About this file

This is a Statement of Work for aftercooler core replacement and cleaning services aboard the NOAA Ship FERDINAND R. HASSLER. The work involves removing and replacing government-furnished aftercooler cores on four diesel engines: two Caterpillar C-32 main propulsion diesel engines (MPDEs) and two Caterpillar C9 ship's service diesel generators (SSDGs), with serial numbers PME RND00123, SME RND00124, PDG C9J00506, and SDG C9J00507.

The contractor must perform the following primary tasks: install the provided aftercooler cores on all four engines; provide new OEM seal and gasket sets for each engine installation; supply sealant for aftercooler cores as needed; inspect and clean turbo housings, air lines, and intake plenums; inspect all connection points and removed parts; submit a condition found report recommending any additional maintenance or replacement parts; reinstall all components using new OEM seals and gaskets; perform operational testing of all four engines to satisfaction of the Chief Marine Engineer or Port Engineer; wash, chemically clean, and hydrostatic test the removed cores to 30 psi; return removed cores to the port office; and provide a comprehensive service summary report including engine hours, fuel burn, inspection observations, and maintenance recommendations. The contractor must use Caterpillar-recommended cleaners (Hydrosolv 4165 or Hydrosolv 100) at specified concentrations and temperatures. Three maintenance windows are scheduled: Norfolk, VA (June 22-26, 2026), Charleston, SC (September 7-10, 2026), and New Castle, NH (November 2-30, 2026), with dates subject to change based on the ship's schedule. The point of contact is Port Engineer Justin Kusterer at 240-704-2815 or justin.kusterer@noaa.gov.

1.1 Intent:

1.1.1 This item describes the requirement to change out and

clean aftercoolers on the port and starboard main engines (MPDE) and ship’s service diesel generators (SSDG) aboard NOAA Ship

FERDINAND R. HASSLER.

1.2 References:

1.2.1 None

1.3 Government Furnished Material:

1.3.1 2 sets of aftercoolers for MPDEs (C32)

1.3.2 2 sets of aftercoolers for SSDGs (C9)

1.4 Requirements:

1.4.1 Remove existing and install GFM aftercooler cores on

both the PORT and STARBOARD main diesel engines, and both the port and starboard SSDGs.

1.4.2 Provide new OEM seal and gasket sets to accommodate

aftercooler changes on each engine.

1.4.3 Provide sealant for aftercooler cores. See 1.6.4.

1.4.4 Inspect and clean turbo housings and air lines.

1.4.5 Inspect intake plenum.

1.4.6 Inspect remaining connection points and parts removed

to facilitate aftercooler core change.

1.4.7 Checkpoint: Submit a condition found report to the

port engineer and contracting officer to recommend additional replacement parts and maintenance, as required.

1.4.8 Reinstall all components, utilizing new OEM seals and

gaskets.

1.4.9 Upon completion of all work, perform an operational

test of all four engines. Observe engines for proper operation and control, to the satisfaction of the Chief Marine Engineer or Port Engineer.
