This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and award. This announcement constitutes the only solicitation;
quotes are being requested and a separate written solicitation will not be issued. U.S. Fish and Wildlife Service has a requirement for a Leadership Instructor. The period of performance will be a base year and one option year. This posting will be referred to under Request for Quotation (RFQ) Number 140F0321Q0023. This document is conducted under the procedures of FAR Parts 12 and 13 incorporating provisions and clauses in effect through the current Federal Acquisition Circular (FAC) 2021- 02. This requirement is set aside for small business. The North American Industrial Classification System (NAICS) number is 541990, All Other Professional, Scientific and Technical service with a business size standard of $16.50.
In order to have a quote considered, all bidders must be registered in the System Award Management website (https://www.sam.gov
This requirement is for a Leadership Instructor who will independently provide support services to satisfy the overall operational objectives of the U.S. Fish and Wildlife Service/Office of Law Enforcement (OLE). The primary objective is to support OLE, Branch of Training and Inspection (BTI) international training missions specifically for the Wildlife Seizure Training Program.
The Government intends to award a firm fixed contract as a result of this combined synopsis solicitation.
Offerors must submit quotes via email to Lauretha_Randle@fws.gov. All interested Contractors shall provide a quote as follows:
Questions regarding this Solicitation must be submitted in writing, no later than Friday, March 5, 2021 at 1:00pm Central Time. If necessary, questions received will be answered through an Amendment to this Solicitation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial items, other than—

52.217-8 Option To Extend Services. (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (Apr 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice; Copy of invoice.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973- 3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

Offeror shall be required to submit a written proposal. Written proposals shall be comprised of two volumes.
Volume I – Technical Proposal (1 electronic copy). Volume I shall address each technical factor/sub-factor and past performance. Volume I is limited to a maximum of 10 pages. Volume I shall not contain any pricing data. Each of the factors below shall be contained in Volume I, identified, and discussed separately.
Factor 1: Technical Capability: The offeror shall submit a narrative response that clearly demonstrates its understanding of and the approach to accomplishing the service requirements set forth in the Performance Work Statement. The offeror shall also list the proposed key personnel and their experience in this section.
Factor 2: Past Performance: three (3) relevant projects, but no more than five (5) relevant projects completed in the past five (5) years that are similar in scope and complexity to the project requirements specified in this solicitation. The contracts may include those entered into with Federal, State, and local governments, and commercial businesses.
