NOI - NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION
Title: Platelet Function Data Collection Integration Fee
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
(ii) The solicitation number is 75N98026Q00522. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).
The National Institutes of Health (NIH) intends to award a firm-fixed-price purchase order on a non-competitive basis to Boston University, One Silber Way, Boston, MA 02215 for continued integration of the NHLBI Laboratory of Hemostasis & Platelet Biology into the Framingham Heart Study (FHS). Boston University operates the Framingham Heart Study and is the only source able to provide on-site wet-lab access to FHS participants, samples, and core de-identified participant data required for this research.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular.
(iv) (iv) The associated NAICS code is 541990 (All Other Professional, Scientific, and Technical Services), and the small business size standard is $19.5 million in average annual receipts.
This requirement is not set aside for small business.
(v) Description of Requirement:
The NHLBI Laboratory of Hemostasis & Platelet Biology, part of the Population Sciences Branch, requires continued integration into the Framingham Heart Study (FHS) to support ongoing research on platelet reactivity, population variation, and genetic and epidemiological associations with platelet biology. The Laboratory has been an ancillary study at FHS for over 10 years and is currently the largest platelet biology lab in the world, having collected data on over 5,000 individuals.
Because platelet samples are highly sensitive to transport and data collection must be completed within approximately 3 hours of the blood draw, all services must be performed on-site at the FHS Performance Location. Transport of samples to another site is not acceptable.
(vi) Delivery Location:
73 Mount Wayte Ave, Suite 2 Framingham, MA 01702
(vii) [Reserved, if needed]
(viii) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items, applies to this acquisition.
(ix) The provision at FAR 52.212-2, Evaluation—Commercial Items, applies to this acquisition.
(a) A written notice of award or acceptance of an offer, issued to the successful offeror within the time specified in the offer, shall result in a binding contract without further action by either party.
The Government reserves the right to accept any offer (or part of an offer) before the expiration date, whether or not discussions are conducted, unless a written notice of withdrawal is received prior to award. Add additional evaluation criteria as required.
(x) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, with their offer.
(xi) FAR 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition.
(xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition.
(xiii) Additional contract requirements or terms and conditions, as determined necessary by the Contracting Officer and consistent with customary commercial practices: None.
(xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement.
(xv) Submission Requirements:
Responses must include sufficient information to demonstrate the respondent's capability to provide the required service, including specifically the ability to:
• Provide BSL2 wet-lab space physically located at or immediately adjacent to the Framingham Heart Study site in Framingham, MA, such that platelet data collection can be completed within 3 hours of blood draw;
• Provide phlebotomy and consenting services on enrolled FHS participants;
• Access and use de-identified Core FHS participant data;
• Coordinate with the FHS IRB, Ethics Advisory Board, and Observational Monitoring
Board.

Evaluation factors may include, but are not limited to: past performance, technical capability, special features.
Responses must also include the Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification. All offerors must be actively registered in the System for Award Management (SAM) at www.sam.gov.
All responses must be received by Wednesday, June 10, 2026 at 11:00 AM EDT and must reference solicitation number 75N98026Q00522. Responses may be submitted electronically to nicholas.capobianco@nih.gov.
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency.
