FOVA FY21 Wayside Exhibit Panels
1. BACKGROUND
Located on the north bank of the Columbia River, in sight of snowy mountain peaks and a vibrant urban landscape, Fort Vancouver National Historic Site has a rich cultural past. From a frontier fur trading post, to a powerful military legacy, the magic of flight, and the origin of the American Pacific Northwest, history is shared at four unique venues. Visitors from across the globe come here to discover stories of transition, settlement, conflict, and community.
Last year, over one million visitors came to this national park, and visitation trends upward annually. Many visitors are from Washington and Oregon, but a significant percentage is national and international heritage tourists. In addition, the park hosts approximately 20,000 students each year on formal educational field trips.
It is essential that all visitors have an efficient and safe wayfinding system around Fort Vancouver National Historic Site and the Vancouver National Historic Reserve. One of the main components of the wayfinding system has been “You are Here” map signs placed at strategic locations throughout the site. However, these signs are currently in very poor condition and are extremely difficult to interpret due to wear, vandalism, and fading.
The maps used for these panels have been redesigned to be easier to read, and to better meet National Park Service and universal accessibility standards. New signs will greatly benefit the public through more efficient wayfinding and an improved visitor experience.
2. PURPOSE
The purpose of this contract is to provide the park with replacement wayside exhibit panels.
3. SCOPE OF WORK
The Contractor shall provide the National Park Service with all labor, supplies, materials, and facilities necessary to provide wayside exhibit panels.
Print-ready artwork in digital format (Adobe Illustrator and PDF) will be supplied to the contractor on or before June 1, 2021.
There are twenty five (25) different panels – contractor shall provide two copies of each. The signs will be 36 inches wide by 24 inches tall x 0.125 inches thick gel coat laminate (GCL) with UV-safe full color inks.
One set of full-size, color proofs and one lab sample is required, with a minimum of two weeks for review.
4. DELIVERABLES
The contractor shall submit a proof for COR review and written approval in accordance with item A before proceeding with the next phase:
Item A: Full color proof of each panel and lab sample of GCL panel Item B: Fifty (50) wayside exhibit panels
5. DESTINATION POINT
Item A shall be delivered to:
National Park Service Fort Vancouver National Historic Site 612 East Reserve Street Vancouver, WA 98661
Item B shall be delivered to:
National Park Service Fort Vancouver National Historic Site 501 East 5th Street, Building 400 Vancouver, WA 98661
6. REVIEW AND APPROVAL
The COR will notify the contractor, in writing, of approval or rejection of the proof within 15 days. Any additions or corrections shall be completed within 30 calendar days. In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-for-day extension to the completion date.
7. PAYMENT
Upon completion and acceptance of all work, and receipt of a proper invoice, the contractor shall be paid a firm-fixed price.
8. TIME FOR COMPLETION
All work shall be completed on or before November 1, 2021.
9. WARRANTY
The contractor shall guarantee the workmanship against defects in work and material for a minimum of ten years. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.
If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.
Action may include but is not limited to:
A. Placing all work into satisfactory condition;
B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.
Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.
In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.
If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit.
The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.
