Questions and Answers
1. The instructions in the solicitation state that the POCs must return questionnaires directly to BIA. However, Attachment 2 instructions indicate that client POCs send completed PPQs back to the offeror for submission with our proposal. Can you clarify which is correct?
Government Answer: The past performance questionnaire attachment should be submitted to the CO from the POC. If the POC cannot submit one on time, then the Offeror should complete the questionnaire and submit to the CO with their proposal.
2. The instructions within the questionnaire state: "AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE." Please clarify whether an interim CPAR falls within this guidance or if these instructions only apply to contracts with final CPARs available.
Government Answer: This applies to a final CPARS. If a CPARS is available for the contracts listed in your past performance, then you do not need a PPQ.
3. The POCs listed in the PPQ include CO/COR. Is the offeror required to submit PPQs only to individuals with that title or can we submit to another individual(s) who best knows the work?
Government Answer: Client information in block 5 does not specify CO/COR. Any technical person on the contract can complete the PPQ. Block 6 describes the client’s role in the project.
4. The Past Performance Information Summary document is three pages and there is a five page limit per reference. In order to respond to all of the information requested in the document and effectively articulate relevancy, may we use our own template in our proposal response, as long as it follows the organizational structure and contains all of the information included in the Attachment?
Government Answer: Yes, you can use your own template as long as it contains the requested information in Attachment 2.
5. Past performance contents are limited to a total of 25 pages. This does not include the cover page, a table of contents, a list of figures, and a list of exhibits if placed in a separate Tab at the end of the proposal.
Please clarify which items are to be placed at the end of the proposal. In other words, should the table of contents, list of figures, and list of exhibits be placed at the end of the proposal rather than ahead of the written proposal content - or is it the Government's intent that the actual exhibits (e.g., completed Past Performance Questionnaires, CPARs, other) are placed at the end of the proposal as attachments or appendices?
Government Answer: It is not the governments intent that the past performance information be placed at the end of the proposal as attachments. Only tables, figures, exhibits, etc. should be placed at the end of the proposal.
6. The labor category table on Page 21 appears to be missing the Subject Matter Expert position. Was this category meant to be included in the table for pricing?
Government Answer: There is no SME labor category for the table on page 21 because it is for support. Each table is for a differect category of labor. There are 4 in total.
7. As resumes do not count towards the 30 page limit in the Technical and Management proposal, may we include resumes as an appendix at the end of the volume (and following the 4-page limitation per resume)?
Government Answer:
8. The education requirement for the Program manager is Bachelor of Science or Art degree in Physics, Chemistry, Math, or Engineering. Will the Government consider adding "other related" to the position description?
Government Answer: Yes, the SOW will be updated in Amendment 0001 to include “physical sciences” to the position description.
9. Other than the font size specified for resumes (no smaller than 10 points), there are no instructions for proposal font size, including for tables and graphics. Can you provide guidance as to minimum and maximum fonts and margins allowed?
Government Answer: No smaller than 10 point font. Any margins, fonts, tables, and graphics are allowed as long as they conform to total pages allowed in the solicitation
