County and two 20,000 glass fused steel near Orick in Humboldt County California.

This is a commercial service, prepared in accordance with Federal Acquisition Regulation

(FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2021-05, dated March 10, 2021. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/browse/index/far. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation number is

140P8421Q0050, and the solicitation is issued as a Request for Quotation (RFQ). The North

American Industrial Classifications System (NAICS) code is 561990, All Other Support

Services, with an associated small business size standard of $12.0 million. This solicitation for a service, is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor/contractor determined to be responsive and responsible, based on best value. The

Government will consider price, technical acceptability and past performance.

BACKGROUND: The National Park Service, Redwood National & State Park (RNSP) requires the parks four water storage tanks be cleaned and inspected to document the normal buildup of sediment and identify in a final report any equipment deterioration that may require repairs in the future. Tanks consist of one 70,000 glass fused steel and one 100,000 redwood tank banded by steel in Crescent City, Del Norte County and two 20,000 glass fused steel located near Orick in

Humboldt County California. Work consists of cleaning and inspection of the four water tanks as noted below, providing final report of findings. The water tanks shall be in service during inspection, and the inspection process shall not create any visible turbidity in the water column.

LOCATIONS:

The project sites for tank cleaning are: North Operations Center, Mill Creek Campground

(Crescent City) and two at Wolf Creek compound (Orick). All tanks can be accessed by service roads. A 4x4 vehicle is recommended for North Operations Center tank. All job sites are located within Redwood National and State Parks (see maps Figure 1 and 2).

PERFORMANCE PERIOD:

The performance period for this project is August 1st, 2021 to September 30th, 2021.

The Contractor shall coordinate/schedule the tank cleaning with the Parks Point of Contact

(POC) and limit operations to Monday through Thursday between the hours of 7:00 AM and 4:30 PM unless alternate hours are approved by the Contracting Officer. All federal holidays are excluded workdays.

SCOPE OF WORK:

INSPECT POTABLE WATER STORAGE TANKS UTILIZING DIVERS

GENERAL

A. Underwater Operations:

1. All Dive Maintenance Technicians and associated in-tank equipment shall be fully disinfected in accordance with California State Public Health and AWWA

Standard C652-02. All System entries shall be conducted in accordance with applicable OSHA regulations pertaining to Diving in Confined Spaces;

including 1910.401 through 1910.441. Specialty equipment may include but is not limited to; appropriate OSHA climbing and personal fall protection, AWWA and ADC approved commercial diving equipment dedicated to in-service potable water operations.

2. Dive team shall consist of a minimum of three persons. If two divers are submerged at the same time a minimum of a five-person dive team is required.

All dive team members must have ANSI/ACDE 01-1993 minimum commercial diver training. This requires a certificate of graduation from an ACDE certified commercial diving school or equivalent military or other training (minimum

600 hr.).

3. Dive team must have OSHA approved Standards, Procedures, and Safe

Practices Manual present and available or review at each dive location.

4. Work will be performed with minimal impact to the reservoirs and work site. All vehicles and support equipment shall be washed and free of any dirt or mud that could transfer foreign vegetation into the park.

INSPECTION

A. Inspections shall be performed according to NACE, ASNT standards, and cost. The inspection shall be accomplished as a continuous process by the diver and include a detailed final inspection. Contractor shall submit a comprehensive inspection checklist detailing all areas of inspection and deficiencies. The Government will approve the inspection list or amend the inspection list if necessary.

B. Diver shall have a helmet-mounted video camera with adequate lighting capable of supplying live video feed to the surface. The live video will be set up so that surface personnel can view underwater procedures as they are performed and so that procedures can be recorded on video tape along with live voice narration. This also provides the Government with a method of monitoring quality control, to ensure job is done completely and that the diver does not create turbidity. The video camera must have infinite focal range. Cameras with a limited short focal range are not acceptable. Handheld cameras and handheld video cameras, if used, will be used for still or detail images only.

C. Inspect man way and entry hatches, seals, supply, drain and overflow piping related to the tank, ceiling, interior and exterior ladders, floor and wall seams, interior and exterior walls coating and vents.

INSPECTION REPORT

Inspection report shall include a high resolution color video DVD with real time imprint and a time log indicating where each feature or problem area may be found. The DVD shall be narrated live by the divers and/or other personnel (in the control trailer). Provide one hard copy of the computer generated report with still color images of the fixtures and problem areas, along with a schematic diagram of each tank, and an updated Table 1 with field verified dimensions.

The contractor shall also provide the complete report in a single Adobe PDF file, and a copy of all editable individual files in the original format/software that was used to make the report on

CD medium.

Contractor shall document all areas within the tank requiring maintenance or repairs. This contract only addresses cleaning, inspection and final report of findings. No repairs will be authorized, they will be addressed separately at a later date.

SUBMITTALS

A. The Contractor shall submit a description of the diver’s equipment; a description of the video and voice communication equipment; a description of the de-chlorination process, and the inspection checklist.

SAFETY PLANS: A safety plan site specific for work at this location will be required prior to work taking place.

INSPECTION/ACCEPTANCE AND QUALITY CONTROL. The Park Contact will inspect and accept completed work and will be responsible for documenting Government’s acceptance of the work as 100% complete. Final payment shall not be made prior to Park Contact’s written final inspection, documenting date of acceptance indicating 100% completion. Payments will only be made for actual work completed as approved by the Park Contact.
