SECTION C – SPECIFICATIONS/DRAWINGS
Monocacy National Battlefield (MONO)
FY23 Lewis Barn Exterior Painting
3/22/223
Scope of Work
1.0 GENERAL
Monocacy National Battlefield (MONO), in Frederick, MD seeks an EPA Lead-Safe Certified and Licensed Painting contractor with a minimum of 5 years of industry experience, to prepare and paint the exterior of the Lewis Barn. Contracted services for this requirement include properly preparing lead-based surfaces for repainting by, removing lead-based paint, priming bare surfaces (if applicable), and applying up to three (3) coats of specified paint per the SOW and within the limits of the manufacturer’s recommendations on specified surfaces. A Lead Paint Report shall be provided for the Lewis Barn.
Performance on this requirement shall take place between May 1, 2023, through October 31, 2023. The delivery date is 120-Days After Award and not negotiable.
It is strongly recommended that the contractor’s visit and inspect the site to verify all estimated quantities, and existing conditions provided by the Government and to observe the complexities of conducting painting operations on a historic Government facility. Quotes will be broken down by using a government provided price schedule, which will provide a lump sum total for all elements. For this requirement safety, consultation, communication, and teamwork is critical. Quote accordingly.
2.0 PURPOSE and Background
As defined by the park’s Foundation Document, “The purpose of Monocacy National Battlefield is to preserve the… buildings, to commemorate the Battle of Monocacy…”. Historic and non-historic structures are critical to operations that preserve and interpret the Battle of Monocacy. Cyclic painting to protect building elements is pivotal to maintaining and preserving these structures. We are doing a comprehensive rehabilitation to the barn during late 2022 into spring 2023. The work this group is completing, includes rehabilitating structural member, replacing louvers, replacing siding, and fabricating new components. Additionally, they will be priming and painting the elements they are rehabilitating. The paint they are using is the paint described in section 3.1. The primer and paint that used in this scope needs to be exactly like this paint in technical, specifications and color. This work should be completed by the period of performance of this contract. The existing finishes of the barn not getting rehabilitated have exceeded their lifecycle and therefore require priming and painting to avert possible failure and/or resource damage. The work will include removing existing lead-based paint from existing finishes, priming, and painting with linseed oil paint. The contractor will need to follow

3.0 TASKS
Note: All quantities are provided as information only. Contractors shall be responsible for verifying all measurements and acquiring all quantities of material to complete this requirement.
The contractor shall bid accordingly for actual work described.
The contractor shall:
3.1 Provide all labor, supervision, materials, tools, supplies, transportation, license, certificates, permits, personal protection equipment, professional services, and equipment incidental to and necessary to provide lead abatement, paint preparation (scaffolding etc.), priming and painting exterior elements, as specified in the SOW on the Lewis Barn at Monocacy National Battlefield in Frederick, Maryland. The contractor shall know and understand the complexities of painting historic structures using linseed oil paint products.
3.1.1 Lewis Barn – 4403 Baker Valley Road, Frederick, Maryland 21704
The contractor is responsible for:
- Removing existing paint from old wood/not recently painted wood (~3116 sq. ft, not freshly painted and/or new). To discern the new wood from the old wood, the new wood will be freshly painted with a coat of the Falu Red Paint or Zinc White described in section 3.1. There will be a noticeable difference between old and new wood, as the old wood is not freshly painted, has chipping, or cracked paint and aged. This wood is historic and has lead present therefore precautions will need to be taken. The least invasive method of paint removal of the wood will need to be attempted first, these least invasive methods could be methods like wet scrapping or sanding. After paint stripping the old wood, the old wood needs to be able to accept a proper application of linseed oil primer or paint according to manufactures recommendations.
- Prepare for painting operations by protecting other surfaces not getting primed or painted (tape, tarp etc.)
- Applying one (1) coat of primer to all old wood on the Lewis Barn (~3116 sq ft.). All the louvers and ~30% of the wood siding and sliding barn doors are new and recently primed, so this section of work does not include those surfaces.
- Apply two (2) finish coats of paint on all the old wood of the Lewis Barn (~3116 sq ft.). All the louvers and ~30% of the wood siding and the sliding barn doors are new and recently painted, so this section of work does not include those surfaces.
- Apply one (1) color matched finish coat of paint over the all the wood elements of the barn (~5370 sq. ft). Expectations of this is to ensure proper blending of the paint between old wood elements and new wood elements. There should not be any noticeable visual differences between old and new wood elements which could include finish, sheen, color, texture etc.
**The exterior wood surfaces include but are not limited to, siding, trim, fascia, soffits, rake boards, and door assemblies (door, frame, casing, jamb, etc.). Contractor shall only perform described work to these surfaces, contractor shall not paint; non-wooden elements or finishes unless specified in the SOW or approved by the COR.
