis when sampled directly from CVS exhaust stream, and batch analysis from Kynar CVS sample bags. Are there documents available on the CTTF and HTTF Dilution Tunnels and batch sample systems indicating the locations where these N2O samples can be extracted?

A2: See attached documents.

Q3: What is the sampling flow rate/volume available to be extracted from the AVL CVS i60 system for N2O analysis?

A3: Flow limitation is dependent based upon details of integration. The system accommodates sample phase durations as short as 240 seconds. At these conditions approximately 10 to 20 liters of sample could be available depending on details of integration.

Q4: SOW section 7.1 requires two optional analyzers that meet all of the SOW requirements. Is section

3.0 (Installation) a requirement of the optional analyzers? If so, would EPA please provide additional details on the installation locations?

A4: No. Installation it would not be part of the requirement for optional analyzers

These are new questions/answers provided via this Amendment 02:

Q5: To determine placement of the proposed analyzers, we need a layout of the CTTF and HTF control rooms, mezzanine, and basement. If layouts are not available, please arrange for a walk-through of the facility prior to the October 1 due date.

A5: Layouts for both the HTF and CTTF are attached. Note that the final layout for the HTTF is slightly different than what is shown in the drawing. Item 1 is actually where the “EPA Supplied PC Tower” is shown. System PCs are located in the operator’s console. Offerors are reminded per Section 2.1 of the SOW, equipment is to be installed in the control rooms.

Q6: The criteria for award of contract (Amendment 02 - Attachment 1) does not include point values for the evaluation factors/sub-factors. All previous solicitations in recent years have identified the weighting of each criteria (for example, out of 1000 points total, 700 are assigned to technical capability, 200 to past performance, etc.). Please supply this information so we know how the proposals will be judged.

A6: Clause EPA-M-15-101, Evaluation Factors for Contract Award, has been included, see attached.

This clause was mistakenly left off of the original solicitation package.

Q7: Attachment C (Proposal Instructions) includes a list of required information that must fit within 35 pages:

o Paragraph-by-paragraph response to SOW o Technical specifications o Brochures o Drawings o Details regarding measurement performance compared to CFR requirements o Project management narrative o Gantt chart o Quality Assurance Plan o ISO 9001/14001 certificates o Explanation of how subcontractors will be managed o Plan for project communication and tracking o Proposal for acceptance testing o Organizational chart o Description of corporate experience o Evidence of equipment reliability o Extent and quality of customer support capabilities o Description of relevant contracts completed within last 3 years o Description of "ALL contracts currently in progress" which are similar in scope to this solicitation

It will be very difficult to fit all of these items within the 35-page limit. Please reconsider the page limitation or identify items in the above list that can be put in appendices outside of the 35-page limit?

A7: The 35 page limit does not include supplemental information such as resumes, descriptive literature, cover letter, table of contents, tabs/dividers, and certificates etc., but refers to the sum of all pages submitted in response to all evaluation criteria. The page limit will not be adjusted.

Q8: Finally, we are concerned that we are missing a page in the solicitation cover letter. I see only pages 1 of 3 and 2 of 3. Page 3 of 3 was not posted.

A8: The pages numbers on the cover letter were incorrect, there are only 2 pages and both were posted.

An updated Cover Letter is attached.
