About this file
This is a Request for Quote (RFQ) for aftercooler core servicing on the NOAA Ship Thomas Jefferson, issued by the National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations.
The solicitation is a 100% small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a 1,300-employee size standard. Three firm-fixed-price line items are included for aftercooler core servicing at three separate locations and timeframes: (1) Morehead City, North Carolina, April 27–May 1, 2026; (2) Norfolk, Virginia, June 22–26, 2026; and (3) Charleston, South Carolina, September 7–October 2026. A fourth line item requests pricing for growth work with three hourly labor rate categories (regular, overtime, and holiday/weekend overtime). The contract will be awarded based on best value, considering OEM carrier training/certification, past experience and performance, and best price. Quotations must be submitted electronically by April 23, 2026, at 12:00 PM Eastern Time to alexander.cancela@noaa.gov. Questions must be submitted in writing by April 20, 2025, at 12:00 PM ET. The vendor must be an authorized Caterpillar distributor or certified technician and provide at least three references for similar cooler service work performed within the past three years. All offerors must register in SAM.gov and provide detailed cost breakdowns, liability insurance documentation, compliance statements, and acknowledgment of any solicitation amendments with their offers.

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch
2. Description of supplies or services required to meet agency needs (including the estimated value).
OEM parts and qualified service for Ferdinand Hassler CAT marine engines; C32 MPDE & C9 SSDGs.
3. Identification of the single source or the brand name to be solicited.
CAT Authorized dealer and service provider
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. This brand name is a direct replacement of existing units. In order to assure quality and longevity OEM parts are utilized on the engines and OEM authorized service providers are utilized for installation efforts when Ship’s Force requires help. Procurements ending in non-OEM parts &/or properly trained service providers may result in additional costs to the Government IWO damaged machinery and downtime.
5. Market Research.
These units are available from multiple distributors
6. Technical/Requirements Representative Certification I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
