About this file
This document is an amendment to Solicitation 140F0S25Q0002 for tree planting services for the Theodore Roosevelt National Wildlife Refuge Complex. The amendment provides Q&A responses addressing the planting period, prevailing wage requirements, number and locations of work sites, and current site conditions.
The solicitation is for tree seedling planting at two refuge locations - St. Catherine Creek NWR and Yazoo NWR. The planting period is limited to December through February, and the work is subject to prevailing wage requirements. The two work sites are approximately 144 miles apart, with the St. Catherine Creek site located in a floodplain that is seasonally inaccessible. Site preparation varies, with the Yazoo NWR site requiring mowing, ripping, chemical application, machine planting, and hand planting on a per acre basis. The period of performance is extended to February 28, 2026. The contracting POC is Joni Dutcher, and the technical POCs are Joseph (Bailey) Simpson and Lorri Johnson.

Roosevelt National Wildlife Refuge Complex Tree Planting
1. We were wondering if the POP could be flexible to start in early March next season. Our
H2B workforce will not arrive until that time.
- No, we have a very specific planting period for the identified tree species. Success is expected to decline outside of the defined window. In the Statement of Work in Section
Planting Specifications "the optimum planting months of 2024-2025, ideally between December and February."
- St. Catherine Creek NWR: Between December 1 and February 28. (Note that access routes to the site are seasonally cut off because of flooding by the Mississippi River, usually

2. Is this job prevailing wage?
- Yes
3. How many different tracts make up this project?
- 2 tracts - please refer to the SOW
4. If there are multiple tracts how far apart are they?
- Google maps indicates ~144 miles or ~2 hrs. 36 min (refer to map below).
5. What is the current site prep condition?
- Site conditions vary; however, St. Catherine
Creek NWR's tract is within the flood plain of the Mississippi River, and this site historically was heavily farmed. Currently, very little early successional woody vegetation occurs across this site. Yazoo NWR's tract had early successional woody species such as sweet gum that was recently
(~1 month ago) bushhogged and set back to ground level. The SOW states: "The quote should include mowing, ripping, chemical application, machine planting, and hand planting on a per acre basis."
