INTRODUCTION AND BACKGROUND
Introduction:
The objectives of these two projects are to reforest a 624-acre fallow field with desirable hardwood species at St. Catherine Creek National Wildlife Refuge (NWR) in Adams County, Mississippi, and 24 acres on Yazoo NWR in Washington County, Mississippi. The Contractor will provide all materials and labor, including any chemical (prior approval is needed) or mechanical preparation, bareroot hardwood seedlings, machine planting of the seedlings at St. Catherine Creek NWR, and machine planting or hand planting of the seedlings on Yazoo NWR. The planting rate is 435 trees per acre on a 10’x10’ spacing. Final acreages for planting, planting method(s), tree species, and site preparation services are subject to review and will be confirmed by the U.S.
Fish and Wildlife Service (Service). The quote should include mowing, ripping, chemical application, machine planting, and hand planting on a per-acre basis.
Bids must be submitted on a per-acre basis.
(Ex. Seedling price x 435 = $/acre
Hand-planting = $/acre Machine-planting = $/acre
Mowing = $/acre Chemical site prep= $/acre
Mechanical site prep= $/acre)
GENERAL
The Contractor shall provide and plant bareroot hardwood seedings to meet the Contracting Officer’s Representative’s planting specifications as described in Section Description of Work (a) Planting specifications and (b) Seedling specifications shall meet industry standards (American Standard for Nursery Stock ANSI Z60.1) (AmericanHort. 2014), including seedling stock and quality, seedling care and handling, planting methods, and timing of planting. Species selection will be within the standards described in Section Description of Work
(d) Seedling species selection.
Failure of the Contractor to perform to the satisfaction of the Contracting Officer will be sufficient cause for the termination of the contract by the Government, or the requirement by the Government to provide seedlings of acceptable quality and plant them according to industry standards.
PLACE OF PERFORMANCE:
(a) Twenty-two planting sites totaling 600 acres are located within St. Catherine Creek National Wildlife Refuge (NWR) in Adams County, Mississippi (Figure 1 and Figure 2). The sites are fallow agricultural fields that have not been maintained since they were last planted in 2011. The site contains mostly hemp sesbania (Sesbania spp).
and cocklebur (Xiantium spp). Soil information for St. Catherine Creek NWR is shown in Figure 3 and an elevation map in Figure 4 to help with planning; gray areas within the elevation map’s parcels indicate open water, which may or may not be present at the time of this project.
(b) The 24-acre site at Yazoo NWR in Washington County, Mississippi, is a fallow agricultural field that has received some maintenance (Figure 5). Soil types are shown in Figure 6.
DESCRIPTION OF WORK:
(a) Planting specifications:
Bare root hardwood seedlings will be planted on a 10’ x 10’ spacing at a rate of 435 seedlings per acre during the optimum planting months of 2024-2025, ideally between December and February. If the timeframe of the period of performance cannot be met, contract extensions will be modified for a full year as planting must occur during the dormant season. Seedling availability may also require the extension for planting into the fall/winter of 2025- 2026. Site and access conditions may also cause reasonable delays and require modifications. See SPECIAL
CONDITIONS.
i. Species composition within rows should be mixed in an irregular or random fashion.
ii. Spacing shall average 10’ x 10’, but plantings should alternate species, periodically skip holes, or double-plant when necessary.
iii. Wet areas should be planted with the most water-tolerant species (e.g., bald cypress).
(b) Seedling specifications:
i. The Contractor will be responsible for providing up to 271,440 bare root seedlings (624 acres x 435 trees per acre).
ii. Bare-root seedlings shall be nursery grown conforming to ANSI- Z60.1 grading standards. Digging and preparation for shipment shall be done in such a manner that they will not cause shock or damage to branches, trunk, or root systems. All plant material shall be nursery-grown, well-branched, and well-proportioned, and shall have a fibrous root system. A well-branched root system characteristic of the variety specified shall be provided. The root system should be protected from desiccation. The Contracting Officer or their representative may inspect trees prior to and during planting with the right of rejection at any point throughout contract execution.
(c) Seedling storage and handling:
i. The Contractor is responsible for the proper care and storage of seedlings throughout the life of the contract, from pick-up to planting. Should planting not occur on the day of delivery, the Contractor shall store and care for the plants in an area approved by the Contracting Officer and/or refuge staff.
ii. The Contractor shall provide for the proper storage of seedlings, including maintaining adequately cool and humid storage throughout the planting contract. Seedlings should be protected from exposure to wind and direct sunlight until planted.
iii. Stock should be cold stored, or covered in straw, moist burlap, or similar material, as approved by the Contracting Officer, until the time of planting, which should be no longer than 3 days or as approved by the Contracting Officer. Care should be taken to avoid desiccation or damage to plant material when being moved from the source or storage site to the planting location(s). If trees cannot be planted within 24 hours of delivery, seedlings should be stored in the manner described above. Seedling handling on-site will also include proper root pruning to optimize the survival of seedlings.
(d) Seedling species selection:
The seedling mixture shall be species native to the Southeast Region of North America, with hard mast representing 30-60% of the total count and miscellaneous hardwoods representing the remainder. At least 3 oak species and 5 non-oak species must be selected from Table 1.
Understanding that certain species may not be available at the time of ordering seedlings, acceptable alternatives for some species are listed in Table 2. Substitutions will not be permitted without a written request from the Contractor for approval by the Contracting Officer. Proposed substitutions must possess the same essential characteristics as the species specified in regard to site suitability.
MOBILIZATION:
The Contractor will not be paid for mobilization or demobilization.
HOURS OF OPERATION:
All work will be performed during the dormant season when temperatures and planting conditions are within the recommended planting conditions published by the Mississippi State University Extension Service. This is generally from December 1 through February 28. Work is to be performed during the hours of 7:00 AM and 5:00 PM, Monday through Friday, unless the Contracting Officer approves an alternative schedule. No work will be conducted on Federal Holidays or weekends without Refuge approval.
TIMELINE:
This contract will be completed during the 2024-2025 or 2025-2026 planting season dependent on seedling availability or unfavorable planting conditions. At St. Catherine Creek NWR, the contract may be completed during the 2026-2027 planting season if prior seasons are impracticable for access.
WEATHER:
Planting operations may be suspended temporarily due to weather conditions such as rain or extended /excessively warm temperatures. When drought, excessive moisture, or other unsatisfactory conditions prevail, the work shall be stopped when directed by the Contracting Officer’s Representative.
SUPERVISION:
To ensure the performance and accomplishment of the work as outlined herein, the Contractor shall provide adequate and competent onsite supervision (with the ability to effectively communicate in English), for all work to be accomplished by the Contractor’s employees. When contract work is in progress, supervisory personnel shall be available at all times to receive notices, reports, or requests from the Site Representative or his authorized representative. NOTE: At no time shall Government representatives direct or supervise the activities of the Contractor’s employees.
INSPECTION AND IDENTIFICATION OF EQUIPMENT:

SUPERVISION:
(a) Equipment: The equipment described herein, for the purpose of ordering work when and as required, determining acceptability of work performed and inspecting equipment furnished by the Contractor, will be under the supervision of the Contracting Officer’s representative. However, this shall not relieve the Contractor or their responsible agents of any responsibility for the proper execution of the work in accordance with the contract and directives of the Contracting Officer issued thereafter.
(b) Personnel and work: The Contractor shall provide a person at the work site to receive instructions from the Contracting Officer or their authorized representative. This person will be responsible for implementing the Government’s instructions and will be responsible for the direct supervision of all contract employees.
GOVERNMENT RESPONSIBILITY:
The United States Fish and Wildlife Service shall:
1) Confirm with the Contractor the acreages, planting methods, and any site preparation actions prior to planting.
2) Brief the Contractor on the planting sites and access routes and provide the Contractor maps including electronic shapefiles of areas to be planted and/or other information for the purpose of further identification of the areas.).
3) Provide a point of contact to oversee tree planting and approve tree seedling quality.
4) Assume no responsibility for equipment, or injury to employees of the Contractor, nor for any damages or injury to persons or property of third parties at any time during the life of the contract. The Contractor shall hold and save the Service and its officers and agents harmless from all claims arising out of prosecution of the work under this contract.
5) Inspect and approve services and seedlings for payment.
6) Designate and schedule tree planting dates with Contractor, that will occur:
(a) St. Catherine Creek NWR: Between December 1 and February 28. (Note that access routes to the site are seasonally cut off because of flooding by the Mississippi River, usually between January 1 and June 30 annually).
(b) Yazoo NWR:. Between January 12 and February 28.
SPECIAL REQUIREMENTS:
(a) The Contractor will be required to make their own provisions for parking of their equipment.
(b) At St. Catherine Creek NWR, no two-wheel drive vehicles are allowed to drive into the site. Personal vehicles must be parked at a pre-arranged parking area. Only approved four-wheel drive vehicles with high clearance may enter and must remain on established route to and from the site. For a minimum initial visit, Contractor must be escorted by refuge staff.
(c) There are no on-site amenities (restrooms, potable water, electricity, etc.).
(d) No forklift, lift gate, ramp, or loading dock is available onsite. Seller’s transport vehicle(s) and personnel must have the means and ability to offload and load the seedlings, tools, etc.
(e) The Contractor is responsible for the removal and proper disposal of all refuse, trash, and garbage, including tree planting bags. Staging areas and planting sites must be in similar condition to pre-planting conditions at the close of the contract in regard to litter and soil rutting.
(f) All equipment used by the Contractor would be cleaned off-site of any soil and plant material prior to entering the refuge. If equipment leaves the work site for any reason it would be cleaned prior to re-entering the refuge.
(g) This requirement is to limit the potential for spread of exotic and invasive plants onto the refuge.
(h) Refuge managers have the authority to halt operations anytime due to unfavorable weather, flooded/closed access routes, damage to non-target vegetation, and non-cooperative operators, negative impacts to wildlife, and other reasons.
(i) Hunting will be occurring on the refuge during the planting window. The Contractor and all of their agents should wear a minimum of 500 square inches of hunter orange or a high visibility safety vest as a safety precaution while in the field. The project area may be temporarily posted as closed to hunting for the safety of the planting crew while planting is in progress.
EXPENSES OF OPERATION AND REPAIR:
The Contractor shall furnish at their own expense all skilled operators, labor, fuel, and necessary equipment for transportation of materials, including operators, laborers, appliances, equipment, and supplies, and shall bear all expenses incidental to the efficient execution of the project.

The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
http://www.cpars.gov/ http://www.cpars.gov/
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre- award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
