Evaluation Factors https://www.acquisition.gov/far/4.2303#FAR_4_2303

15 | P a g e

Offerors shall submit a proposal that addresses the following evaluation criteria to be deemed technically acceptable:

1. Project Schedule

• Submission Instructions: Include a project schedule in your proposal that demonstrates a completion date that allows for the Government to receive the deliverables by the due date shown in the PWS. The schedule must demonstrate major milestones of key activities and the delivery dates and review periods for all deliverables.

• Evaluation Factor: Project schedules that provide a logical and efficient approach to complete all project elements as described in the task order PWS.

2. Technical Approach

• Submission Instructions: Include a description of proposed actions to evaluate the two wells. The proposed action must clearly demonstrate an understanding of the system as it has been described and must provide enough information to demonstrate step by step how the wells will be investigated. The technical approach shall also include a list of deliverables that will satisfy the requirements.

• Evaluation Factor: Technical approaches that comply with applicable contract requirements; are realistic, appropriate, and efficient; and demonstrate clear logic and scope.

3. Experience

• Submission Instructions: Include a summary of any past well evaluation projects in your proposal that demonstrates expertise and competence for the tasks described within the PWS. Past experiences must demonstrate key activities for all deliverables.

• Evaluation Factor: Relevant past experiences that provide a clear demonstration of an understanding of all project elements as described in the task order PWS.

To be considered for award a quoter must provide sufficient information in its quote to demonstrate that it has the technical capability to perform the services, have satisfactory past performance, and be reasonably priced. Quoters MUST have an active registration in the System for Award Management (SAM.gov) as of the closing date and time of the solicitation. Include your Unique Entity ID (UID) with your quote so that the government can verify both your SAM registration and business size.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
