Issuance of Amendment no. 3: 18th July 2013 Closing Date: 29th July 2013 Closing Time: 9:00am, Manila Time
REFERENCE: Request for Proposal (RFP) No. SOL-492-13-000009 Pacific- American Climate Fund
SUBJECT: Amendment No. 3
The purpose of this amendment is to modify specific sections of the RFP as a result of clarifications. The following are the specific sections in the RFP modified:
1. In Section L.8 – INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL
Delete first and sixth bullets of Section L.8 3(b) Monitoring and Evaluation (M&EP) to read:
“(b) Monitoring and Evaluation Plan (M&EP)
As part of its proposal, the Offeror must submit a detailed draft M&EP for USAID’s review.
The Offeror’s monitoring and evaluation plan will be evaluated according to the extent to which it is clear, appropriate, and sound in terms of identification of expected interim and final results of the activity. This includes the extent to which the application identifies indicators and targets which support achievement of the objectives of the contract and are specific, measurable, and achievable; and the extent to which the application meets all the dimensions of data quality (reliability, validity, completeness, integrity, accuracy), including effectiveness in data collection and an analytical approach for quantifying program progress and impact. The M&EP should include the following:
• Automated and other methods used to gather, store, process, summarize, analyze, and/or report performance data.
• Procedures for regular communication with USAID regarding the status of monitoring activities, including early notification of problems.
• Means of addressing a discovered lack of progress or success. Procedures should focus on learning from mistakes, analyzing them, and ascertaining the reasons for missteps.
• Identifies the indicators against which progress is to be measured (indicators identified in Section C must be included in M&EP).
• Describes the methods/tools/techniques to be used for monitoring. Methods for monitoring vary according to what it is being monitored. Some activities can be observed easily and costs and outputs can be measured against the original targets and timetable. Other activities are less easy to monitor in terms of quantitative achievements, especially such intangible effects as awareness and empowerment and their direct links to program interventions. Indirect or proxy indicators may have to be identified, even if these cannot be verified. By considering these factors at the planning stage, expected results can be kept realistic and cost-effective and the Contractor can recognize that not all available and useful indicators are ‘objectively verifiable.’
• Provides an illustrative schedule for discrete monitoring activities tied to the overall project work plan.
Gender Considerations: To the greatest extent possible, the Contractor shall include both men and women in all aspects of this activity. The Contractor shall collect, analyze and submit to USAID sex-disaggregated data and proposed actions that will address any identified gender-related issues. To ensure that USAID assistance makes the maximum optimal contribution to gender equality, performance management systems and evaluations must include gender-sensitive indicators and sex-disaggregated data when the technical analyses supporting the Contract demonstrates that: 1) The different roles and status of women and men affect the activities to be undertaken; and 2) The anticipated results of the work would affect women and men differently.
The Offeror must also present how it will assist sub-grantees to identify, monitor and report on the indicators that will reflect program impact.”
Unless otherwise amended, all other items in the RFP remain unchanged.
