Statement of Work

1.0 INTRODUCTION

The Bureau of Indian Affairs (BIA) Division of Water and Power (DWP) requires support services to assist in all aspects of the DWP mission. DWP comprises three Branches, the Branch of Irrigation and Power (BIP), the Branch of Dam Safety, Security and Emergency Management (DSSEM) and the Branch of Water Resources (BWR). The required support includes general administrative and technical expertise with regard to DWP processes and functions. The contractor shall provide technical expertise across a broad range of technologies and disciplines.

It is the mission of the DWP to promote self-determination, economic opportunities, and public safety through the sound management of irrigation, dam, and power facilities owned or operated by the BIA. In support of this mission, DWP is committed to the following:

Providing quality services and improved accountability, including protecting and preserving life, property, and trust resources.

Assisting tribes in the management of water resources through measurement, analysis, and modeling.

Promoting the transfer of management, administration, operation, maintenance, and rehabilitation of irrigation, dam, and power facilities to tribes, irrigators, and water user associations.

Fostering communication, cooperation, and consultation among Federal, State, tribal, and local organizations related to water resources, irrigation, power, dam safety, security, and emergency management activities.

Hiring, training, and retaining highly qualified personnel to manage, operate, maintain, construct, and rehabilitate DWP infrastructure (and to conduct financial matters that support these activities).

Promoting state-of-the-art technologies to improve the management and conservation of water resources in a sustainable manner, while maximizing economic benefits.

Encouraging modern business practices and innovative business techniques to meet the ever-changing needs of our mission.

The DWP is responsible for the management, operation, maintenance, rehabilitation, asset

Document Title Department of Water and Power Technical Assistance & Administrative Support Services management, and Operations and Maintenance (O&M) billing and collection of BIA-owned irrigation and power projects; and under the Safety of Dams (SOD) program, for maintenance and rehabilitation of dams on Indian lands. The DWP is also responsible for providing policy, oversight, advisory, and technical support to BIA regions, agencies, and projects on water resources, irrigation, power, SOD, and Federal Energy Regulatory Commission (FERC) hydropower licensing and re-licensing.

Dam Safety, Security, and Emergency Management:

The mission of the SOD program is to ensure dams are adequately maintained, managed, and monitored to reduce the potential loss of human life and property damage resulting from dam failures. Furthermore, the BIA SOD program endeavors to ensure that program dams are maintained in satisfactory condition on a long-term basis and to promote awareness and access to the beneficial uses achieved through public investments in BIA dam infrastructure. These dams comprise a significant part of the water resources infrastructure and trust assets for the various Indian reservations.

The portfolio of SOD program dams is managed using a risk-informed approach. The primary emphasis is to protect downstream residents from undue risks, utilizing a risk-informed decision process to prioritize risk-reduction actions. Continuous and periodic dam inspections and evaluations are critical to an effective SOD program. The robust risk-informed approach is a best practice adopted to develop balanced and informed assessments of the safety of program dams and to evaluate, prioritize, and justify dam safety decisions.

Key SOD program activities include, but are not limited to:

Risk Management and Risk Reduction: To effectively utilize SOD Program resources, a risk-informed approach is used to prioritize dam safety assessments, to aid in decision making, to protect downstream populations from the consequences of dam failure, to support justification for risk-reduction actions where needed, and to prioritize funding for SOD projects. Risk-reduction actions include repair and rehabilitation to address static, seismic, and/or hydrologic potential failure modes.

Emergency Management (EM) and Early Warning Systems (EWSs): EM helps reduce the likelihood of life loss and damage to property from a dam failure. EWSs and EAPs are developed, implemented, and maintained. The BIA conducts tabletop and functional exercises of all EAPs on a regular basis. The program is responsible for installing and maintaining EWSs on dams. With the assistance of Tribes, BIA has installed an EWS on nearly all BIA Program dams across the United States. The EWSs are currently connected to the BIA’s National Monitoring Center (NMC) in Ronan, Montana. This facility is operated by the Confederated Salish and Kootenai Tribes on the Flathead Indian Reservation.

Inspections and Evaluations: These activities provide key information necessary to determine the overall condition of dams. BIA schedules annual inspections in addition to Periodic Reviews (PRs), and Comprehensive Reviews (CRs) on rotating 10-year cycles. Risk assessments integrate the analytical methods of risk analysis along with the sound professional judgment of engineers, architect and engineer (A/E) consultants, and review boards to determine reasonable actions which will minimize risk at BIA facilities.

Maintenance and Repairs: Recurring maintenance and repairs are performed to keep dams from deteriorating into an unsafe condition. Annual maintenance is performed on EWS facilities and

Security: Security assessments are performed to ensure adequate security for key dam facilities and structures against credible threats. Appropriate protective measures are implemented.

Irrigation and Power:

The mission of the BIA Office of Trust Services, DWP is to support self-determination, economic opportunities, and public safety through the sound management of irrigation, dam, and power facilities under its jurisdiction. The goal of the Indian Irrigation Program is to improve the management of land and natural resource assets through the delivery of water consistent with applicable state and Federal law, in an environmentally responsible and cost-efficient manner.

Indian Affairs has seventeen BIA Indian Irrigation Projects in its asset inventory, which deliver water to over 780,000 acres, through over 6,000 miles of canals and more than 52,000 irrigation structures. Fifteen of the Indian Irrigation Projects are revenue-generating, in which they derive all or part of their operating funds from annual assessments to irrigation customers. The annual receipt funds for the fifteen revenue-generating Indian Irrigation Projects are approximately $36 million (FY18). Due in large part to the age of the infrastructure and lack of funding, significant deferred maintenance has accrued and is estimated to be $791 million (FY19).

The BIA has three power utilities, Colorado River Agency – Electrical Services (CRAES), San Carlos Irrigation Project (SCIP) – Power Division and Mission Valley Power (MVP). The power projects operate and maintain distribution systems, similar to electrical cooperatives. All three power projects rely 100% on revenues from users. SCIP and CRAES are federal power projects located in Arizona operated by the BIA. MVP is a federal power project located in western Montana operated under a P.L. 93-638 contract with the Confederated Salish and Kootenai Tribes. All three utilities were originally constructed as part of their associated irrigation projects, but are currently operated separately from the irrigation projects.

The Mission of the three utilities is to provide economical, reliable, and available electrical power for residential and commercial use as well as a development tool for tribal self-determination projects by their associated tribes. They accomplish this mission by providing electric services throughout the respective Reservations, serving both Native and non-Indian constituents.

Key Irrigation and Power program support activities include, but are not limited to:

O&M Billing, Collection and Rate Setting: The National Irrigation Information Management System (NIIMS) provides billing, collection, and rate setting functionality and support activities for 16 Indian Irrigation Projects, primarily using contract staff. The ability for water users to submit payments via credit cards and electronic funds transfer has been provided through Treasury's pay.gov system. Scanning of checks through Treasury's OTCnet module enables faster posting of payments as well as increasing internal controls. Contractor support includes technical accounting, administrative support including all billing and collection related activities, database administration using SoftwareAG and Adabase, and report generation and customization for all NIIMS requirements.

Asset Management: All facility management reporting for the DWP, including deferred maintenance, is conducted using Maximo, an industry-leading state-of-the-art solution for property and maintenance management. This tool is being fully deployed for irrigation projects, power projects, and dams. Its primary focus is the management of real property assets and will

Document Title Department of Water and Power Technical Assistance & Administrative Support Services be accomplished in part through implementation of the MAXIMO® Asset Management System.

Maximo system software is the Departmental required standard for asset and facility maintenance management.

Decision Support Systems: Contract staff is key in the development and ongoing maintenance of Decision Support tools that integrate geospatial data with funding updates, completion status, failure impacts, Maximo information, existing reports, and other data sets supporting DWP Programs. Additional development and maintenance is a key requirement of this contract.

Technical Assistance: DWP provides technical assistance and Program oversight in a variety of areas including tracking the 6,000 miles of canals and more than 52,000 irrigation structures, support for the 17 Indian Irrigation Projects and three BIA Power Utilities, map development, Program Reviews, funds management, and integrating a variety of information for decision support. Technical contractor expertise is critical to the success of the program.

2.0 SCOPE

2.1 General

The scope of this effort is to provide technical, programmatic/financial, contractual and administrative support to BIA DWP for existing and future efforts. The services sought will be applied to the support of DWP core functions related to management, operations, maintenance and repair of irrigation, dam, and power infrastructure. Services include:

Engineering technical services in a variety of disciplines including agricultural, civil, mechanical, and electrical and controls. Additional technical services required include physical science activities related to the DWP program, such as geological, hydrologic, geophysical and related discipline activity. Additionally, services related to financial tracking and accountability are required. Administrative support services related to internal coordination and tracking are also required.

The contractor shall assist in developing strategic and technical plans and shall assist with conducting technical analyses and assessments in support of DWP efforts. The contractor will help identify and translate user requirements.

The contractor shall provide research expertise and program support of Government activities with regard to procurements, schedules, and technology/system transfer efforts, program documentation reviews, technical progress and milestone tracking, and execution and evaluation of various technical products.

Assist in developing technical engineering products related to dam, irrigation and power infrastructure, including but not limited to, hydrologic studies, hydraulic studies, geotechnical, electrical studies related to utility grid and pumping plants, risk analyses, remediation design, value engineering, planning studies, power and irrigation rate studies, remote monitoring systems, technical document review, and other related activities.

Assist in preparing and tracking technical, schedule, financial and budgetary data to ensure that

Gather information and assist in preparing contract specific financial execution documentation such as deferred maintenance tracking, funds disbursement and receipt tracking and other appropriate justifications.

Assist the program managers in strategic planning of budgetary and schedule trade-offs/variance analysis during the life cycle of efforts in their portfolio.

Provide temporary off-site facilities for meetings, conferences and workshops, facilitate these technical meetings, and provide feedback to the program managers on an as needed basis.

Provide administrative and technical support on-site at BIA DWP offices in Lakewood, CO or other BIA facilities as necessary.

Provide Geospatial systems support, and database administrative services for a variety of DWP functions.

The contractor shall provide personnel who have the necessary skills and expertise to accomplish their assigned functions and ensure performance is maintained for all tasks. The contractor shall use effective benchmarks measuring actual performance against quantifiable goals to report on their quality of service.

The contractor shall provide orientation and continuous training for all new and existing personnel employed in support of this effort to ensure that services provided are efficient and seamless. Training shall cover the latest applicable technological advances, processes, procedures, policies, applications and tools employed by BIA DWP. Topics shall also include safety, first aid, CPR, and other appropriate office and field types of training.

Facility safety/Continuity of Operations activities

3.0 TECHNICAL REQUIREMENTS

The contractor shall provide the technical and administrative personnel and expertise to accomplish the following:

3.1.1. Strategic Planning: The contractor shall work with the program managers in developing strategic and technical plans to promote the DWP mission within the guidelines and time frame requested by the program manager.

3.1.2. Acquisition Support: The contractor shall provide assistance in drafting Scopes of Work, performing cost estimates, and other associated acquisition tasks. The contractor shall be prohibited from submitting proposals/quotes for any acquisitions they have assisted with.

3.1.3. Technical Assistance:

3.1.3.a - The contractor shall provide technical services related to dam safety engineering, including but not limited to hydrologic and hydraulic studies, condition assessments, risk analyses, site investigations, design analyses, design services, planning studies, value engineering, remote sensors, controls and inspection services.

3.1.3.b - The contractor shall provide technical services related to Irrigation and Power activities, including but not limited to condition assessments, risk analyses, site investigations, program reviews and related A-123 activities, technical writing, Operation and Maintenance Guideline development and updates, Standing Operating Procedure (SOP) development, design analyses, design services, planning studies, controls, inspection services, land use spatial information including NIIMS parcel information, carteview conversion of land data description to a geospatial location, land parcel layer development, Database Organizational Guidelines (DOG) maintenance and support, Irrigation Fact Sheet updates, and Indian Irrigation Project knowledge support.

3.1.4. Trainings and Briefings: The contractor shall assist in planning, organizing and hosting trainings and briefings for stakeholders of the DWP program. Trainings and briefings may include technical, administrative and financial topics.

3.1.5. Administrative Support: The contractor shall provide administrative support services related to internal coordination, records management, financial tracking, end user support and training, billing and collection activities, HR Classification expertise for new positions, and related tasks.

3.1.6. Policy Support: The contractor shall provide input to program policy documents, including CFR, IAM and Handbook updates. The contractor will maintain updated standard operating procedures and checklists that describe consistent steps for handling most commonly-encountered situations.

3.1.7 Irrigation Services: The contractor shall provide technical services related to irrigation operations, maintenance, engineering, and modernization including but not limited to hydrologic and hydraulic studies, condition assessments, asset management, risk analyses, site investigations, design analyses, design services, planning studies, value engineering, remote sensors, controls, documentation of operations processes, and inspection services.

Database and Systems Administration: The contractor shall provide technical services for a National Irrigation Information Management System (NIIMS), and other DWP data programs related to database administration, server maintenance, software deployment, ongoing modernization, and all other activities required to maintain the current and future needs of the DWP. NIIMS also interoperates with other DOI and BIA systems as well as Treasury shared services, and these interfaces must be supported and enhanced to meet ongoing modernization and security expectations.

3.1.9 Geospatial Support: The contractor shall provide technical services related to Geospatial support for all DWP programs, including support of the DWP Decision Support System (DSS) Platform, comprised of server backend system for the Colorado River Agency Meter Map (CRAM) production system deployed at CRA-ES, and planned for SCIP Power, the DWP DSS, and other applications.

3.1.10 Accounting: The contractor shall provide technical accounting support for a National Irrigation Information Management System (NIIMS) with complex land ownerships, sophisticated billing logic, and Multi-million dollar collections. Contract team also supports NIIMS interfaces with other DOI and BIA systems as well as Treasury shared services.

4.0 PERSONNEL REQUIREMENTS

4.1. Expertise Requirements

The contractor shall provide qualified, experienced engineering and technical support personnel, management support personnel, and administrative support personnel to accomplish the tasks and deliver the services required by this Statement of Work.

4.2. Specialized Labor Categories, Technical Requirements and Areas of Support

Positions included in the scope of this contract are included in four labor categories:

Management, Engineering, Physical Science, and Support. Each Labor Category contains various technical qualifications and experience requirements as delineated below:

Labor Category I: Management Program Manager

Education: Bachelor of Science or Art degree in Physics, Chemistry, Math, or Engineering

Level I Experience Requirements/Duties: At least ten years as a Program Manager with demonstrated experience in a supervisory capacity responsible for highly effective support in planning, developing, integrating, and executing major water resource programs for federal agencies with extensive and diversified requirements. Demonstrated experience must include (1)

and (7) providing coordinated and timely responses to requests and taskings, including independently reprioritizing tasks as requirements change. Individual will have demonstrated creativity, foresight, and mature judgment in anticipating and solving unprecedented problems.

At least three years of experience working with Bureau of Indian Affairs Managers is highly desirable.

Technical Coordinator

Education Requirements: At least a Bachelor of Science or Art degree in Engineering or Physical Science

Level I Experience Requirements/Duties: This position oversees the day-to-day operations of this effort. Individual will have three-to-five years of leading technical efforts. Individual will have demonstrated experience with Federal Dam Safety policies and procedures and/or demonstrated experience with industry best practices for irrigation, power, and/or financial systems policies and procedures. Individual will demonstrate creativity, foresight, and mature judgment in anticipating and solving unprecedented problems. Individual will have demonstrated experience in organizing and conducting meetings in program management topics, and in providing coordinated and timely response to technical programmatic tasking. At least three years’ experience working with Bureau of Indian Affairs Managers is highly desirable.

Advanced degrees, including Master of Science or Ph.D. are highly desirable.

Labor Category II: Engineering Engineer

Education: Bachelors of Science in Civil, Agricultural, Mechanical, Electrical Engineering, or similar, from an ABET Accredited Institution.

Level I Experience/Requirements: Evidence of having successfully passed the Fundamental of Engineering Exam is required. Demonstrated skills and interest in water resources, or power generation or distribution is required. Demonstrated skills in conceiving, planning and problem solving in areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated techniques is required.

Level II Experience/ Requirements: Evidence of obtaining professional engineering licensure in any state is required. At least four years of experience participating in design or analysis of water resource, or power generation or distribution infrastructure is required. Experience with Federal Design standards of dams, levees and/or associated infrastructure is required for Civil

Engineering individuals is required. Experience with Federal Dam Safety standards is highly desirable. Experience with Industry Design standards for irrigation canals, structures, and pipelines is required for Agricultural or Civil Engineering individuals supporting the BIA Irrigation Program. Experience with Industry Design standards for power utilities is required for Electrical Engineering individuals supporting the BIA Power Program. At least three years’ experience, background and knowledge of one or more DWP programs, is highly desirable.

At least 3 years of experience directing work of a multi-discipline technical team. Experience with Industry Design standards for irrigation canals, structures, and pipelines is required for Agricultural or Civil Engineering individuals supporting the BIA Irrigation Program. Experience with Industry Design standards for power utilities is required for Electrical Engineering individuals supporting the BIA Power Program. At least 10 years of experience with Irrigation Projects or Power Utilities is required for positions supporting the BIP Branch. At least three years’ experience, background and knowledge of one or more DWP programs, is highly desirable.

Engineering Subject Matter Expert

Physical Scientist Education: Bachelor of Science or Art degree in Physics, Hydrology, Geology, Geography, Geospatial Information Systems, Geospatial Architecture, Geophysics, Computer Science, Chemistry, Math, Meteorology, Atmospheric Science, Engineering or other applicable technical field.

Level I Experience/Requirements: Demonstrated understanding of the physical phenomena governing the respective discipline. Demonstrated interest in water resource or power generation or distribution systems. Demonstrated skill in conceiving, planning and problem solving in areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated techniques is required.

Level II Experience/Requirements: At least 5 years of experience performing technical analyses related to the specific discipline. Demonstrated ability to independently complete substantial technical tasks related to the specific discipline. Demonstrated skill in conceiving, planning and problem solving in areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated techniques is required. Demonstrated skill in water resource or power generation or distribution systems, or experience with one of the following software or database development technologies may commute up to 5 years of experience when requested by the government: Visual Basic for Applications (VBA), HTML, Enterprise Geodatabase Architecture, Web Application Development, JavaScript, Standardized Query Language (SQL), Full Stack Development, or Oracle.

Higher level education is highly desirable.

Labor Category IV: Support Technical Writer

Education: A Bachelor of Science or Art degree.

Level I Experience/Requirements: At least four years’ experience in analyzing and preparing documentation, writing, editing, and interpreting technical documentation standards and preparing documentation accordingly. At least three years’ experience, background and knowledge of one or more DWP programs, is highly desirable. Higher level education is highly desirable.

Administrative Assistant

Education: At least a High School Diploma or GED.

Level I Experience/Requirements: At least three years with progressive responsibility in organizing reports, etc.; providing assistance in tracking contract deliverables and organizing meetings; and taking notes of minutes; and providing administrative assistance to all members of the technical team as required. Must have good communication skills. Demonstrated experience must include at least two years creating, compiling, and editing computer-generated documentation including technical text and graphics. Strong spelling and grammar skills, and ability to put documents in proper format is required.

Level II Experience/Requirements: At least seven years with progressive responsibility in organizing reports, etc.; providing assistance in tracking contract deliverables and organizing meetings; and taking notes of minutes; and providing administrative assistance to all members of

Demonstrated experience must include at least five years creating, compiling, and editing computer-generated documentation including technical text and graphics. Level III Experience/Requirements: At least twelve years with progressive responsibility in reorganizing and streamlining the administrative side of business operations, organizing reports, etc.; providing assistance in tracking contract deliverables and organizing meetings; taking notes of minutes; and providing administrative assistance to all members of a technical and/or business team as required. Must have excellent written and verbal communication skills. Meet a high degree of quality in deliverables with the ability to perform most business process analysis and streamlining.

Accountant

Education: Bachelor’s Degree in Accounting or a Master’s of Business Administration, CPA Desirable

Experience: A minimum of ten years progressive Accounting/Finance experience with a highly-complex application system of systems. Extensive knowledge of government financial regulations and Generally Accepted Accounting Principles (GAAP) across accounting functions including as Accounts Payable, Accounts Receivables, Payroll, Reporting, etc. Proficient in monitoring changes in Federal financial and accounting regulations, policies and procedures, and recommending methods of compliance. Proven background in analyzing fiscal operations to determine the adequacy, effectiveness, and appropriateness of the administrative system, the related interfaces, internal controls, and operating procedures. Ability to design and deploy solutions which deploy selected course of actions and measure results. Ability to devise structured system test plans for financial/accounting subsystems or modules, and compare anticipated with actual results to ensure the integrity of financial management data. Ability to operate diverse automated systems (NIIMS, BERT, FBMS and Treasury shared services). Serve as the primary Agency contact for quarterly Treasury Report on Receivables deliverable and Treasury referrals for BIA irrigation and power.

Database Administrator

Education: Bachelors of Science in Computer Science, Engineering or equivalent professional experience

Experience: A minimum of ten years of progressive Database Administrator (DBA) experience with complex database/application systems and their associated issues and alternatives for effective resolution. BIA systems interface with external systems, and proven expertise in securing database schemas while participating in operations where the backend systems are networked is required. Current requirements also include expertise in Software AG and Adabase development/operations or modern database management systems, and software/systems

Senior Software Developer Education: Bachelors of Science in Computer Science or similar

Proven expertise in building solutions that make the technology align more closely with evolving business requirements. Ability to develop new system modules and services in support of migrating legacy software to modernized platform solution.

MAXIMO Consultant

Education: Bachelor of Science Degree in Computer Science or an area of study related to Asset Management or similar.

Level I Experience/Requirements: A minimum four years of experience in Maximo maintenance management. Knowledge of Maximo configuration, customizations, and work management processes. Provide CMMS implementation and Maximo functional/technical support and system administration. Demonstrate proficiency with the Maximo modules such as:

Preventive Maintenance, Job Plans, Assets, Locations, Work Orders, Inventory, Tools, People, etc. Ability to utilize Maximo integration framework technology. Experience with Maximo program Tier 2 help desk support. Knowledge of training program methodologies and the development of the associated training materials. Analyze and document business and functional requirements and system design specifications.

Level II Experience/Requirements: A minimum of six years of experience in Maximo maintenance management including progressive software development experience with complex database issues. Ability to develop new code in support of migrating legacy software to meet current requirements. Expert knowledge of MAXIMO® programs and computer database structures and platforms is required. Comprehensive knowledge in performing customization to MAXIMO® programs resulting in products supporting each of DWP's programs. Candidates possessing registration as an IBM Certified Deployment Professional - Maximo Asset Management/Tivoli Process Automation Engine V7.5 (or newer) certification is acceptable in lieu of the years of experience. Specialized knowledge to provide leadership to others and provide guidance to the overall program in the implementation of procedures, methods, and techniques resulting in positive and accurate results for the DWP's reporting requirements.

Thorough knowledge of the DOI Asset Management Plan, BIA Asset Management Plan, Federal Real Property Profile (FRPP), the Federal Acquisition Regulation (FAR) regulations.

MAXIMO Analyst Education: Bachelor’s Degree in Computer Science or a related area.

Level I Experience/Requirements: Ability to provide support for the Maximo program including implementation, data collection and work order entry. Experience with Tier 1 help desk support. Support Services Subject Matter Expert

Education: Bachelors of Science or Arts. Education requirements can be substituted for substantial experience in specific federal government policies and procedures related to human resources, organizational structure, acquisitions regulations or self-determination legislation.

Level I Experience/Requirements: At least 15 years’ experience in the specialty field required and have expert credentials or be recognized as an authority. The individual will have demonstrated skills in conceiving, planning and conducting research and analysis in difficult policy and procedural problem areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques. Higher level education is highly desirable.

4.3. Continuing Education

To maintain the highest level of technical competence, all individuals in Labor Categories I, II and III must participate in at least 80 hours per year of technical training specific to their discipline, which is not paid for by the Government. Labor Category IV requires 40 hours of training per year. Training may include in-person participation in conferences or workshops hosted by national organizations related to the DWP mission, or other specific technical seminars or classes related to the DWP program.
